【摘要】:油田企業(yè)維修改造工程項(xiàng)目物資采購管理是油田企業(yè)項(xiàng)目管理的重要內(nèi)容,是保障油田維修改造工程項(xiàng)目建設(shè)的物質(zhì)基礎(chǔ)。物資采購作為項(xiàng)目建設(shè)的起點(diǎn),直接關(guān)系到項(xiàng)目建設(shè)的成本和利潤(rùn),是控制項(xiàng)目建設(shè)成本、提高項(xiàng)目建設(shè)效率、增強(qiáng)項(xiàng)目建設(shè)競(jìng)爭(zhēng)力的關(guān)鍵環(huán)節(jié)。論文在借鑒國(guó)內(nèi)外工程項(xiàng)目物資采購管理相關(guān)研究的基礎(chǔ)上,闡述了采購的內(nèi)涵、分類以及工程項(xiàng)目采購的定義和特點(diǎn),從工程項(xiàng)目采購組織內(nèi)部關(guān)系、項(xiàng)目采購管理制度、項(xiàng)目采購供應(yīng)商管理、項(xiàng)目采購質(zhì)量管理、項(xiàng)目采購成本管理、項(xiàng)目采購合同管理和項(xiàng)目采購風(fēng)險(xiǎn)管理7個(gè)方面分析了工程項(xiàng)目采購管理的影響因素,依據(jù)油田企業(yè)維修改造工程項(xiàng)目物資采購指標(biāo)體系的構(gòu)建原則,經(jīng)過指標(biāo)篩選,構(gòu)建了油田企業(yè)維修改造工程項(xiàng)目物資采購指標(biāo)評(píng)價(jià)體系,其中包含7個(gè)一級(jí)指標(biāo),24個(gè)二級(jí)指標(biāo)。論文采用網(wǎng)絡(luò)層次分析法(ANP)確定工程項(xiàng)目物資采購管理評(píng)價(jià)指標(biāo)權(quán)重,介紹了ANP的模型應(yīng)用結(jié)構(gòu)及計(jì)算原理,以問卷調(diào)查方法作為獲取數(shù)據(jù)的方式,采用SD 2.0軟件計(jì)算維修改造工程項(xiàng)目物資采購管理各級(jí)評(píng)價(jià)指標(biāo)的權(quán)重值。在此基礎(chǔ)上,以A公司維修改造工程項(xiàng)目作為研究對(duì)象,采用ANP的綜合評(píng)價(jià)方法計(jì)算得出該工程項(xiàng)目物資采購管理綜合評(píng)價(jià)值以及其各級(jí)指標(biāo)的綜合評(píng)價(jià)值。基于以上結(jié)果,進(jìn)而明確工程項(xiàng)目物資采購管理應(yīng)重點(diǎn)加強(qiáng)的內(nèi)容和不足,并從加強(qiáng)組織內(nèi)部管理、健全采購管理制度、細(xì)化供應(yīng)商管理、加強(qiáng)采購質(zhì)量管理、加強(qiáng)采購成本管理、加強(qiáng)采購合同管理和加強(qiáng)采購風(fēng)險(xiǎn)管理7個(gè)方面提出A公司維修改造工程項(xiàng)目物資采購管理水平的提升途徑。
[Abstract]:The material purchasing management of oil field enterprise maintenance and transformation project is the important content of oil field enterprise project management, and it is the material foundation to guarantee the oil field maintenance and transformation project construction. As the starting point of project construction, material procurement is directly related to the cost and profit of project construction, and is the key link to control the cost of project construction, improve the efficiency of project construction and enhance the competitiveness of project construction. On the basis of drawing lessons from domestic and foreign research on material procurement management of engineering projects, this paper expounds the connotation, classification, definition and characteristics of project procurement, from the internal relationship of project procurement organization and project procurement management system. This paper analyzes the influencing factors of project procurement management from seven aspects: project procurement supplier management, project procurement quality management, project procurement cost management, project procurement contract management and project procurement risk management. According to the construction principle of the material purchasing index system of the oil field enterprise maintenance and transformation project, the evaluation system of the oil field enterprise maintenance and transformation project material purchase index is constructed through the index screening. It contains 7 primary indicators and 24 secondary indicators. In this paper, the network analytic hierarchy process (ANP) is used to determine the weight of the evaluation index of project material procurement management, and the model application structure and calculation principle of ANP are introduced. The method of questionnaire survey is used to obtain the data. SD 2.0 software was used to calculate the weight value of the evaluation index of material purchase management in maintenance and transformation project. On this basis, taking the project of maintenance and renovation project of company A as the research object, the comprehensive evaluation value of material purchase management and the comprehensive evaluation value of all levels of indexes of the project are calculated by using the comprehensive evaluation method of ANP. Based on the above results, this paper makes clear the contents and deficiencies that should be emphasized in the material procurement management of engineering projects, and strengthens the internal management of the organization, the improvement of the procurement management system, the refinement of the management of suppliers, and the strengthening of the management of procurement quality. Strengthening the management of purchasing cost, strengthening the management of purchasing contract and strengthening the management of purchasing risk, this paper puts forward the ways to improve the level of material purchasing management of company A's maintenance and transformation project.
