【摘要】：目前提高質(zhì)量已成為我國高等教育改革發(fā)展的核心任務(wù),作為評價(jià)質(zhì)量優(yōu)劣與否的度量衡，質(zhì)量標(biāo)準(zhǔn)的建立就顯得尤為重要。然而我國當(dāng)前尚未制定出科學(xué)、合理的高等教育質(zhì)量國家標(biāo)準(zhǔn)，這是我國高教界面臨的一大難點(diǎn)，同時(shí)也成為制約我國高等教育發(fā)展的原因之一。稱其為難點(diǎn)，是因?yàn)楦叩冉逃�自從象牙塔中走出，就已割不斷與外界千絲萬縷的聯(lián)系，越來越多的高等教育利益相關(guān)者對質(zhì)量發(fā)出了各自的呼聲，加之高等教育機(jī)構(gòu)的愈發(fā)復(fù)雜性等原因，，使得高等教育質(zhì)量標(biāo)準(zhǔn)的制定更是難上加難。 我國高等教育已到了“以質(zhì)量為核心，以標(biāo)準(zhǔn)為抓手”的發(fā)展時(shí)段。關(guān)于高等教育質(zhì)量標(biāo)準(zhǔn)相關(guān)問題研究的困境對提高高等教育質(zhì)量等后續(xù)問題產(chǎn)生了阻礙。緣于此，本文對高等教育質(zhì)量標(biāo)準(zhǔn)的特性進(jìn)行了深入的分析，諸如對質(zhì)量標(biāo)準(zhǔn)的一元性與多元性；絕對性與相對性；穩(wěn)定性與發(fā)展性；先驗(yàn)性與后驗(yàn)性，預(yù)設(shè)性和外在性及其關(guān)系的研究，以期為制定高等教育質(zhì)量標(biāo)準(zhǔn)提供啟示作用。其最終目的就是為了促進(jìn)高等教育事業(yè)的和諧發(fā)展，不斷探索培養(yǎng)高質(zhì)量人才的佳境，使高等教育事業(yè)更加符合時(shí)代發(fā)展的潮流。 第一部分引言。闡述了論文的研究緣起、研究意義、研究思路、研究方法以及相關(guān)概念界定。 第二部分對高等教育質(zhì)量標(biāo)準(zhǔn)特性研究的現(xiàn)狀進(jìn)行了分析。分別對高等教育質(zhì)量研究的簡況，國內(nèi)外有關(guān)高等教育質(zhì)量的相關(guān)研究，以及高等教育質(zhì)量標(biāo)準(zhǔn)的相關(guān)研究作了深入的分析，并且對已有研究進(jìn)行了評述。這為論文的主體部分奠定了堅(jiān)實(shí)的理論基礎(chǔ)。 第三部分是對我國當(dāng)前高等教育利益相關(guān)者的質(zhì)量訴求分析。此部分以文獻(xiàn)研究法與訪談法相結(jié)合的方式，分別從政府、社會(huì)、高校、受教育者四個(gè)方面對高等教育利益相關(guān)者的質(zhì)量訴求進(jìn)行了分析。為接下來探析高等教育質(zhì)量標(biāo)準(zhǔn)的特性研究埋下了伏筆。 第四部分，主要論述高等教育質(zhì)量標(biāo)準(zhǔn)的特性。諸如高等教育質(zhì)量標(biāo)準(zhǔn)為什么具有一元性、多元性，以及兩者之間的關(guān)系是什么；又為什么具有絕對性與相對性，穩(wěn)定性與發(fā)展性，先驗(yàn)性與后驗(yàn)性，預(yù)設(shè)性和外在性等相關(guān)問題進(jìn)行了深入的分析。 第五部分是論文的結(jié)語部分。
[Abstract]:At present, improving the quality has become the core task of the reform and development of our country's higher education. As a measure to evaluate the quality, it is particularly important to establish the quality standard. The reasonable national standard of higher education quality is one of the most difficult problems faced by the higher education circles in our country, and it also becomes one of the reasons that restrict the development of higher education in our country. It is called the difficulty because higher education has come out from the ivory tower. In view of the incessant ties with the outside world, more and more higher education stakeholders have issued their own voices on quality, coupled with the increasing complexity of higher education institutions, and so on. So that the establishment of higher education quality standards is even more difficult. China's higher education has reached the development stage of "quality as the core, standards as the starting point". The dilemma of the research on the quality standards of higher education has hindered the further problems such as improving the quality of higher education. This paper makes an in-depth analysis of the characteristics of quality standards in higher education, such as the monism and pluralism of quality standards; absoluteness and relativity; stability and development; transcendence and posteriority. The study of presupposition and externality and its relationship, in order to provide enlightenment for the establishment of quality standard of higher education, its ultimate purpose is to promote the harmonious development of higher education, and to continuously explore the good environment of cultivating high-quality talents. Make the cause of higher education more in line with the trend of development of the times. The first part introduces the origin, significance, train of thought, research methods and the definition of related concepts. The second part analyzes the current situation of the research on the characteristics of the quality standards of higher education, and gives a brief account of the research on the quality of higher education, as well as the related studies on the quality of higher education at home and abroad. And the related research on the quality standard of higher education has been deeply analyzed, and the existing research has been reviewed, which has laid a solid theoretical foundation for the main part of the thesis. The third part is the quality appeal analysis of the current higher education stakeholders in our country. This part combines the literature research method with the interview method, respectively from the government, the society, the university, The educatee analyzes the quality demands of higher education stakeholders from four aspects, which lays the groundwork for further research on the characteristics of higher education quality standards. The fourth part mainly discusses the characteristics of higher education quality standards, such as why higher education quality standards are unitary, pluralistic, and what is the relationship between them, and why they are absolute and relative. Stability and development, priori and posteriori, presupposition and externality are deeply analyzed. The fifth part is the conclusion of the thesis.
