【摘要】：新型城鎮(zhèn)化是指人的城鎮(zhèn)化，是由偏重數(shù)量的增加向質(zhì)量的提升轉(zhuǎn)變的城鎮(zhèn)化，是更少消耗資源的城鎮(zhèn)化。新型城鎮(zhèn)化的加快實(shí)施，有助于進(jìn)一步優(yōu)化區(qū)域內(nèi)空間和產(chǎn)業(yè)布局，有助于進(jìn)一步調(diào)整優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)，有助于進(jìn)一步激發(fā)內(nèi)需活力，有助于進(jìn)一步破解城鄉(xiāng)二元結(jié)構(gòu)，有助于進(jìn)一步實(shí)現(xiàn)城鄉(xiāng)一體化，推動經(jīng)濟(jì)社會健康可持續(xù)發(fā)展。 全文共分為六個部分：第一部分，交待城鎮(zhèn)化問題提出的背景，簡單介紹了目前國內(nèi)外對此課題的研究情況，分析了新型城鎮(zhèn)化的必要性和現(xiàn)實(shí)意義以及新型城鎮(zhèn)化不同于一般城鎮(zhèn)化的特點(diǎn)，并提出了本文的研究思路和方法。第二部分，簡要介紹我國城鎮(zhèn)化發(fā)展的幾個階段以及寧河縣基本情況、寧河縣城鎮(zhèn)化發(fā)展成果。第三部分，具體分析目前寧河縣城鎮(zhèn)化發(fā)展中存在的城鎮(zhèn)化整體水平低，區(qū)域內(nèi)各鄉(xiāng)鎮(zhèn)發(fā)展不均衡，工業(yè)化、信息化、農(nóng)業(yè)現(xiàn)代化水平不高，資金、土地制約明顯等問題，提出要把握住國家大力推進(jìn)城鎮(zhèn)化、全市加快推進(jìn)美麗天津建設(shè)和充分利用濱海新區(qū)開發(fā)開放的歷史機(jī)遇，借勢助推寧河新型城鎮(zhèn)化發(fā)展。第四部分，借鑒城鎮(zhèn)化發(fā)展的成功案例，重點(diǎn)分析了天津市華明鎮(zhèn)和上海市浦東新區(qū)的先進(jìn)經(jīng)驗(yàn)和有效做法。第五部分，，設(shè)計寧河縣新型城鎮(zhèn)化發(fā)展的未來路徑，通過堅(jiān)持規(guī)劃引領(lǐng)、優(yōu)化產(chǎn)業(yè)布局，加快城鄉(xiāng)統(tǒng)籌、推進(jìn)城鄉(xiāng)一體化，建立健全機(jī)制、保障城鎮(zhèn)化有序推進(jìn)，提高寧河縣新型城鎮(zhèn)化建設(shè)的水平。第六部分回顧了論文的重點(diǎn)工作，對新型城鎮(zhèn)化的下步發(fā)展進(jìn)行了展望。
[Abstract]:The new type of urbanization refers to the urbanization of human beings, which changes from the increase in quantity to the improvement of quality, and the urbanization that consumes less resources. The accelerated implementation of the new urbanization will help to further optimize the regional space and industrial layout, further readjust and optimize the economic structure, further stimulate the vitality of domestic demand, and further crack the dual structure of urban and rural areas. It is helpful to further realize the integration of urban and rural areas and promote the healthy and sustainable development of economy and society. The full text is divided into six parts: the first part, explain the background of urbanization, briefly introduce the current domestic and foreign research on this subject, This paper analyzes on the necessity and practical significance of new urbanization and its characteristics different from that of ordinary urbanization, and puts forward the research ideas and methods of this paper. The second part, briefly introduces several stages of urbanization development in China, the basic situation of Ninghe County, and the achievements of urbanization development in Ninghe County. The third part concretely analyzes the problems existing in the development of urbanization in Ninghe County, such as low overall level of urbanization, unbalanced development of villages and towns in the region, industrialization, informationization, low level of agricultural modernization, obvious restriction of capital and land, etc. It is necessary to grasp the historical opportunity of the state to promote urbanization, accelerate the construction of beautiful Tianjin and make full use of the development and opening of Binhai New area, and seize the opportunity to promote the development of new urbanization in the Ninghe River. The fourth part analyzes the advanced experiences and effective practices of Huaming Town of Tianjin and Pudong New District of Shanghai based on the successful cases of urbanization. The fifth part, designs the future path of the new urbanization development in Ninghe County, by adhering to the planning guidance, optimizing the industrial layout, speeding up the urban and rural integration, promoting the integration of urban and rural areas, establishing and improving the mechanism to ensure the orderly advancement of urbanization. We will raise the level of new urbanization in Ninghe County. The sixth part reviews the key work of the thesis, and looks forward to the next development of new urbanization.
