【摘要】:21世紀,中國經(jīng)濟高速發(fā)展,人民消費水平日益提高,城鎮(zhèn)居民健康保健意識逐漸增強,醫(yī)療服務(wù)市場在這樣的背景下逐漸擴大。自2009年“新醫(yī)改”政策實施以來,中國政府針對醫(yī)療服務(wù)業(yè)相繼出臺了一系列政策條件,逐步擴大資金投入,人民的醫(yī)療保障水平得到了穩(wěn)步提高。深化醫(yī)藥衛(wèi)生體制改革既為現(xiàn)有的醫(yī)療行業(yè)提供了廣大的發(fā)展空間,也為潛在的市場競爭者提供了發(fā)展平臺,全國醫(yī)療服務(wù)市場的格局正在發(fā)生著深刻變化。與此同時,隨著全面深化改革,軍隊體制改革也逐漸拉開序幕,部隊醫(yī)院在“新醫(yī)改”和“軍改”的雙重背景下,如果沒有明確的發(fā)展戰(zhàn)略規(guī)劃,將無法在激烈的醫(yī)療服務(wù)市場競爭中獲取發(fā)展優(yōu)勢。伍景醫(yī)院屬于部隊編制的三級乙等公立醫(yī)院,自從開設(shè)體檢中心業(yè)務(wù)以來,伍景醫(yī)院通過多種途徑創(chuàng)新工作思路,改善工作方法,在長春市區(qū)的知名度和影響力正在逐年提高,在提高伍景醫(yī)院經(jīng)濟效益的同時,也為伍景醫(yī)院贏得了良好的口碑,縮小了與長春市其他健康體檢中心的競爭差距,保持了穩(wěn)步發(fā)展的良好態(tài)勢,成為長春市具有較強競爭能力的健康體檢中心中的一員。本文以伍景醫(yī)院體檢中心業(yè)務(wù)為主要研究對象,以醫(yī)藥衛(wèi)生體制改革為主要背景,以企業(yè)戰(zhàn)略管理理論為指導(dǎo),通過查閱健康體檢行業(yè)方面的學(xué)術(shù)期刊和權(quán)威年鑒等相關(guān)文獻,確保整個論文寫作過程的嚴謹性和科學(xué)性;通過運用圖表對健康體檢行業(yè)的相關(guān)數(shù)據(jù)進行統(tǒng)計歸類,為直觀的闡述問題提供相關(guān)數(shù)據(jù)保障;通過分析體檢中心業(yè)務(wù)的發(fā)展現(xiàn)狀,歸納總結(jié)出體檢中心業(yè)務(wù)正面臨發(fā)展方向不夠明確、營銷宣傳方式單一、服務(wù)質(zhì)量缺乏優(yōu)勢、信息化建設(shè)相對滯后等問題;通過運用PEST分析模型對體檢中心業(yè)務(wù)的宏觀環(huán)境進行了深入分析,明確了體檢中心業(yè)務(wù)發(fā)展面臨的機會與威脅;通過運用波特五力模型對健康體檢的行業(yè)環(huán)境進行了深入分析,明確了體檢中心業(yè)務(wù)當前面臨的行業(yè)競爭壓力;通過對體檢中心業(yè)務(wù)的有形資源、無形資源、人力資源和業(yè)務(wù)能力等內(nèi)部環(huán)境進行深入分析,明確了體檢中心業(yè)務(wù)在發(fā)展過程中存在的優(yōu)勢和劣勢;通過運用SWOT分析法,歸納總結(jié)了體檢中心業(yè)務(wù)當前面臨的外部機會與威脅,內(nèi)部優(yōu)勢與劣勢,并通過建立SWOT戰(zhàn)略矩陣,制定了體檢中心業(yè)務(wù)戰(zhàn)略規(guī)劃的長期目標和短期目標,得出體檢中心應(yīng)該采用以WO戰(zhàn)略為主,同時兼顧其他戰(zhàn)略的扭轉(zhuǎn)型戰(zhàn)略的結(jié)論。最后,本文提出通過特色文化建設(shè)、人才選拔培養(yǎng)、信息技術(shù)支持、顧客關(guān)系管理以及市場營銷推廣等五個管理模式方面的創(chuàng)新與變革來實現(xiàn)發(fā)展戰(zhàn)略的實施,通過強化組織領(lǐng)導(dǎo)、明確責任分工、加強監(jiān)督指導(dǎo)、提高財務(wù)保障、嚴格績效管理等五種措施來保障發(fā)展戰(zhàn)略的實施。

Since the implementation of the "New Health Care Reform" policy in 2009, The Chinese government has introduced a series of policy conditions for the medical service industry one after another, and gradually expanded its capital input. Deepening the reform of the medical and health system has not only provided vast development space for the existing medical industry, but also provided a development platform for potential market competitors. The pattern of the national medical service market is undergoing profound changes. At the same time, with the overall deepening of the reform, the reform of the military system has gradually begun. Under the dual background of "new medical reform" and "military reform", military hospitals, Without a clear strategic plan for development, it will not be possible to gain a development advantage in the fierce market competition for medical services. Wujing Hospital is a third class and second class public hospital in the military establishment.
