摘要：

20世紀(jì)90年代后期，美國(guó)基礎(chǔ)教育財(cái)政體制實(shí)現(xiàn)了從“公平性財(cái)政”向“充足性財(cái)政”的轉(zhuǎn)變。從“公平性財(cái)政”到“充足性財(cái)政”凸顯了內(nèi)涵于美國(guó)基礎(chǔ)教育財(cái)政政策中公平理念從同質(zhì)向差異的轉(zhuǎn)化，這種從同質(zhì)公平向差異公平的理念轉(zhuǎn)化具體表現(xiàn)為美國(guó)基礎(chǔ)教育財(cái)政政策中“充足性財(cái)政政策”的產(chǎn)生和運(yùn)用�！俺渥阈载�(cái)政政策”降低了美國(guó)基礎(chǔ)教育中的財(cái)政分配不公平程度，為中國(guó)的義務(wù)教育財(cái)政改革提供了借鑒可能。

Abstract： 

Since the late 1990 s, American elementary education financial policy has changed its direction from fiscal neutrality to educational adequacy. This reform shows that fairness orientation in American elementary education financial policy has witnessed the chang from homogeneous fairness to discrepant fairness, which has eased the unfair phenomenon of assignment in American elementary education financial policy and it also has provided significant enlightenments to the financial policy reform in our compulsory education.
