【摘要】：隨著國家中部崛起戰(zhàn)略的實(shí)施、全國“兩型”社會(huì)綜合配套改革試驗(yàn)區(qū)的建立，長株潭城市群的發(fā)展上升到國家戰(zhàn)略層面，長株潭城市群進(jìn)入一個(gè)新的發(fā)展階段。需要緊緊抓住這一次重大的歷史機(jī)遇，在多年一體化建設(shè)的良好基礎(chǔ)上，按照科學(xué)發(fā)展觀的要求，優(yōu)化長株潭城市群的空間結(jié)構(gòu)與產(chǎn)業(yè)布局。在城市群空間結(jié)構(gòu)的演化過程中，產(chǎn)業(yè)結(jié)構(gòu)調(diào)整及產(chǎn)業(yè)空間布局始終是城市群空間結(jié)構(gòu)優(yōu)化的重要?jiǎng)恿χ�一。城市群空間結(jié)構(gòu)的優(yōu)化重點(diǎn)是依據(jù)其經(jīng)濟(jì)發(fā)展水平、技術(shù)、人口、資源和環(huán)境等要素，堅(jiān)持走可持續(xù)發(fā)展道路，順應(yīng)社會(huì)發(fā)展規(guī)律，合理配置區(qū)域內(nèi)各項(xiàng)資源。在經(jīng)濟(jì)轉(zhuǎn)型時(shí)期，如何合理優(yōu)化長株潭城市群空間結(jié)構(gòu)與產(chǎn)業(yè)布局已成為長株潭城市群可持續(xù)發(fā)展的關(guān)鍵點(diǎn)，本文從人口、資源、經(jīng)濟(jì)發(fā)展水平角度，研究長株潭城市群空間結(jié)構(gòu)與產(chǎn)業(yè)布局的現(xiàn)狀、存在問題及其耦合關(guān)系，提出長株潭城市群空間結(jié)構(gòu)與產(chǎn)業(yè)布局優(yōu)化的對策。 本文對長株潭城市群空間結(jié)構(gòu)的演化過程展開分析，從城鎮(zhèn)空間分布、經(jīng)濟(jì)空間分布、人口空間分布三個(gè)方面把握長株潭城市群空間結(jié)構(gòu)的發(fā)展現(xiàn)狀，針對長株潭城市群產(chǎn)業(yè)布局的現(xiàn)狀與問題展開討論；構(gòu)建空間結(jié)構(gòu)模型，選取空間結(jié)構(gòu)關(guān)聯(lián)維數(shù)指標(biāo)測度城市群空間結(jié)構(gòu)特征，結(jié)合長株潭城市群的工業(yè)園區(qū)的分布情況來分析城市群空間結(jié)構(gòu)與產(chǎn)業(yè)布局的耦合度，結(jié)果表明分型空間結(jié)構(gòu)是長株潭城市群空間結(jié)構(gòu)的基本特征，，最后提出長株潭城市群空間結(jié)構(gòu)與產(chǎn)業(yè)布局的優(yōu)化對策，在合理的優(yōu)化原則基礎(chǔ)上，提出產(chǎn)業(yè)整合、加強(qiáng)基礎(chǔ)設(shè)施綜合建設(shè)、加強(qiáng)生態(tài)建設(shè)、建立協(xié)調(diào)發(fā)展機(jī)制、重視市場機(jī)制等五個(gè)方面的優(yōu)化建議。
[Abstract]:With the implementation of the strategy of the rise of the central part of the country and the establishment of the pilot area of "two-type" social comprehensive reform, the development of Chang-Zhuzhou-Xiangtan urban agglomeration has risen to the level of national strategy. Changsha-Zhuzhou-Xiangtan urban agglomeration has entered a new stage of development. It is necessary to seize this important historical opportunity, on the basis of many years of integration construction, according to the requirements of the scientific development view. The spatial structure and industrial layout of Changsha-Zhuzhou-Xiangtan urban agglomeration are optimized. The adjustment of industrial structure and the layout of industrial space have always been one of the important driving forces for the optimization of spatial structure of urban agglomeration. The emphasis of optimization of spatial structure of urban agglomeration is based on the factors of economic development level, technology, population, resources and environment, etc. Adhere to the path of sustainable development, conform to the laws of social development, and rationally allocate resources within the region. How to optimize the spatial structure and industrial layout of Changsha-Zhuzhou-Xiangtan urban agglomeration has become the key point of sustainable development of Chang-Zhuzhou-Xiangtan urban agglomeration. This paper studies the present situation of spatial structure and industrial layout of Chang-Zhuzhou-Xiangtan urban agglomeration, and puts forward the countermeasures of optimizing spatial structure and industrial layout of Chang-Zhuzhou-Xiangtan urban agglomeration. This paper analyzes the evolution process of spatial structure of Chang-Zhuzhou-Xiangtan urban agglomeration, and grasps the present situation of spatial structure of Chang-Zhuzhou-Xiangtan urban agglomeration from three aspects: urban spatial distribution, economic spatial distribution and population spatial distribution. This paper discusses the present situation and problems of the industrial layout of Changsha-Zhuzhou-Xiangtan urban agglomeration, constructs the spatial structure model, selects the spatial structure correlation dimension index to measure the spatial structure characteristics of the urban agglomeration. Based on the distribution of industrial parks in Chang-Zhuzhou-Xiangtan urban agglomeration, the paper analyzes the coupling degree between urban agglomeration spatial structure and industrial layout. The results show that the classified spatial structure is the basic feature of the spatial structure of Chang-Zhuzhou-Xiangtan urban agglomeration. Finally, the paper puts forward the optimization countermeasures of the spatial structure and industrial layout of Chang-Zhuzhou-Xiangtan urban agglomeration. On the basis of reasonable optimization principle, the paper puts forward the industrial integration, strengthens the comprehensive construction of infrastructure, strengthens the ecological construction, and establishes the coordinated development mechanism. Attach importance to the market mechanism and other five aspects of optimization proposals.
