【摘要】：當(dāng)前,義務(wù)教育均衡發(fā)展已經(jīng)寫進(jìn)了黨的文件、國家法律和行政法規(guī),有了時間表、路線圖和任務(wù)書,已成為我國教育發(fā)展的一項基本政策。如何推進(jìn)義務(wù)教育均衡發(fā)展是擺在廣大教育研究工作者面前的一個重大課題。吉林省義務(wù)教育水平在全國處于中下等,原因在于吉林省的經(jīng)濟(jì)發(fā)展相對落后,在義務(wù)教育資源配置上尚沒有形成完善的配套。另外,吉林省作為農(nóng)業(yè)大省,鄉(xiāng)鎮(zhèn)農(nóng)村的居民比例較多,義務(wù)教育適齡兒童的數(shù)量也多數(shù)集中在農(nóng)村和鄉(xiāng)鎮(zhèn),這也給吉林省的義務(wù)教育資源配置帶來了一定的困難。如何能夠根據(jù)吉林省的實際情況,制定出適合于吉林省整體義務(wù)教育環(huán)境的合理的資源配置方案,是吉林省義務(wù)教育面臨的最重要的問題。因此,本文研究的意義在于主要立足于吉林省義務(wù)教育資源配置的現(xiàn)狀,充分認(rèn)識義務(wù)教育在吉林省經(jīng)濟(jì)社會發(fā)展中的地位和作用,以教育公平為價值目標(biāo),分析吉林省教育資源配置的現(xiàn)狀及問題,從制度和政策入手確保義務(wù)教育資源的均衡配置,以真正實現(xiàn)社會和諧發(fā)展。本文運(yùn)用調(diào)查文獻(xiàn)來獲得資料,并查閱國家權(quán)威統(tǒng)計數(shù)據(jù),撰寫的大體框架如下:首先,提出義務(wù)教育資源合理配置是教育公平的根本要求。對義務(wù)教育資源配置理論進(jìn)行概述,對義務(wù)教育資源合理配置的重要性進(jìn)行了分析,說明了義務(wù)教育資源配置中政府責(zé)任的歷史必然性。進(jìn)而對義務(wù)教育資源配中的政府責(zé)任分析,并對義務(wù)教育資源配置中的政府責(zé)任重新進(jìn)行審視。在客觀評價吉林省義務(wù)教育資源配置現(xiàn)狀的同時,總結(jié)出吉林省義務(wù)教育資源配置存在的問題,并深刻剖析其成因。最后,對完善吉林省義務(wù)教育資源配置的對策建議。提出要推進(jìn)區(qū)域義務(wù)教育布局平衡、建立城市對鄉(xiāng)村的義務(wù)教育反哺機(jī)制、強(qiáng)化教育督導(dǎo),完善評估機(jī)制和建立合理的義務(wù)教育校際資源配置機(jī)制。
[Abstract]:At present, the balanced development of compulsory education has been written into the documents of the Party, the national laws and administrative regulations, the timetable, the road map and the task book, which have become a basic policy for the development of education in China. How to promote the balanced development of compulsory education is an important subject for educational researchers. The level of compulsory education in Jilin Province is in the middle and lower level in the whole country, the reason is that the economic development of Jilin Province is relatively backward, and the allocation of compulsory education resources has not yet formed a complete set. In addition, Jilin Province as a large agricultural province, the proportion of rural residents in villages and towns, compulsory education age children are mostly concentrated in rural areas and towns, which has brought some difficulties to the allocation of compulsory education resources in Jilin Province. According to the actual situation of Jilin Province, it is the most important problem that Jilin Province compulsory education is faced with how to formulate a reasonable resource allocation scheme suitable for the overall compulsory education environment of Jilin Province. Therefore, the significance of this study is mainly based on the current situation of the allocation of compulsory education resources in Jilin Province, fully understand the status and role of compulsory education in the economic and social development of Jilin Province, and take the equity of education as the value goal. This paper analyzes the present situation and problems of educational resources allocation in Jilin Province, and begins with the system and policy to ensure the balanced allocation of compulsory education resources in order to realize the harmonious development of the society. This article uses the investigation literature to obtain the data, and consults the state authority statistical data, writes the general frame as follows: first, proposed the compulsory education resources reasonable allocation is the education fair fundamental request. This paper summarizes the theory of the allocation of compulsory education resources, analyzes the importance of rational allocation of compulsory education resources, and explains the historical inevitability of government responsibility in the allocation of compulsory education resources. Then the government responsibility in the allocation of compulsory education resources is analyzed, and the government responsibility in the allocation of compulsory education resources is re-examined. While objectively evaluating the present situation of compulsory education resource allocation in Jilin Province, this paper sums up the problems existing in the allocation of compulsory education resources in Jilin Province, and deeply analyzes its causes. Finally, to improve Jilin Province compulsory education resources allocation countermeasures and suggestions. It is proposed to promote the balance of regional compulsory education distribution, to establish the mechanism of urban compulsory education feeding to rural areas, to strengthen educational supervision, to perfect the evaluation mechanism and to establish a reasonable allocation mechanism of compulsory education inter-school resources.
