基于模糊層次分析法的ZY科研項(xiàng)目績(jī)效評(píng)價(jià)的指標(biāo)構(gòu)建

【摘要】:油田科研項(xiàng)目的績(jī)效評(píng)價(jià)是指油田科研單位按照相關(guān)的標(biāo)準(zhǔn)和流程,運(yùn)用合理、科學(xué)的評(píng)價(jià)方法,在油田科研項(xiàng)目完成后對(duì)相關(guān)項(xiàng)目的組織管理、技術(shù)成果、經(jīng)濟(jì)效益、社會(huì)效益、環(huán)境保護(hù)效益、資金情況、財(cái)務(wù)制度等各個(gè)方面進(jìn)行綜合評(píng)價(jià),并對(duì)評(píng)價(jià)結(jié)果反映的薄弱環(huán)節(jié)提出改進(jìn)建議。本文采用F-AHP(模糊層次分析評(píng)價(jià)法),在構(gòu)建了油田科研項(xiàng)目績(jī)效評(píng)價(jià)的指標(biāo)基礎(chǔ)上,評(píng)價(jià)了ZY項(xiàng)目的績(jī)效情況。通過(guò)評(píng)價(jià),發(fā)現(xiàn)科研項(xiàng)目管理中存在的問(wèn)題,,以便提高油田科研項(xiàng)目的管理水平。 本文論述了科技項(xiàng)目績(jī)效評(píng)價(jià)的現(xiàn)狀和模糊層次綜合評(píng)價(jià)法的基本原理,闡明了油田科研項(xiàng)目績(jī)效評(píng)價(jià)的必要性;利用文獻(xiàn)分析法對(duì)國(guó)內(nèi)外科技項(xiàng)目評(píng)價(jià)的文獻(xiàn)進(jìn)行歸類和分析。并結(jié)合研究單位各專家的意見(jiàn),擬建油田科研項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系,該體系包含七個(gè)一級(jí)指標(biāo)和十六個(gè)二級(jí)指標(biāo):采用層次分析法確定指標(biāo)體系權(quán)重及權(quán)重的歸一化處理,結(jié)合模糊理論構(gòu)建模糊綜合評(píng)價(jià)模型。最后對(duì)ZY項(xiàng)目進(jìn)行績(jī)效評(píng)價(jià),評(píng)價(jià)結(jié)果如下:總體項(xiàng)目績(jī)效等級(jí)為良好。其中項(xiàng)目的組織管理水平、財(cái)務(wù)管理制度落入優(yōu)秀區(qū)域;項(xiàng)目技術(shù)成果、項(xiàng)目資金情況落入良好區(qū)域;項(xiàng)目經(jīng)濟(jì)效益、項(xiàng)目社會(huì)效益及環(huán)境保護(hù)效益落入合格區(qū)域;針對(duì)評(píng)價(jià)結(jié)果以及各二級(jí)指標(biāo)的權(quán)重關(guān)系,本文提出了完善油田科研項(xiàng)目管理的建議和對(duì)策。
[Abstract]:The performance evaluation of oil field scientific research projects refers to the organization, management, technical achievements, economic benefits of the relevant projects after the completion of the oil field scientific research projects by the oilfield scientific research units in accordance with the relevant standards and processes, using reasonable and scientific evaluation methods,Social benefit, environmental protection benefit, capital situation, financial system and other aspects are comprehensively evaluated, and suggestions for improving the weak links reflected in the evaluation results are put forward.In this paper, F-AHP (Fuzzy Analytical hierarchy process) method is used to evaluate the performance of ZY project on the basis of constructing the performance evaluation index of oilfield scientific research project.The problems existing in the management of scientific research projects are found through evaluation in order to improve the management level of scientific research projects in oil fields.This paper discusses the present situation of scientific and technological project performance evaluation and the basic principle of fuzzy hierarchy comprehensive evaluation method, and expounds the necessity of oilfield scientific research project performance evaluation.Literature analysis method is used to classify and analyze the literature of science and technology project evaluation at home and abroad.Combined with the opinions of the experts of the research units, it is proposed to build the performance evaluation index system of oilfield scientific research projects. The system consists of seven first-grade indexes and sixteen second-class indexes: the weight of the index system is determined by AHP and the normalized treatment of the weight of the index system is determined.Combined with fuzzy theory, the fuzzy comprehensive evaluation model is constructed.Finally, ZY project performance evaluation, the evaluation results are as follows: the overall project performance rating is good.Among them, the level of organization and management of the project, the financial management system falls into the excellent area, the technical achievements of the project fall into the good area, the economic benefit of the project, the social benefit of the project and the environmental protection benefit fall into the qualified area;In view of the evaluation results and the weight relation of the secondary indexes, this paper puts forward some suggestions and countermeasures to perfect the management of oilfield scientific research projects.
