【摘要】:當(dāng)今世界,經(jīng)濟(jì)發(fā)展面臨的最大困境就是創(chuàng)新動(dòng)力不足。2003年,亨利·切薩布魯夫提出開(kāi)放式創(chuàng)新。創(chuàng)新主體可以跨邊界的獲取創(chuàng)新資源;ヂ(lián)網(wǎng)技術(shù)的快速發(fā)展,進(jìn)一步延伸了創(chuàng)新活動(dòng)的開(kāi)放性,增強(qiáng)了創(chuàng)新資源的流動(dòng)性,為創(chuàng)新主體尋求創(chuàng)新資源提供了更有力的技術(shù)保障。因此,在互聯(lián)網(wǎng)的視角下研究開(kāi)放式創(chuàng)新可以有效地提升創(chuàng)新的質(zhì)量和效率。關(guān)于互聯(lián)網(wǎng)視角下的開(kāi)放式創(chuàng)新研究,學(xué)者關(guān)注的往往是開(kāi)放式創(chuàng)新參與者、開(kāi)放式創(chuàng)新知識(shí)共享、開(kāi)放式創(chuàng)新績(jī)效評(píng)價(jià)等問(wèn)題,很少有關(guān)于基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)治理機(jī)制的研究。鑒于此,本文對(duì)基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)治理機(jī)制進(jìn)行了探索性研究。基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)治理是公司治理理論的延伸,但是基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)治理和公司治理在治理主體、契約約束和治理重點(diǎn)等方面存在不同。同時(shí),基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)的核心在于搭建創(chuàng)新生態(tài)系統(tǒng),有別于傳統(tǒng)組織的運(yùn)行系統(tǒng)。因此,本文從以下兩個(gè)方面對(duì)基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)治理機(jī)制進(jìn)行了比較全面的探討:第一,從權(quán)力制衡的角度討論基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)的內(nèi)部治理;诨ヂ(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)的治理主體數(shù)量之多,使其存在治理主體泛化以及決策效率下降的潛在問(wèn)題。因此,基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)的內(nèi)部治理重點(diǎn)要實(shí)現(xiàn)決策機(jī)制、監(jiān)督機(jī)制和運(yùn)行機(jī)制的相互制衡,兼顧公平和效率,增強(qiáng)創(chuàng)新平臺(tái)對(duì)于創(chuàng)新參與者的吸引力,提高創(chuàng)新平臺(tái)合作創(chuàng)新成果產(chǎn)出的效率和質(zhì)量。第二,從政府管制的角度討論基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)的外部治理;诨ヂ(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)是新型組織形態(tài),具有高效的創(chuàng)新能力。然而,法律具有一定的滯后性,在這一新型組織形態(tài)運(yùn)行過(guò)程中仍可能存在法律空白區(qū)。政府通過(guò)履行職能,完善公平的市場(chǎng)競(jìng)爭(zhēng)體系不僅為約束、監(jiān)督和保護(hù)企業(yè)、創(chuàng)新參與者提供了評(píng)判依據(jù),而且為這種約束、監(jiān)督和保護(hù)行為的實(shí)現(xiàn)創(chuàng)造了機(jī)制和環(huán)境。本文構(gòu)建的基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)治理機(jī)制,借鑒了政治社會(huì)學(xué)治理理論、公司治理理論和網(wǎng)絡(luò)治理理論等,綜合考慮了基于互聯(lián)網(wǎng)的開(kāi)放式創(chuàng)新平臺(tái)的運(yùn)行系統(tǒng)、運(yùn)行特點(diǎn)、治理目標(biāo)、治理機(jī)制構(gòu)建原則等因素,具有較強(qiáng)的系統(tǒng)性和可操作性。
[Abstract]:In today's world, the biggest dilemma facing economic development is the lack of innovation power. In 2003, Henry Chesabrouf proposed open innovation. Innovators can access innovative resources across borders. The rapid development of Internet technology. It further extends the openness of innovation activities, enhances the mobility of innovation resources, and provides a more powerful technical guarantee for innovation subjects to seek innovation resources. Research on open innovation can effectively improve the quality and efficiency of innovation from the perspective of the Internet. On the research of open innovation under the Internet perspective, scholars often pay attention to the participants of open innovation, open innovation knowledge sharing. There is little research on the governance mechanism of open innovation platform based on Internet, such as performance evaluation of open innovation. This paper makes an exploratory study on the governance mechanism of open innovation platform based on Internet, which is the extension of corporate governance theory. However, the governance of open innovation platform based on Internet is different from that of corporate governance in the aspects of governance subject, contract constraint and governance emphasis. At the same time, the core of open innovation platform based on Internet is to build innovation ecosystem. Therefore, this paper discusses the governance mechanism of open innovation platform based on Internet from the following two aspects: first, This paper discusses the internal governance of open innovation platform based on Internet from the angle of power balance. Therefore, the internal governance of the open innovation platform based on the Internet should realize the mutual checks and balances among the decision-making mechanism, the supervision mechanism and the operation mechanism. Balancing equity and efficiency, enhancing the attractiveness of innovation platforms to innovation participants, and improving the efficiency and quality of innovation outcomes produced by innovation platforms in cooperation. Second, This paper discusses the external governance of open innovation platform based on Internet from the angle of government regulation. The open innovation platform based on Internet is a new organizational form with high efficiency innovation ability. In the course of the operation of this new organizational form, there may still be legal blank areas. By performing its functions and perfecting a fair market competition system, the government not only provides a basis for the restriction, supervision and protection of enterprises, but also for innovating participants. Moreover, it creates a mechanism and environment for the realization of the restriction, supervision and protection behavior. The governance mechanism of the open innovation platform based on the Internet is constructed in this paper, and the governance theory of political sociology is used for reference. The theory of corporate governance and the theory of network governance synthetically consider the operating system, operating characteristics, governance objectives, principles of construction of governance mechanism and other factors of the open innovation platform based on the Internet, which have strong systematicness and maneuverability.
