【摘要】：食品安全與我們的生活息息相關(guān),食品安全事件頻發(fā),往往會(huì)把我們的焦點(diǎn)集中到食品安全監(jiān)管上來(lái),然而在食品安全監(jiān)管中地方政府執(zhí)行力對(duì)其影響重大,目前地方政府執(zhí)行力的問(wèn)題的研究雖然取得了一定的成果,但是在食品安全監(jiān)管中地方政府執(zhí)行力的問(wèn)題研究還存在著空白,如何改善食品安全監(jiān)管中地方政府執(zhí)行力不足的問(wèn)題仍然是一個(gè)需要深入探討的課題。 本文從政策執(zhí)行的視角,結(jié)合相關(guān)的管理學(xué)、行政法學(xué)的相關(guān)學(xué)科的基本理論,闡述了食品安全監(jiān)管、地方政府執(zhí)行力等相關(guān)的概念,論述了地方政府執(zhí)行力對(duì)食品安全監(jiān)管的影響,探討了食品安全監(jiān)管中地方政府執(zhí)行力存在的問(wèn)題,在分析問(wèn)題的基礎(chǔ)上一步步揭示出了問(wèn)題產(chǎn)生的原因,最后提出了解決問(wèn)題的對(duì)策。 全文共分為四個(gè)部分：導(dǎo)論為本文的第一部分包括選題緣由和研究意義、研究的現(xiàn)狀述評(píng)、研究方法與主要內(nèi)容、本文的特點(diǎn)與創(chuàng)新點(diǎn)。第二部分主要是對(duì)食品安全監(jiān)管中地方政府執(zhí)行力的問(wèn)題做出相關(guān)概念的概述。首先,論述了食品安全監(jiān)管和地方政府執(zhí)行力的基本概念,提出了地方政府執(zhí)行力的表現(xiàn)形式,在執(zhí)行活動(dòng)的不同階段分別表現(xiàn)為領(lǐng)會(huì)力、預(yù)測(cè)力、計(jì)劃力、服從力、組織力、創(chuàng)新力、評(píng)估力、問(wèn)責(zé)力和調(diào)整力。然后主要闡述提升地方政府執(zhí)行力對(duì)于強(qiáng)化食品安全監(jiān)管的意義。第三部分主要是闡述我國(guó)食品安全監(jiān)管中地方政府執(zhí)行力不足的表現(xiàn),它的表現(xiàn)分別為：機(jī)械執(zhí)行、選擇執(zhí)行、逃避執(zhí)行、代替執(zhí)行、被動(dòng)執(zhí)行,通過(guò)這些不足的表現(xiàn)深挖出產(chǎn)生其中的原因,分別從執(zhí)行各方的利益博弈、執(zhí)行主體的素質(zhì)缺失、執(zhí)行環(huán)境的制約和限制、執(zhí)行對(duì)象的抗拒不從、執(zhí)行資源的匱乏這五個(gè)方面來(lái)分析。第四部分,主要是針對(duì)原因提出提升食品安全監(jiān)管中地方政府執(zhí)行力的途徑。分別是在地方政府的執(zhí)行過(guò)程中把政策執(zhí)行原則貫穿始終；改善中央和地方、各部門間的關(guān)系；加強(qiáng)執(zhí)行主體的建設(shè)；改善執(zhí)行環(huán)境；優(yōu)化執(zhí)行手段、增強(qiáng)食品企業(yè)責(zé)任意識(shí)；加強(qiáng)自我監(jiān)管；完善執(zhí)行機(jī)制。在最后的結(jié)語(yǔ)中對(duì)本文的公共政策執(zhí)行視角下的食品安全監(jiān)管中地方政府執(zhí)行力的問(wèn)題研究的觀點(diǎn)進(jìn)行進(jìn)一步的提煉和總結(jié)。
[Abstract]:Food safety is closely related to our daily life. With the frequent occurrence of food safety incidents, we tend to focus on food safety supervision. However, in food safety supervision, the executive power of local governments has a great impact on it.Although some achievements have been made in the study of the executive power of local governments, there is still a gap in the study of the executive power of local governments in food safety supervision.The problem of how to improve the executive power of local governments in food safety supervision is still a topic to be deeply discussed.From the perspective of policy implementation, combined with the basic theories of relevant disciplines of management and administrative law, this paper expounds the related concepts of food safety supervision, local government executive power, and so on.This paper discusses the influence of the executive power of the local government on the supervision of food safety, probes into the problems existing in the executive power of the local government in the supervision of food safety, and reveals the causes of the problems step by step on the basis of the analysis of the problems.Finally, the countermeasures to solve the problem are put forward.This paper is divided into four parts: the first part of the introduction includes the reason and significance of the topic, the current situation of the research, the research methods and main contents, the characteristics and innovation of this paper.The second part is mainly to the food safety supervision in the local government executive power to make the related concept outline.First of all, the basic concepts of food safety supervision and local government executive power are discussed, and the expression forms of local government executive power are put forward. In the different stages of execution activities, they are respectively shown as comprehension, prediction, planning, serviceability, organization, etc.Innovation, Evaluation, Accountability and Adjustment.Then it mainly expounds the significance of enhancing the executive power of local government to strengthen food safety supervision.The third part mainly expounds the performance of the insufficient executive power of the local government in the food safety supervision in our country. Its performance is: mechanical execution, selective execution, escape execution, instead of execution, passive execution.Through the performance of these deficiencies to dig out the causes, respectively, from the implementation of the interests of all parties to the game, the quality of the executive lack of the implementation of the environment constraints and restrictions, the object of the implementation of resistance,Implementation of the lack of resources to analyze the five aspects.In the fourth part, the author puts forward the ways to improve the executive power of local government in food safety supervision.In the process of implementation of local government, the principles of policy implementation should be carried out throughout; the relationship between central and local governments should be improved; the construction of executive body should be strengthened; the environment of execution should be improved; the means of implementation should be optimized; and the sense of responsibility of food enterprises should be enhanced.Strengthen self-supervision and improve the implementation mechanism.In the final conclusion, the author further refines and summarizes the viewpoints of the research on the executive power of the local government in the food safety supervision from the perspective of public policy implementation.
