【摘要】：當(dāng)前,我國已進(jìn)入全面建成小康社會的決定性階段,正處于經(jīng)濟(jì)轉(zhuǎn)型升級、加快推進(jìn)社會主義現(xiàn)代化的重要時期,也處于全面深化改革的關(guān)鍵時期,我國的“三農(nóng)”問題依然較為突出,城鄉(xiāng)二元矛盾依然存在,城鎮(zhèn)化進(jìn)程中的“城市病”、“農(nóng)村病”問題也日益突顯。因此,建設(shè)社會主義新農(nóng)村依然是我國當(dāng)前的一項重大任務(wù),新型城鎮(zhèn)化的推進(jìn)則需要更多的關(guān)注農(nóng)村的城鎮(zhèn)化進(jìn)程。新農(nóng)村建設(shè)與新型城鎮(zhèn)化這兩項新世紀(jì)提出的重大戰(zhàn)略措施需要緊密結(jié)合起來,協(xié)調(diào)發(fā)展,共同推進(jìn)農(nóng)村的發(fā)展。新村建設(shè)是新農(nóng)村建設(shè)的一項重要內(nèi)容,與新型城鎮(zhèn)化也關(guān)系密切,所以以新村建設(shè)作為新農(nóng)村建設(shè)和新型城鎮(zhèn)化的紐帶,以新村建設(shè)推進(jìn)新型城鎮(zhèn)化的發(fā)展,對解決“三農(nóng)”問題,推動農(nóng)村的城鎮(zhèn)化發(fā)展具有重要的意義。江安縣是四川省68個丘區(qū)縣之一。近年來,江安縣的經(jīng)濟(jì)社會的發(fā)展取得了巨大的進(jìn)步,進(jìn)入了追趕型、跨越式發(fā)展的新時期。在繼續(xù)推進(jìn)新農(nóng)村建設(shè)和新型城鎮(zhèn)化的大背景下,如何將新農(nóng)村建設(shè)和新型城鎮(zhèn)化緊密結(jié)合,實現(xiàn)農(nóng)民的就地就近城鎮(zhèn)化,實現(xiàn)城鄉(xiāng)的統(tǒng)籌發(fā)展,實現(xiàn)合理的村鎮(zhèn)體系的構(gòu)建等成為了亟待解決的問題。本文從新農(nóng)村建設(shè)與新型城鎮(zhèn)化的交叉點——新村建設(shè),提出新村建設(shè)與新型城鎮(zhèn)化整合的對策,對江安縣經(jīng)濟(jì)社會的新發(fā)展具有十分重要的意義。本文首先從新農(nóng)村建設(shè)、新村建設(shè)、新型城鎮(zhèn)化的涵義、內(nèi)容及實踐發(fā)展過程出發(fā),對新農(nóng)村建設(shè)、新村建設(shè)、新型城鎮(zhèn)化的關(guān)系進(jìn)行理論分析,得出三者之間的關(guān)系。然后通過對江安縣經(jīng)濟(jì)發(fā)展、新農(nóng)村建設(shè)、新村建設(shè)、新型城鎮(zhèn)化發(fā)展的過程和現(xiàn)狀的分析得出江安縣新村建設(shè)和新型城鎮(zhèn)化整合的必要性以及面臨的問題。隨后,提出江安縣新村建設(shè)和新型城鎮(zhèn)化整合的思路和對策建議。研究表明：(1)新農(nóng)村建設(shè)和新型城鎮(zhèn)化有密切的聯(lián)系,既有相互銜接處又有交叉點,二者相輔相成、雙向同步。(2)新村建設(shè)既是新農(nóng)村建設(shè)的重要內(nèi)容又是新型城鎮(zhèn)化的重要組成,是新農(nóng)村建設(shè)和新型城鎮(zhèn)化的交叉點。(3)在正確認(rèn)識三者關(guān)系的前提下,合理推進(jìn)新村建設(shè)必將既有利于新農(nóng)村建設(shè)的目標(biāo)的實現(xiàn),又有利于新型城鎮(zhèn)化的發(fā)展,同時又能極大的促進(jìn)新農(nóng)村建設(shè)和新型城鎮(zhèn)化的緊密集合,發(fā)揮出二者緊密結(jié)合帶來的互動互促、相得益彰的效果。(4)新村建設(shè)與新型城鎮(zhèn)化進(jìn)行整合的實質(zhì)就是將新村建設(shè)作為新型城鎮(zhèn)化的戰(zhàn)略基點,統(tǒng)籌城鄉(xiāng)發(fā)展的結(jié)合點,推進(jìn)城鄉(xiāng)一體化的切入點。提出以下對策建議：(1)進(jìn)一步統(tǒng)籌規(guī)劃和統(tǒng)一建設(shè)；(2)構(gòu)建新型村鎮(zhèn)體系；(3)增強(qiáng)產(chǎn)業(yè)的支撐作用和協(xié)調(diào)發(fā)展；(4)創(chuàng)新投融資機(jī)制,保障建設(shè)資金投入；(5)創(chuàng)新土地流轉(zhuǎn)機(jī)制,提高城鄉(xiāng)土地利用效率；(6)加強(qiáng)新村和城鎮(zhèn)銜接和配合。
[Abstract]:At present, our country has entered the decisive stage of building a well-off society in an all-round way, is in an important period of economic transformation and upgrading, speeding up the promotion of socialist modernization, and is also in the crucial period of comprehensively deepening the reform. The problem of "agriculture, countryside and farmers" in our country is still prominent, the dual contradiction between urban and rural areas still exists, and the problems of "urban disease" and "rural disease" in the process of urbanization are becoming more and more prominent. Therefore, building a new socialist countryside is still a major task in China, and the advancement of new urbanization needs more attention to the process of rural urbanization. New rural construction and new urbanization, two important strategic measures proposed in the new century, need to be closely combined, coordinated development, and jointly promote the development of rural areas. The construction of new villages is an important part of the construction of new rural areas and is closely related to new urbanization. Therefore, the construction of new villages is regarded as the link between new rural construction and new urbanization, and the development of new urbanization is promoted by the construction of new villages. It is of great