摘要:
20世紀90年代后期,美國基礎教育財政體制實現(xiàn)了從“公平性財政”向“充足性財政”的轉(zhuǎn)變。從“公平性財政”到“充足性財政”凸顯了內(nèi)涵于美國基礎教育財政政策中公平理念從同質(zhì)向差異的轉(zhuǎn)化,這種從同質(zhì)公平向差異公平的理念轉(zhuǎn)化具體表現(xiàn)為美國基礎教育財政政策中“充足性財政政策”的產(chǎn)生和運用!俺渥阈载斦摺苯档土嗣绹A教育中的財政分配不公平程度,為中國的義務教育財政改革提供了借鑒可能。
Abstract:
Since the late 1990 s, American elementary education financial policy has changed its direction from fiscal neutrality to educational adequacy. This reform shows that fairness orientation in American elementary education financial policy has witnessed the chang from homogeneous fairness to discrepant fairness, which has eased the unfair phenomenon of assignment in American elementary education financial policy and it also has provided significant enlightenments to the financial policy reform in our compulsory education.
