【摘要】：作為一個頗具歷史和理論高度的全新論斷,"財政是國家治理的基礎(chǔ)和重要支柱"揭示了中國財政運行新規(guī)律的基本底色。隨著現(xiàn)代財政制度的構(gòu)建,有關(guān)財政的基本概念、基本方法和基本理論面臨著一系列重大挑戰(zhàn),我們正迎來財政基礎(chǔ)理論創(chuàng)新的重要契機。因而,直面中國財政發(fā)展步入新階段的現(xiàn)實,不失時機地推進財政基礎(chǔ)理論創(chuàng)新,為中國財政實踐提供學理性支撐和方法論支持,以此為基礎(chǔ),建立起體現(xiàn)中國特色、中國風格、中國氣派的中國財政學體系,是時代賦予我們的神圣使命。
[Abstract]:As a new theory of history and theory, "Finance is the foundation and important pillar of national governance" reveals the basic background of the new law of China's financial operation. The basic methods and basic theories are facing a series of major challenges, and we are ushered in an important opportunity for the innovation of the basic theory of finance. Therefore, facing the reality that China's financial development has entered a new stage, we should seize the opportunity to promote the innovation of the basic theory of finance. It is the sacred mission given by the times to provide rational support and methodological support for Chinese fiscal practice, and to establish a Chinese fiscal system that embodies Chinese characteristics, Chinese style and Chinese style.
