【摘要】：區(qū)域雙創(chuàng)政策對科技創(chuàng)新創(chuàng)業(yè)活動具有顯著推動作用。依據(jù)科技創(chuàng)新創(chuàng)業(yè)活動影響因素,將區(qū)域雙創(chuàng)政策分為供給推動型政策、環(huán)境影響型政策和需求牽引型政策,并分析了3類政策對企業(yè)、高校和科研院所科技創(chuàng)新創(chuàng)業(yè)活動的作用過程;構(gòu)建了區(qū)域雙創(chuàng)政策對科技創(chuàng)新創(chuàng)業(yè)活動影響的系統(tǒng)動力學(xué)模型,以黑龍江省實(shí)際數(shù)據(jù)為例,對3類雙創(chuàng)政策影響因素進(jìn)行仿真,進(jìn)一步對區(qū)域雙創(chuàng)政策實(shí)施展開分析。研究結(jié)果可為其它地區(qū)雙創(chuàng)政策實(shí)施與制定提供參考。
[Abstract]:Regional mass entrepreneurship and innovation policy has a significant role in promoting science and technology innovation activities. The regional mass entrepreneurship and innovation policy is divided into supply-driven policy, environment-impact policy and demand-driven policy according to the influencing factors of scientific and technological innovation and entrepreneurial activities. This paper constructs the system dynamics model of the influence of the regional mass entrepreneurship and innovation policy on the scientific and technological innovation entrepreneurial activities, and takes the actual data of Heilongjiang Province as an example. Three kinds of mass entrepreneurship and innovation policy influencing factors were simulated, and the regional mass entrepreneurship and innovation policy implementation was analyzed. The results can provide reference for the implementation and formulation of mass entrepreneurship and innovation policy in other regions.
