【摘要】：為了分析社會福利機構能力建設的現(xiàn)狀、問題與建設方向,本文選取了兒童福利院為研究對象,基于克里斯滕森-蓋茲利能力建設框架的基礎上,通過對北京市、天津市、南京市兒童福利院能力建設的個案進行分析,文章認為在我國社會福利機構由"補缺型"向"普惠型"轉型過程中,在能力建設主動性、系統(tǒng)性、力度等方面都應該重新審視,在比較了其他國家和地區(qū)兒童福利機構能力建設歷程與成就的基礎上,從法律體系、財政來源與管理、人力資源、基礎設施等方面建構了社會福利機構能力建設的政策路徑。
[Abstract]:In order to analyze the present situation, problems and construction direction of the social welfare institution, this paper selects the children welfare institution as the research object, based on the framework of Christensen-Gatesley capacity-building, through the Beijing, Tianjin, Based on the analysis of the case study on the capacity building of Nanjing Children's Welfare Home, the article holds that in the process of the transformation of social welfare institutions from "filling up the deficiency" to "inclusive", the initiative, systematization and intensity of capacity-building should be re-examined. On the basis of comparing the process and achievements of the capacity-building of child welfare institutions in other countries and regions, this paper constructs the policy path of the capacity-building of social welfare institutions from the aspects of legal system, financial sources and management, human resources, infrastructure and so on.
