【摘要】：欠發(fā)達地區(qū)由于經(jīng)濟發(fā)展落后及本地人口居多等原因,在農(nóng)業(yè)轉(zhuǎn)移人口市民化過程中有著不同于發(fā)達地區(qū)的基本特征,存在著轉(zhuǎn)移成本低、社會融入快、制度阻礙小的有利因素和就業(yè)崗位稀少、支付能力不足、素質(zhì)能力偏低、財政能力軟弱的不利條件。推進欠發(fā)達地區(qū)農(nóng)業(yè)轉(zhuǎn)移人口市民化,不能走發(fā)達地區(qū)的路子,必須根據(jù)其利弊因素,走就近市民化的道路,同時依靠盤活農(nóng)村土地價值和加強技能培訓提高其支付能力和素質(zhì)能力,化解欠發(fā)達地區(qū)農(nóng)業(yè)轉(zhuǎn)移人口市民化困局。
[Abstract]:Due to the backward economic development and the majority of the local population, the underdeveloped areas have the basic characteristics different from the developed regions in the process of the urbanization of the agricultural transfer population, and there are low transfer costs and rapid social integration. The system hinders the small favorable factors and the unfavorable conditions such as the scarcity of jobs, the insufficiency of the ability to pay, the low quality of the ability and the weakness of the financial ability. In order to promote the urbanization of agricultural transfer population in less developed areas, we should not follow the road of developed areas, we must take the road of nearby urbanization according to its advantages and disadvantages. At the same time, it depends on activating the value of rural land and strengthening skill training to improve its ability to pay and improve its ability of quality, so as to resolve the difficulty of popularizing the population of agricultural transfer in less developed areas.
