【摘要】：加蓬是中非一個(gè)小型發(fā)展中國(guó)家,歷史上曾經(jīng)是法國(guó)的殖民地。本文主要分析中國(guó)對(duì)加蓬的公共外交政策,中國(guó)對(duì)加蓬推廣公共外交政策的方式、存在的問(wèn)題并提出可能幫助解決或者改善這種狀況的一些建議。本文分析了中-加的合作歷程(自從1974年加蓬中斷與臺(tái)灣的外交聯(lián)系以來(lái))、加蓬目前在政治和經(jīng)濟(jì)方面的狀況和加蓬與其前殖民國(guó)法國(guó)的關(guān)系。加蓬歷史上曾經(jīng)是法國(guó)的殖民地,直到1960年才獲得獨(dú)立。加蓬擁有豐富的資源,并與法國(guó)簽署了一些協(xié)議。法國(guó)對(duì)加蓬仍然具有重要影響,在加蓬具有巨大的利益。一些法國(guó)公司主導(dǎo)了加蓬的經(jīng)濟(jì)。公共外交是國(guó)家權(quán)力非常重要的組成部分,它不僅指導(dǎo)著話語(yǔ)也指導(dǎo)著公眾的行動(dòng)。公共外交能在國(guó)家的活動(dòng)范圍之外進(jìn)行擴(kuò)展,它可以動(dòng)員個(gè)人力量,并通過(guò)社會(huì)和文化增強(qiáng)其影響。中-加關(guān)系建立在經(jīng)濟(jì)和政治聯(lián)系基礎(chǔ)上,中國(guó)對(duì)加蓬的公共外交已經(jīng)取得了許多成績(jī),中-加友好關(guān)系可以從多方面得到證明�；�礎(chǔ)設(shè)施建設(shè)方面,中國(guó)參與了加蓬道路、橋梁等方面的建設(shè);在醫(yī)療健康方面,中加醫(yī)院建立,同時(shí),中國(guó)政府派遣400多名醫(yī)生;在教育方面,中國(guó)政府獎(jiǎng)學(xué)金每年都資助加蓬學(xué)生。實(shí)際上,中國(guó)是加蓬經(jīng)濟(jì)發(fā)展項(xiàng)目的有力推動(dòng)者。中國(guó)和加蓬兩國(guó)都面臨著發(fā)展經(jīng)濟(jì)和提高生活水平的挑戰(zhàn)。雙邊關(guān)系的快速發(fā)展為雙邊合作開(kāi)闊了道路,而這包含著兩國(guó)極大的決心。合作符合兩國(guó)的根本利益,也得到了兩國(guó)人民的積極支持。雖然加蓬和中國(guó)的政治體制不同,但是自從兩國(guó)建立外交關(guān)系以來(lái),中國(guó)和加蓬都從雙邊合作中獲益。中國(guó)的政治體制主導(dǎo)著其對(duì)加蓬的公共外交,這對(duì)加蓬的政治結(jié)構(gòu)也有所影響。實(shí)際上,中國(guó)的政治文化認(rèn)同決定了其公共外交政策。在兩國(guó)關(guān)系中,政治和文化秩序的差異并不會(huì)成為一個(gè)不利條件,因?yàn)閮蓢?guó)政府都具有發(fā)展的眼光,這決定了兩國(guó)的共同發(fā)展和兩國(guó)人民的友好來(lái)往。通過(guò)調(diào)查可以發(fā)現(xiàn),中國(guó)的公共外交政策在加蓬的實(shí)施過(guò)程中面臨著很多挑戰(zhàn),因此,為了進(jìn)行有效的合作,兩國(guó)需要進(jìn)行真誠(chéng)的磋商來(lái)解決這些問(wèn)題,從而使得中國(guó)的公共外交能夠運(yùn)用到中-加伙伴關(guān)系中。此外,許多加蓬人并不了解中國(guó)在加蓬的活動(dòng)。這也就意味著他們想知道中加合作現(xiàn)狀以及兩國(guó)的獲益情況。他們之中有很多人受到了中國(guó)在非洲的負(fù)面新聞的影響,這也產(chǎn)生了消極影響,這加重了加蓬民眾對(duì)中國(guó)公共外交的誤解。中加兩國(guó)在政府層面的互動(dòng)是非�；钴S的,但是,加蓬民眾缺乏對(duì)中國(guó)的了解。盡管中加兩國(guó)之間具有深厚友誼,但是,中國(guó)對(duì)加蓬的公共外交要努力適應(yīng)法國(guó)對(duì)加蓬的重要影響。加蓬在財(cái)政計(jì)劃方面依賴于法國(guó),因?yàn)槠浒l(fā)行的貨幣需要法國(guó)的保障。因此,在經(jīng)濟(jì)發(fā)展項(xiàng)目上,加蓬并沒(méi)有獲得真正的獨(dú)立。因此,就引出了題目中的問(wèn)題,即“中國(guó)對(duì)加蓬的公共外交存在著什么問(wèn)題?”根據(jù)這個(gè)問(wèn)題就引出了第二個(gè)問(wèn)題,“怎樣促進(jìn)中國(guó)對(duì)加蓬的公共外交?”筆者對(duì)這些問(wèn)題的主要觀點(diǎn)是,中國(guó)對(duì)加蓬的公共外交刺激了加蓬經(jīng)濟(jì)的發(fā)展,教育、基礎(chǔ)設(shè)施、健康等方面也都得到了大幅提升。然而,也存在著一些缺陷:有限的文化輸出、語(yǔ)言障礙、政治性的方法、法國(guó)對(duì)加蓬的重要影響、媒體和新聞出版社的影響。因此,為了解決這些問(wèn)題,筆者提出了一些建議:包容經(jīng)濟(jì)伙伴的消極影響,更好地推廣中國(guó)的文化并關(guān)注可以在加蓬提升中國(guó)形象的其他方面。本文分為五章:第一章對(duì)公共外交和中國(guó)公共外交的簡(jiǎn)要介紹。這章主要介紹了研究背景、研究的問(wèn)題和主要觀點(diǎn)、研究的意義、文獻(xiàn)綜述、研究方法和論文結(jié)構(gòu)等基本方面。第二章主要研究了中國(guó)在加蓬推廣其公共外交的不同方式。在這章中可以清楚地看到公共外交在中國(guó)外交政策中的角色。第三章主要調(diào)查了中國(guó)公共外交面臨的問(wèn)題,并通過(guò)調(diào)查加蓬民眾對(duì)中國(guó)公共外交的看法來(lái)評(píng)估中國(guó)在加蓬進(jìn)行的公共外交的效果。第四章為中國(guó)在加蓬推廣其公共外交提出了一些建議。第五章對(duì)論文進(jìn)行了總結(jié),闡述了研究發(fā)現(xiàn),并陳述了筆者的個(gè)人觀點(diǎn)。
[Abstract]:Gabon is in a small developing countries, history is a former French colony. This article mainly analyzes the Chinese public diplomacy of Gabon, China promotion of public diplomacy of Gabon, the existing problems and put forward some suggestions may help solve or improve this situation. This paper analyzes the cooperation process in addition the (since 1974 in Taiwan and Gabon interrupt diplomatic ties since), Gabon is currently in the political and economic situation and the former colonial France and Gabon. Therefore, it leads to problems in the topic, namely "Chinese public diplomacy to Gabon exist what problem?" according to this question leads us to the second question, "how to promote the Chinese public diplomacy to Gabon?" the main ideas of these problems is that China public diplomacy to Gabon has stimulated the development of Gabon economic infrastructure, education, health and other aspects have been significantly improved.