significance to solve the problem of "agriculture, countryside and farmers" and to promote the development of urbanization in rural areas. Jiangan County is one of 68 Qiu District counties in Sichuan Province. In recent years, the economic and social development of Jiangan County has made great progress and entered a new period of catch-up and leap-forward development. Under the background of continuing to promote the construction of new countryside and new urbanization, how to combine the construction of new countryside with the new urbanization, how to realize the local urbanization of farmers, and realize the overall development of urban and rural areas, The construction of a reasonable system of villages and towns has become an urgent problem to be solved. From the intersection of new rural construction and new urbanization, this paper puts forward the countermeasures of the integration of new village construction and new urbanization, which is of great significance to the new development of economy and society in Jiangan County. This article starts from the new countryside construction, the new type urbanization meaning, the content and the practice development process, carries on the theory analysis to the new countryside construction, the new type urbanization relations, obtains the three relations. Then through the analysis of the economic development, the new rural construction, the new urbanization development process and the present situation of Jiangan county, the necessity and problems of the new village construction and the new urbanization integration in Jiangan county are obtained. Subsequently, put forward the new village construction and new urbanization integration ideas and suggestions. The research shows that the new rural construction and the new urbanization are closely related, they are connected and intersected, they complement each other, and the new village construction is not only the important content of the new rural construction, but also the important component of the new urbanization. It is the intersection of new rural construction and new urbanization. On the premise of correctly understanding the relationship between the three, the rational promotion of new village construction will not only be conducive to the realization of the goal of new rural construction, but also conducive to the development of new urbanization. At the same time, it can greatly promote the construction of the new countryside and the close assembly of the new urbanization, giving play to the interaction and mutual promotion brought by the close combination of the two. The essence of the integration of new village construction and new urbanization is to take the new village construction as the strategic basis of new urbanization, to coordinate the combination of urban and rural development, and to promote the entry point of urban-rural integration. Put forward the following countermeasures and suggestions: 1) further plan and unify the construction of a new system of villages and towns. (3) strengthen the supporting role of the industry and coordinate the development of the project. (4) Innovation of investment and financing mechanism to ensure the investment of construction funds. 5) Innovation of the land transfer mechanism. Improve the efficiency of urban and rural land use 6) to strengthen the new villages and towns and coordination.
