【摘要】：近幾年來,河南采取有效措施,強(qiáng)力推進(jìn)學(xué)前教育發(fā)展,使"入園難"問題得到初步緩解。但是由于歷史欠賬過多,學(xué)前教育目前仍是河南教育的短板,區(qū)域發(fā)展不平衡、普惠性資源短缺、幼兒教師嚴(yán)重不足、辦園條件有待改善、管理和保教水平不高、督導(dǎo)評(píng)估跟不上等問題亟待解決。針對(duì)河南學(xué)前教育發(fā)展面臨的問題,提出5項(xiàng)建議:一是各級(jí)政府強(qiáng)化辦好學(xué)前教育的責(zé)任,提升財(cái)政保障能力;二是統(tǒng)籌規(guī)劃,優(yōu)化布局,使城鄉(xiāng)幼兒都能夠就近入園;三是積極爭(zhēng)取中央財(cái)政學(xué)前教育專項(xiàng)資金支持,多方籌資建立多元化投入機(jī)制;四是加強(qiáng)師資隊(duì)伍建設(shè),提升幼兒教師專業(yè)化水平;五是加快學(xué)前教育立法工作進(jìn)程,切實(shí)保障學(xué)前教育事業(yè)健康有序發(fā)展。
[Abstract]:In recent years, Henan has taken effective measures to push forward the development of preschool education, so that the problem of "difficulties in entering the kindergarten" has been initially alleviated.However, due to the excessive debts due to the history, preschool education is still a short board of Henan education at present. The regional development is unbalanced, the inclusive resources are short, the kindergarten teachers are seriously inadequate, the conditions of running the kindergarten need to be improved, and the level of management and care is not high.Supervision and evaluation can not keep up with the problems to be solved.In view of the problems facing the development of preschool education in Henan Province, five suggestions are put forward: first, governments at all levels should strengthen their responsibility to run preschool education well and enhance their ability of financial support; second, they should make overall planning and optimize the layout so that children in both urban and rural areas can enter the school nearby.Third, to actively strive for the support of special funds for preschool education from the central finance, and to raise funds from all sides to establish a diversified investment mechanism; fourth, to strengthen the construction of teachers' ranks and enhance the professional level of preschool teachers; and fifth, to speed up the process of pre-school education legislation.We will ensure the healthy and orderly development of preschool education.
