城鄉(xiāng)統(tǒng)籌視角下江蘇省養(yǎng)老保險(xiǎn)制度研究

【摘要】:由于我國由來已久的城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu),隨著經(jīng)濟(jì)和城鎮(zhèn)化的發(fā)展,城鎮(zhèn)養(yǎng)老保險(xiǎn)制度發(fā)展已趨近全覆蓋并穩(wěn)定運(yùn)行;而新農(nóng)保制度則因?yàn)槠鸩酵?保障水平低等因素造成了養(yǎng)老保險(xiǎn)制度發(fā)展存在著嚴(yán)重的城鄉(xiāng)差距。黨的十八大報(bào)告提出要推動(dòng)城鄉(xiāng)發(fā)展一體化,并在十八屆三中全會(huì)提出“形成以工促農(nóng)、以城帶鄉(xiāng)、工農(nóng)互惠、城鄉(xiāng)一體的新型工業(yè)城鄉(xiāng)關(guān)系”,加快城鄉(xiāng)養(yǎng)老保險(xiǎn)統(tǒng)籌發(fā)展,建立一體化城鄉(xiāng)養(yǎng)老保險(xiǎn)制度不僅是順應(yīng)黨中央一系列思想和政策的要求,同時(shí)也有利于減小城鄉(xiāng)收入差距,促進(jìn)城鄉(xiāng)二元經(jīng)濟(jì)的轉(zhuǎn)化,保證所有公民都機(jī)會(huì)均等地享有社會(huì)養(yǎng)老保障的基本權(quán)利,更有利于從“城鎮(zhèn)居民福利”向“全民福利”的轉(zhuǎn)變。隨著江蘇經(jīng)濟(jì)發(fā)展進(jìn)入就業(yè)結(jié)構(gòu)和城鎮(zhèn)化發(fā)展加速的工業(yè)化中期,江蘇的經(jīng)濟(jì)發(fā)展也從農(nóng)業(yè)反哺工業(yè)向以工促農(nóng)、以城帶鄉(xiāng)等城鄉(xiāng)統(tǒng)籌發(fā)展的戰(zhàn)略階段轉(zhuǎn)變。江蘇省的城市化進(jìn)程中出現(xiàn)的一系列社會(huì)問題以及人口老齡化的加速增長迫使江蘇省需要采取城鄉(xiāng)一體化發(fā)展,而城市化過程中社會(huì)保障問題無疑成為重中之重。2014年1月1日江蘇省宣布將新農(nóng)保和城居保進(jìn)行合并,建立城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度,分析江蘇省的城鄉(xiāng)養(yǎng)老保險(xiǎn)制度,可以得出一些經(jīng)驗(yàn)規(guī)律。同時(shí)江蘇省在統(tǒng)籌方面仍然面臨著養(yǎng)老保險(xiǎn)制度“碎片化”、城鄉(xiāng)差距較大等諸多問題,江蘇省的城鄉(xiāng)養(yǎng)老保險(xiǎn)統(tǒng)籌發(fā)展工作任重而道遠(yuǎn),研究江蘇省城鄉(xiāng)統(tǒng)籌養(yǎng)老保險(xiǎn)制度具有十分重要的現(xiàn)實(shí)意義。 本文主要運(yùn)用文獻(xiàn)研究法先對(duì)目前學(xué)術(shù)界關(guān)于統(tǒng)籌城鄉(xiāng)養(yǎng)老保險(xiǎn)制度形成的相關(guān)研究成果進(jìn)行梳理,并在此基礎(chǔ)上界定研究對(duì)象。繼而在第二章對(duì)江蘇省城鄉(xiāng)養(yǎng)老保險(xiǎn)制度統(tǒng)籌的現(xiàn)狀進(jìn)行了概述,梳理出江蘇省在城鄉(xiāng)統(tǒng)籌發(fā)展中取得的成就,并從內(nèi)外部兩個(gè)方面的因素在第三章對(duì)江蘇省城鄉(xiāng)統(tǒng)籌發(fā)展面臨的挑戰(zhàn)進(jìn)行了分析,第四章通過對(duì)巴西、印度國外養(yǎng)老保險(xiǎn)制度統(tǒng)籌發(fā)展的簡單介紹,對(duì)國內(nèi)成都市現(xiàn)行的政策進(jìn)行簡析,在此基礎(chǔ)上形成了對(duì)江蘇省統(tǒng)籌發(fā)展的一些借鑒意義。在第五章提出了統(tǒng)籌城鄉(xiāng)養(yǎng)老保險(xiǎn)制度應(yīng)當(dāng)遵循的原則,并對(duì)江蘇省城鄉(xiāng)統(tǒng)籌發(fā)展提出了一些政策建議。
[Abstract]:With the development of economy and urbanization, the development of urban old-age insurance system has come close to full coverage and stable operation due to the long-standing dual economic structure of urban and rural areas. However, the new rural insurance system has a serious gap between urban and rural areas because of the late start and low security level. The report of the 18th National Congress of the CPC proposed to promote the integration of urban and rural development, and at the third Plenary session of the 18th CPC Central Committee, it proposed "to form a new type of industrial urban-rural relationship that combines industry with agriculture, urban and rural areas, mutual benefits between workers and peasants, and urban and rural areas," to speed up the overall development of urban and rural old-age insurance. The establishment of an integrated urban-rural old-age insurance system is not only in line with the requirements of a series of ideas and policies of the CPC Central Committee, but also conducive to reducing the urban-rural income gap and promoting the transformation of the urban-rural dual economy. Ensuring that all citizens have equal opportunities to enjoy the basic rights of social security for the aged is more conducive to the transformation from "welfare of urban residents" to "welfare of the whole people". With the development of Jiangsu's economy entering the middle period of industrialization of employment structure and urbanization, the economic development of Jiangsu has also changed from the agricultural feeding industry to the strategic stage of promoting agriculture by industry, taking cities and towns as a whole, and so on. A series of social problems in the process of urbanization in Jiangsu Province and the accelerated growth of the aging population force Jiangsu Province to adopt the urban-rural integration development. On January 1, 2014, Jiangsu Province announced the merger of new rural insurance and urban housing insurance, established the urban and rural residents' pension insurance system, and analyzed the urban and rural old-age insurance system in Jiangsu Province. Some rules of experience can be obtained. At the same time, Jiangsu Province still faces many problems, such as "fragmentation" of the old-age insurance system and the large gap between urban and rural areas. Jiangsu Province has a long way to go in the overall development of urban and rural old-age insurance. It is of great practical significance to study the system of urban and rural endowment insurance in Jiangsu Province. This paper mainly uses the method of literature research to sort out the related research results of the current academic circles on the formation of urban and rural old-age insurance system, and on this basis, define the research object. Then in the second chapter, the author summarizes the status quo of urban and rural old-age insurance system in Jiangsu Province, combing out the achievements of Jiangsu Province in the overall development of urban and rural areas. And from the internal and external factors in the third chapter of Jiangsu Province urban and rural overall development of the challenges faced by the analysis, the fourth chapter through Brazil, India and foreign pension insurance system overall development of a brief introduction. Based on the analysis of the current policies of Chengdu in China, some referential significance for the overall development of Jiangsu Province has been formed. In the fifth chapter, the author puts forward the principles that should be followed in the overall planning of urban and rural old-age insurance system, and puts forward some policy suggestions for the overall development of Jiangsu's urban and rural areas.
