外語(yǔ)教學(xué)本質(zhì)視野下的英語(yǔ)高考制度改革研究

【摘要】:我國(guó)英語(yǔ)高考制度改革自八十年代以來(lái)已經(jīng)經(jīng)歷了三十多個(gè)年頭。最新一輪的改革始于2013年10月的北京市教委公布的“中高考改革征求意見稿”,意見稿中提到的”降低中高考英語(yǔ)分值”引起了民眾的熱議。2014年9月,國(guó)務(wù)院正式公布了《關(guān)于深化考試招生制度改革的實(shí)施意見》并發(fā)表聲明,英語(yǔ)高考總分不變,仍然是150分,而且會(huì)增加一次考試的機(jī)會(huì),即一年兩次考試。此次改革將從上海和浙江兩省開始試點(diǎn),2017起全面實(shí)行。中國(guó)高考制度作為影響千家萬(wàn)戶,特別是關(guān)系到“百年樹人”得失的基礎(chǔ)教育公共政策,牽一發(fā)而動(dòng)全身。盡管只是其中的英語(yǔ)改革,同樣對(duì)教學(xué)育人有著強(qiáng)大的導(dǎo)向和反撥作用。在歷時(shí)一年的對(duì)于高考英語(yǔ)改革的各種猜測(cè)和分析中,我們不絕于耳地聽到希望改革促進(jìn)改變教學(xué)和學(xué)習(xí)方式,讓英語(yǔ)教育回歸本質(zhì)的討論。那么,到底什么是英語(yǔ)教育的本質(zhì)呢?有專家認(rèn)為,英語(yǔ)作為語(yǔ)言交流的一項(xiàng)工具,應(yīng)強(qiáng)調(diào)在教學(xué)中的實(shí)際交流和運(yùn)用能力;也有人認(rèn)為,英語(yǔ)是人文學(xué)科的一個(gè)分支,人文教育更為重要。本文將從外語(yǔ)教學(xué)的本質(zhì)即交際性和人文性出發(fā),通過(guò)對(duì)中國(guó)英語(yǔ)高考制度的歷史梳理,一方面充分肯定英語(yǔ)高考在一定的歷史階段所發(fā)揮的積極作用;另一方面,以外語(yǔ)教學(xué)本質(zhì)的理論為依據(jù),分析現(xiàn)行的英語(yǔ)高考制度和內(nèi)容所存在的不足之處。同時(shí),結(jié)合馬克思的辨證唯物主義的觀點(diǎn)來(lái)看待處于風(fēng)口浪尖的英語(yǔ)高考制度改革,用發(fā)展的觀點(diǎn)看待和分析問(wèn)題,在此基礎(chǔ)上,對(duì)新一輪改革提出自己的建議和想法,供政策制定者和教育專家參考,共同推進(jìn)和完善新一輪高考英語(yǔ)制度改革。
[Abstract]:The reform of the college entrance examination system in China has gone through more than 30 years since the 1980's. The latest round of reforms began in October 2013, when the Beijing Municipal Education Commission published the "draft for opinions on the Reform of the Middle School entrance examination." the proposal to "lower the score of English for the junior high school entrance examination" has aroused heated debate among the public. In September 2014, The State Council officially published the opinions on the implementation of the Reform of the examination admission system and issued a statement that the total score of the English college entrance examination will remain unchanged at 150 points, and will increase the chances of one examination, that is, twice a year. The reform will start in Shanghai and Zhejiang Province from the start of the pilot program in 2017. The college entrance examination system in China, as a basic education public policy which has an impact on thousands of families, especially on the gain and loss of "bringing up people in a hundred years", makes a great impact on the whole body. Although English reform is only one of them, it also has a strong guidance and backwash effect on teaching and educating people. In all kinds of speculation and analysis about the reform of college entrance examination, we hear the discussion of the hope that the reform will promote the change of teaching and learning style and the return of English education to its essence. So what is the essence of English education? Some experts think that English, as a tool of language communication, should emphasize the practical communication and application ability in teaching. Others think that English is a branch of humanities, and humanistic education is more important. Starting from the essence of foreign language teaching, that is, communicative and humanism, this paper, by combing the history of the college entrance examination system in China, will, on the one hand, fully affirm the positive role played by the college entrance examination in a certain historical stage; on the other hand, Based on the theory of the essence of foreign language teaching, this paper analyzes the shortcomings of the present English college entrance examination system and content. At the same time, according to Marx's dialectical materialism, the reform of the English college entrance examination system, which is at the forefront of the wave, is treated and analyzed from the viewpoint of development. On this basis, the author puts forward his own suggestions and ideas for the new round of reform. For policy makers and education experts to promote and improve the new round of college entrance examination English system reform.
