老撾地方政府領(lǐng)導(dǎo)干部選拔任用制度改革研究

【摘要】:現(xiàn)今,老撾地方政府的領(lǐng)導(dǎo)干部選拔任用制度的發(fā)展仍不完善,在國內(nèi)國外大環(huán)境中都遇到了新的挑戰(zhàn)。由于老撾目前經(jīng)濟(jì)發(fā)展較為落后,經(jīng)驗(yàn)與能力不足,其需要探索的道路任重而道遠(yuǎn),在人事制度改革方面也需要進(jìn)一步制度化。另外,老撾國際化程度發(fā)展程度較低,獲取經(jīng)驗(yàn)與理論有限,這也會(huì)影響老撾人事制度的改革,阻礙其地方領(lǐng)導(dǎo)干部改革的力度和深度。加強(qiáng)老撾地方領(lǐng)導(dǎo)干部選拔任用制度的研究,有助于提高其國際競(jìng)爭(zhēng)力,鞏固黨管干部原則。文章在總結(jié)各國地方政府領(lǐng)導(dǎo)干部選拔任用的經(jīng)驗(yàn)后,從領(lǐng)導(dǎo)干部任用選拔制度發(fā)展不成熟、提名制度不規(guī)范、缺乏有效的監(jiān)督等方面,探究其存在的不足和有待完善之處,并對(duì)影響其發(fā)展的內(nèi)在原因進(jìn)行探析。針對(duì)存在的問題,從建立健全法律法規(guī)、優(yōu)化干部考察評(píng)價(jià)制度、建立完善的干部退出制度、加強(qiáng)民主監(jiān)督等,提出改善的方案,期待能盡快看到競(jìng)爭(zhēng)性選拔任用領(lǐng)導(dǎo)干部制度的效果。本篇論文首先是介紹本次研究的背景和意義、各國目前關(guān)于地方領(lǐng)導(dǎo)干部選拔任用研究現(xiàn)況、研究的目的與手段、研究的基本想法與構(gòu)思等。然后界定相關(guān)的基本概念,以及所依據(jù)的理論基礎(chǔ),主要包括兩方面的基本理論要求:基于激勵(lì)理論的競(jìng)爭(zhēng)性干部任用選拔制度和基于制度理論的競(jìng)爭(zhēng)性干部任用選拔制度。第三章主要介紹目前老撾地方領(lǐng)導(dǎo)干部任用選拔制度改革的意義、方式、發(fā)展程度、效果,從這幾方面加以探討,以便更加深入地發(fā)現(xiàn)老撾目前領(lǐng)導(dǎo)干部任用選拔制度中存在的問題。然后深入探究目前老撾地方領(lǐng)導(dǎo)干部任用選拔制度中存在的問題,主要包括選拔體制不夠健全、缺乏相關(guān)激勵(lì)機(jī)制、缺乏監(jiān)督機(jī)制等,并分析形成這些弊端的成因。第五章分析中國領(lǐng)導(dǎo)選拔制度的背景、內(nèi)容、成效以及經(jīng)驗(yàn)等,并通過對(duì)兩國領(lǐng)導(dǎo)干部任用選拔制度的對(duì)比,發(fā)現(xiàn)其中值得借鑒的地方和對(duì)老撾領(lǐng)導(dǎo)干部選拔制度有啟示之處。最后通過研究老撾領(lǐng)導(dǎo)干部選拔任用的總目標(biāo)與原則,對(duì)老撾以后的任用改革提出進(jìn)一步設(shè)想與展望,主要包括建立健全法律制度、監(jiān)督機(jī)制、測(cè)評(píng)制度、退出制度等。
[Abstract]:At present, the development of the leading cadres selection and appointment system of the local government in Laos is still not perfect, and it has met new challenges in the domestic and foreign environment. Because of the relatively backward economic development in Laos at present, the experience and ability are insufficient. It needs to explore the road and long way to go, in the personnel system reform also need to be further institutionalized. In addition, Laos has a low degree of internationalization development, limited access to experience and theory. This will also affect the reform of the Lao personnel system and hinder the strength and depth of the reform of local leading cadres. Strengthening the study of the selection and appointment system of local leading cadres in Laos will help to improve its international competitiveness. After summarizing the experience of the selection and appointment of leading cadres in local governments of various countries, the article discusses the following aspects: the selection and selection system of leading cadres is not mature, the nomination system is not standardized, and there is a lack of effective supervision. To explore its shortcomings and needs to be improved, and to explore the internal reasons affecting its development. In view of the existing problems, from the establishment of sound laws and regulations, optimize the cadre inspection and evaluation system. We should set up a perfect cadre withdrawal system, strengthen democratic supervision, and put forward plans for improvement. This paper first introduces the background and significance of this study, the current situation of research on the selection and appointment of local leading cadres in various countries. The purpose and means of the research, the basic ideas and ideas of the research, etc., and then define the relevant basic concepts and the theoretical basis on which they are based. It mainly includes two basic theoretical requirements:. The third chapter mainly introduces the significance of the reform of local leadership cadre appointment selection system in Laos. This paper puts forward further ideas and prospects for the future reform of appointment in Laos, including the establishment and improvement of legal system, supervision mechanism, evaluation system, withdrawal system and so on.
