【摘要】：學區(qū)化辦學是促進基礎教育均衡發(fā)展的重要舉措,其可行性在于:可促進教育公平的政策導向,均衡、聯(lián)盟和治理理論的支撐,資源高效利用的經(jīng)濟性,小范圍管理的便利性,縱向銜接和橫向互補的教育內(nèi)在要求,等等。學區(qū)化辦學的障礙在于優(yōu)質資源調動困難,學區(qū)內(nèi)部結構松散,校際文化沖突,等等。改進學區(qū)運行的建議包括完善學區(qū)規(guī)章制度,尊重各校意愿合理組建學區(qū),強化學區(qū)內(nèi)部平等和民主,突出學區(qū)品牌形成的集聚效應。
[Abstract]:It is an important measure to promote the balanced development of basic education . The feasibility lies in that it can promote the policy guidance , balance , alliance and governance theory support , the economy of efficient utilization of resources , the convenience of small - range management , the internal demand of vertical cohesion and horizontal complementary education , and so on . The obstacles to improve the running of school districts include perfecting the rules and regulations of the school district , respecting each school ' s will , establishing the school district , strengthening the internal equality and democracy within the strong chemical area , and highlighting the agglomeration effect of the brand formation of the school district .
