天津市科技人力資源競(jìng)爭(zhēng)力評(píng)價(jià)研究

【摘要】:隨著全球化進(jìn)程和世界經(jīng)濟(jì)的不斷發(fā)展,科技人力資源逐漸顯現(xiàn)出其對(duì)于國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展所具有的重大價(jià)值,國(guó)際社會(huì)、特別是國(guó)外學(xué)術(shù)界對(duì)科技人力資源研究的興趣也日益濃厚。明確科技人力資源現(xiàn)狀,進(jìn)而進(jìn)行有效管理和開(kāi)發(fā),是提升國(guó)家和地區(qū)競(jìng)爭(zhēng)力的有效途徑之一。與發(fā)達(dá)國(guó)家相比,我國(guó)科技人力資源相關(guān)研究尚處于起步階段?萍既肆Y源競(jìng)爭(zhēng)力從某種程度上而言決定著經(jīng)濟(jì)發(fā)展競(jìng)爭(zhēng)力的大小。因此,衡量我國(guó)科技人力資源競(jìng)爭(zhēng)力大小具有非常重要的社會(huì)現(xiàn)實(shí)意義。論文共分為六個(gè)部分,首先陳述了研究的背景與意義,確定了研究思路與方法;其次,梳理相關(guān)文獻(xiàn),提煉出關(guān)鍵概念、口徑、范疇,整理國(guó)內(nèi)外相關(guān)研究成果;第三,借助出版年鑒和統(tǒng)計(jì)報(bào)告的數(shù)據(jù),初步掌握我國(guó)科技人力資源現(xiàn)狀及國(guó)際比較;第四,了解天津市科技人力資源現(xiàn)狀概況;第五,根據(jù)整體性、一致性、獨(dú)立性、可比性、實(shí)際性、全面與重點(diǎn)兼顧原則,設(shè)置科技人力資源評(píng)價(jià)指標(biāo),使用鑒別力系數(shù)和相關(guān)系數(shù)法篩選指標(biāo)。第六,通過(guò)對(duì)天津、北京、上海、江蘇、浙江、廣東相關(guān)數(shù)據(jù)統(tǒng)計(jì)分析,確立科技人力資源競(jìng)爭(zhēng)力組成;最后,在前文分析的基礎(chǔ)上發(fā)現(xiàn),在我國(guó)東部沿海經(jīng)濟(jì)相對(duì)發(fā)達(dá)的省市中,天津市科技人力資源現(xiàn)狀處于中等位置,在科技人才投入、科技人才生活環(huán)境、科技人才工作環(huán)境、科技人才科技貢獻(xiàn)、科技人才經(jīng)濟(jì)貢獻(xiàn)、科技人才教育培養(yǎng)六大方面均有提升空間。因此,天津市政府應(yīng)重點(diǎn)關(guān)注人力資源配置的優(yōu)化政策,改革人力資源發(fā)展戰(zhàn)略,加大教育培養(yǎng)的投入與力度、建立相關(guān)激勵(lì)和保障制度。在論文的最后,提出相關(guān)政策建議,并指出本文研究過(guò)程中存在的局限性。
[Abstract]:With the process of globalization and the continuous development of the world economy, the human resources of science and technology have gradually shown their great value to the national economic and social development, the international community, In particular, there is a growing interest in the research of scientific and technological human resources in foreign academic circles. It is one of the effective ways to enhance the competitiveness of countries and regions to make clear the present situation of scientific and technological human resources, and then to develop them effectively. The relative research of science and technology human resources in China is still in its infancy. To some extent, the competitiveness of science and technology human resources determines the competitiveness of economic development. It is of great social significance to measure the competitiveness of our country's scientific and technological human resources. The thesis is divided into six parts. Firstly, it states the background and significance of the research, determines the research ideas and methods; secondly, combs the relevant literature. Abstract out the key concepts, caliber, category, collate the relevant research results at home and abroad; third, with the data of the publication yearbook and statistical report, we can master the present situation and international comparison of our country's science and technology human resources preliminarily; fourth, To understand the present situation of human resources of science and technology in Tianjin. Fifth, to set up the evaluation index of human resources of science and technology according to the principles of integrity, consistency, independence, comparability, practicality, comprehensive consideration and emphasis, Using discriminant coefficient and correlation coefficient method to screen indicators. Sixth, through the statistical analysis of the relevant data of Tianjin, Beijing, Shanghai, Jiangsu, Zhejiang, Guangdong, to establish the composition of the competitiveness of science and technology human resources. On the basis of the previous analysis, it is found that in the provinces and cities with relatively developed economy in the east coast of China, the present situation of scientific and technological human resources in Tianjin is in a medium position, and in the input of scientific and technological talents, the living environment of scientific and technological talents, and the working environment of scientific and technological talents, There is room for improvement in the scientific and technological contributions of scientific and technological talents, the economic contributions of scientific and technological talents and the cultivation of scientific and technological talents. Therefore, the Tianjin Municipal Government should focus on the optimization of human resources allocation and reform the human resources development strategy. At the end of the paper, the author puts forward some policy suggestions and points out the limitations of the research process.
