【摘要】：隨著我國經(jīng)濟高速發(fā)展,能源和環(huán)境的壓力不斷增加,節(jié)能降耗成為熱點。歐盟等發(fā)達國家率先制定節(jié)能政策,在電器、汽車和建筑行業(yè)實施能效標識制度。由于建筑節(jié)能涉及面寬,節(jié)能空間和潛力大,因而受到全世界的極大關(guān)注。歐盟建筑節(jié)能證書制度,不僅使其建筑物節(jié)能降耗,排放減少,還對建筑市場乃至整個社會影響頗大。研究歐盟有關(guān)政策和制度,對中國完成《"十二五"建筑節(jié)能專項規(guī)劃》提出的目標任務,構(gòu)建建筑能效標識制度有十分重要的借鑒意義。
[Abstract]:With the rapid development of economy in China, the pressure of energy and environment is increasing.Developed countries such as the European Union have taken the lead in formulating energy efficiency policies and implementing energy efficiency labelling systems in the electrical, automotive and construction industries.Building energy conservation involves a wide range, energy-saving space and potential, so it has received great attention around the world.The construction energy saving certificate system in EU not only reduces the building energy consumption and emissions, but also has a great impact on the construction market and the society as a whole.It is of great significance for China to complete the target task put forward in the 12th Five-Year Plan of Building Energy Saving and to construct the labeling system of building energy efficiency by studying the relevant policies and systems of the European Union.
