【摘要】:城市公共交通作為城市發(fā)展的重要基礎(chǔ)設(shè)施之一,關(guān)系著人民群眾的生活乃至國家的經(jīng)濟(jì)發(fā)展。目前,城市公共交通問題已經(jīng)成為全世界各個城市共同關(guān)注的問題,國內(nèi)外各大城市基本上都存在著公交道路擁擠、基礎(chǔ)設(shè)施落后、公交事件頻發(fā)等諸多問題,不僅直接加大了人民的出行成本,而且還會過度消耗能源,造成環(huán)境污染。因此,優(yōu)先發(fā)展城市公共交通成為各大城市可持續(xù)發(fā)展的重大命題,關(guān)系著城市經(jīng)濟(jì)、社會和環(huán)境的協(xié)調(diào)。哈爾濱市作為黑龍江省會城市,人口數(shù)量眾多,面臨人口密度大、資源短缺、環(huán)境惡化、城市交通擁擠等諸多壓力,解決哈爾濱市的公共交通問題已經(jīng)成為哈爾濱市相關(guān)部門的重要工作之一。優(yōu)先發(fā)展城市公共交通成為解決哈爾濱市公共交通問題的重要途徑。通過對哈爾濱市城市公共交通公共政策的設(shè)計來深入發(fā)掘公共政策對哈爾濱市公共交通發(fā)展的理論意義與價值。同時可以減少因哈爾濱市交通擁堵所引發(fā)的社會問題,對城市公共交通發(fā)展具有一定的指導(dǎo)意義和參考價值。 利用文獻(xiàn)分析、比較分析、實(shí)證分析等研究方法,以政府管制及外部性理論、政府公共服務(wù)理論、城市可持續(xù)發(fā)展理論等為依據(jù),在闡述相關(guān)概念及重要意義的基礎(chǔ)上首先分析了哈爾濱市公共交通政策現(xiàn)狀及問題,通過分析得出哈爾濱市公共交通政策存在政府對公交優(yōu)先發(fā)展的貫徹和執(zhí)行不足、公交市場準(zhǔn)入和退出政策不完善、對城市公交的營運(yùn)管理政策不規(guī)范、對城市公交行車安全政策不到位、公交場站設(shè)施建設(shè)和管理不完善等諸多問題,并分析了問題產(chǎn)生的原因;然后闡述了紐約市公共交通智能化的政策管理經(jīng)驗、東京市發(fā)達(dá)的城市公共交通網(wǎng)政策經(jīng)驗、庫里蒂巴市大力發(fā)展BRT快速公交網(wǎng)絡(luò)政策經(jīng)驗,香港軌道交通與地面公交并重的政策經(jīng)驗、北京市公交公益性事業(yè)及服務(wù)定位的政策經(jīng)驗、上海市發(fā)展公交綜合治理模式的政策經(jīng)驗,并得出制訂以公共交通為導(dǎo)向的發(fā)展戰(zhàn)略、建立健全公交管理體制及法規(guī)體系、建立交通需求管理及評價制度、充分發(fā)揮政府在城市公交發(fā)展中的職責(zé)作用、不斷提高城市公交服務(wù)的水平等啟示;最后針對以上問題,借鑒國內(nèi)外成功經(jīng)驗,提出了哈爾濱市優(yōu)先發(fā)展城市公共交通的政策重點(diǎn)和建議。政策重點(diǎn)包括編制完善的城市公共交通發(fā)展規(guī)劃、優(yōu)化公交運(yùn)營結(jié)構(gòu)和公交線網(wǎng)布局、加快公交基礎(chǔ)設(shè)施建設(shè)、推進(jìn)公交科技發(fā)展和節(jié)能減排、提高公交運(yùn)營質(zhì)量和服務(wù)水平等;政策建議包括加快對公交優(yōu)先發(fā)展政策的貫徹和執(zhí)行、建立科學(xué)合理的公交市場準(zhǔn)入和退出政策、規(guī)范城市公交的營運(yùn)管理政策、加強(qiáng)公交車營運(yùn)安全管理政策、加快場站設(shè)施建設(shè)并規(guī)范場站管理等。
[Abstract]:City public traffic is one of the important infrastructure of city development, relations with the people's life and the development of the national economy. At present, the city public traffic problem has become the common concern of city problem all over the world, the major domestic and foreign city basically there are bus congestion, poor infrastructure, many problems of public incidents so, not only directly increase people's travel costs, but also the excessive consumption of energy and environmental pollution. Therefore, giving priority to the development of city public transport has become a major proposition of each big city sustainable development, the relationship between city economic, social and environmental harmony. Harbin is the capital city of Heilongjiang Province, a large number of population, with high population density, the shortage of resources, deterioration of the environment, city traffic congestion and other pressure, solve Harbin city public traffic problem has become Harbin One of the most important work of the relevant departments of the city. Prior to the development of city public transportation has become an important way to solve the problem of public traffic in Harbin city. Through the design of urban public traffic of Harbin city public policy to explore the public policy on the development of public traffic in Harbin City the theoretical meaning and value. At the same time can reduce the social problems caused by traffic congestion in Harbin and has a certain guiding significance and reference value on the development of city public transport.
The use of literature, comparative analysis, empirical analysis and other research methods, the government regulation and the externality theory, public service theory, on the basis of city sustainable development theory, based on expounding the concepts and significance of the first analysis of the Harbin city public traffic situation and policy issues, through the analysis of Harbin City public transportation policy implementation and enforcement of the government to give priority to the development of public transport, bus market entry and exit policy is not perfect, the city bus operation management policy is not standardized, not in place of the city public traffic safety policy, many problems in the construction and management of the bus station facilities is not perfect, and analyzes the causes of the problem; and then describes the New York City Public Transport Intelligent policy management experience, Tokyo city developed city public transportation network policy experience, large capacity of Curitiba city BRT Rapid transit network policy experience, both Hongkong rail transit and ground transportation policy experience, Beijing city public welfare undertakings and service orientation policy experience, comprehensive management mode of public transportation development of Shanghai City, policy experience, and come to formulate development strategy guided by the public traffic, establish and improve the public transport management system and regulation system, establish the traffic demand management and evaluation system, give full play to the role of the government responsibility in the city bus development, and constantly improve the city bus service level of enlightenment; finally in view of the above problems, learn from the successful experience abroad, put forward the policy suggestions and focus on giving priority to the development of city public traffic in Harbin city. The key policy including the preparation of city public transportation development planning the operation optimization of bus structure and bus line network layout, accelerate the transportation infrastructure construction, promote the development of science and technology and bus Energy saving and emission reduction, improve bus operation quality and service level; policy suggestions include speeding up the development of bus priority to implement and enforce policies, establish scientific and reasonable public market access and exit policy, standard of city bus operation management policy, to strengthen the bus operation safety management policy, speeding up the station facilities and standardized management station.
