【摘要】：設(shè)立貴安新區(qū)具有重要的戰(zhàn)略意義，它是國(guó)家深入西部大開(kāi)發(fā)的重要決策，是國(guó)家實(shí)現(xiàn)全面小康的必要條件，也是探索新型工業(yè)和新型城鎮(zhèn)道路的需要。貴安新區(qū)的目標(biāo)是要打造新型生態(tài)產(chǎn)業(yè)區(qū)，并結(jié)合貴州省多山地的實(shí)際情況探索山地特色城鎮(zhèn)化的道路，形成產(chǎn)城互動(dòng)的良性發(fā)展模式。 城市化與工業(yè)化之間的互動(dòng)過(guò)程也是產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)變、產(chǎn)業(yè)組織創(chuàng)新、技術(shù)水平不斷提高的過(guò)程，筆者首先基于產(chǎn)業(yè)發(fā)展的角度對(duì)城市化與工業(yè)化之間的關(guān)系進(jìn)行分析，然后從新經(jīng)濟(jì)地理學(xué)的視角分析了城市發(fā)展與工業(yè)聚集的內(nèi)在機(jī)制。通過(guò)模型分析發(fā)現(xiàn)企業(yè)的聚集與一個(gè)地方的市場(chǎng)規(guī)模有關(guān)系，而當(dāng)某市場(chǎng)規(guī)模達(dá)到一定程度后，該地區(qū)會(huì)發(fā)生產(chǎn)業(yè)的突發(fā)性聚集；而當(dāng)一個(gè)地區(qū)的工業(yè)產(chǎn)品與市場(chǎng)需求密切相關(guān)，產(chǎn)品間的替代彈性較低，資本折舊率較低且資本所有者折現(xiàn)率較大時(shí)則地區(qū)的總資本存量和總消費(fèi)支出也會(huì)較大，進(jìn)而會(huì)拉動(dòng)該地區(qū)工業(yè)的發(fā)展。 因?yàn)槟壳百F安新區(qū)行政區(qū)域剛剛劃定，不易于對(duì)其數(shù)據(jù)的精確收集，另外由于本文重在分析對(duì)貴安新區(qū)的推動(dòng)，筆者采用貴陽(yáng)和安順的綜合數(shù)據(jù)對(duì)貴安新區(qū)進(jìn)行分析。筆者回顧了貴安新區(qū)改革開(kāi)放前后其城市化與工業(yè)化的發(fā)展?fàn)顩r，分析了貴安新區(qū)的現(xiàn)狀，發(fā)現(xiàn)貴安新區(qū)在貴州省的經(jīng)濟(jì)基礎(chǔ)較好，具有構(gòu)建貴州省增長(zhǎng)極的先天優(yōu)勢(shì)。但貴安新區(qū)還存在工業(yè)結(jié)構(gòu)不合理，民營(yíng)經(jīng)濟(jì)發(fā)展水平低，市場(chǎng)機(jī)制不能充分發(fā)揮，高技術(shù)制造業(yè)發(fā)展滯后，循環(huán)累計(jì)因果率失效等問(wèn)題，通過(guò)U-IU標(biāo)準(zhǔn)法和U-NU標(biāo)準(zhǔn)法驗(yàn)證了貴安新區(qū)城市化與工業(yè)化之間存在偏差。對(duì)貴陽(yáng)市、安順市和貴安新區(qū)的實(shí)證結(jié)果分析發(fā)現(xiàn)貴陽(yáng)市存在工業(yè)短板，兩者之間的水平存在偏差并不斷變化；安順市城市化與工業(yè)化兩者之間的偏差雖不斷縮小，但城市化水平與工業(yè)化水平都較低，兩者處于低位互動(dòng)的狀態(tài)，同樣存在“工業(yè)短板”的現(xiàn)象；貴安新區(qū)的城市化變化率與工業(yè)化變化率之間呈正相關(guān)，但兩者之間的關(guān)系是不穩(wěn)定的，工業(yè)變化對(duì)城市變化的貢獻(xiàn)度不足。 基于對(duì)貴安新區(qū)的分析，本文分別提出了推動(dòng)城市化與工業(yè)化發(fā)展的有效路徑，推動(dòng)城市化發(fā)展的路徑包括完善城市體系自組織的內(nèi)在機(jī)制，適當(dāng)?shù)某鞘幸?guī)模可以發(fā)揮聚集效應(yīng)，通過(guò)優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)提高其城市化水平。推動(dòng)工業(yè)化發(fā)展的路徑包括要發(fā)揮產(chǎn)業(yè)園區(qū)的作用推進(jìn)產(chǎn)業(yè)集群的建設(shè)，采取進(jìn)口替代戰(zhàn)略，適當(dāng)采取本地貿(mào)易保護(hù)政策增加產(chǎn)品競(jìng)爭(zhēng)力。在分別對(duì)推動(dòng)城市化與工業(yè)化發(fā)展的可行路徑的基礎(chǔ)上，結(jié)合貴安新區(qū)的實(shí)際提出了推動(dòng)其產(chǎn)城互動(dòng)的一系列建議，其中包括：構(gòu)建產(chǎn)城互動(dòng)發(fā)展的城市走廊，轉(zhuǎn)變政府職能，注重市場(chǎng)引導(dǎo)，推進(jìn)四化同步建設(shè)，加快制度創(chuàng)新和技術(shù)創(chuàng)新步伐，，發(fā)展生態(tài)工業(yè)和生態(tài)城鎮(zhèn)。貴安新區(qū)作為連接貴陽(yáng)市和安順市的紐帶，承載著緩解貴陽(yáng)市城市化與工業(yè)化關(guān)系的不穩(wěn)定性和提高安順市城市化和工業(yè)化水平的任務(wù)，更肩負(fù)著帶動(dòng)黔中經(jīng)濟(jì)區(qū)發(fā)展最終提升貴州省乃至西南地區(qū)城市化水平和工業(yè)化水平的重要使命。
[Abstract]:The establishment of the new district of Guian is of great strategic significance , it is the important decision of the state to go deep into the west , it is the necessary condition for the country to realize the comprehensive well - off and the need of exploring the new industry and the new town road . The goal of the new district is to build a new ecological industrial area , and to explore the way of urbanization of mountainous region with the actual situation of mountainous region in Guizhou province to form the benign development mode of the interaction of production city .

