【摘要】：我國在2010-2020年關(guān)于國家中長期教育改革和發(fā)展規(guī)劃的文件中曾提出,幼兒園的辦園體制發(fā)展需要政府的引導(dǎo)、社會的支持、公辦與民辦結(jié)合等基礎(chǔ)性條件;對公辦幼兒園繼續(xù)加大力度推進(jìn),加強(qiáng)對民辦幼兒園的基礎(chǔ)投資。根據(jù)文件精神發(fā)展下去,民辦幼兒園將會有美好的前景。政府作為主導(dǎo)機(jī)構(gòu),在發(fā)展民辦學(xué)前教育中扮演著十分重要的角色。本文著重以政府規(guī)制理論為主要理論基礎(chǔ),對民辦學(xué)前教育發(fā)展中的政府行為進(jìn)行研究。主要采取文獻(xiàn)研究法、問卷調(diào)查法、訪談法,闡述了民辦學(xué)前教育發(fā)展中的政府行為現(xiàn)狀,并分析政府行為主要存在法規(guī)不健全、資金投入不足、政策執(zhí)行不力、監(jiān)管不到位等問題,而造成這些問題的原因主要有政府責(zé)任主體模糊、重要性認(rèn)識不足、規(guī)制方法不科學(xué)、監(jiān)督機(jī)制不完善。在此基礎(chǔ)上,根據(jù)政府規(guī)制理論,借鑒其他地區(qū)民辦學(xué)前教育發(fā)展中政府行為的經(jīng)驗,要求政府運用合理的規(guī)制工具,借助民辦學(xué)前教育行業(yè)協(xié)會、新媒體等力量,轉(zhuǎn)變政府職能,提高政府規(guī)制效率,在提高民辦學(xué)前教育經(jīng)費投入、推進(jìn)政策制定、提供共享優(yōu)質(zhì)資源渠道的同時,進(jìn)一步改進(jìn)政府規(guī)制方式,健全準(zhǔn)入機(jī)制和退出機(jī)制、實施分層次管理,使民辦學(xué)前教育健康發(fā)展。
[Abstract]:In the document on the national medium and long term education reform and development plan from 2010 to 2020, our country has put forward that the development of kindergarten system needs the guidance of the government, the support of the society, the combination of public and private management, and so on.Public kindergartens continue to increase efforts to promote, strengthen the basic investment in private kindergartens.According to the spirit of the document to develop, private kindergartens will have a bright future.The government, as a leading institution, plays a very important role in the development of private preschool education.Based on the theory of government regulation, this paper studies the government behavior in the development of private preschool education.This paper mainly adopts the methods of literature research, questionnaire investigation and interview to expound the present situation of government behavior in the development of private preschool education, and analyze the main problems of government behavior, such as imperfect laws and regulations, insufficient investment of funds, weak implementation of policies, etc.The main causes of these problems are the ambiguity of the subject of government responsibility, the lack of understanding of importance, the unscientific regulation method and the imperfect supervision mechanism.On this basis, according to the theory of government regulation and the experience of government behavior in the development of private preschool education in other regions, the government is required to use reasonable regulatory tools, with the help of non-governmental preschool education industry associations, new media and other forces.Changing government functions, improving the efficiency of government regulation, improving the investment of private preschool education funds, promoting policy formulation, providing channels for sharing high-quality resources, further improving the way of government regulation, perfecting the access mechanism and the exit mechanism.The implementation of hierarchical management to enable the healthy development of private preschool education.