The interactive process between urbanization and industrialization is also the process of the transformation of industrial structure , innovation of industrial organization and the improvement of technology level . The author firstly analyzes the relationship between urbanization and industrialization based on the angle of industrial development , then analyzes the internal mechanism of urban development and industrial agglomeration from the perspective of new economic geography .
When the industrial products in one region are closely related to the market demand , the substitution elasticity between the products is low , the capital depreciation rate is low and the discount rate of the capital owner is large , the total capital stock and the total consumption expenditure in the region will also be larger , and then the development of the industrial development in the region will be pulled .

Because the administrative region of Gui ' an area has just been demarcated , it is not easy to collect the data accurately . In addition , this paper analyzes the development of the new district before and after the reform and opening up of Guiyang .
The deviation between urbanization and industrialization of Anshun city is shrinking continuously , but urbanization level and industrialization level are low , both are in low - level interaction state , and also exist " industrial short - board " phenomenon ;
There is a positive correlation between the rate of urbanization and the rate of change of industrialization in Gui ' an area , but the relationship between them is unstable and the contribution of industrial change to urban change is insufficient .

Based on the analysis of Gui ' an ' s new district , this paper puts forward the effective way to promote urbanization and industrialization development . The path of promoting urbanization includes perfecting the internal mechanism of urban system self - organization , improving the urbanization level by optimizing the industrial structure .
