【摘要】：隨著農(nóng)村老齡化以及城鄉(xiāng)二元結(jié)構(gòu)的日益嚴(yán)重,農(nóng)村養(yǎng)老問(wèn)題越來(lái)越受到關(guān)注,新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度是繼取消農(nóng)業(yè)稅、農(nóng)業(yè)直補(bǔ)、新型農(nóng)村合作醫(yī)療之后的將數(shù)億農(nóng)民歸納入社會(huì)保障體系的又一項(xiàng)重大的惠農(nóng)政策。2009年12月黑龍江省開(kāi)始實(shí)施新農(nóng)保制度,依安縣作為黑龍江省首批新農(nóng)保試點(diǎn)單位根據(jù)《國(guó)務(wù)院關(guān)于開(kāi)展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)的指導(dǎo)意見(jiàn)》和《黑龍江省人民政府關(guān)于開(kāi)展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)工作的實(shí)施意見(jiàn)》規(guī)定,結(jié)合依安縣實(shí)際情況,制定了依安縣新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)實(shí)施方案,并在全縣展開(kāi)了新農(nóng)保試點(diǎn)工作。 本文首先介紹了新農(nóng)保制度實(shí)施的背景和國(guó)內(nèi)外對(duì)此的研究綜述和主要成果,闡述了本文的研究意義、目的、方法,以及本文研究的主要內(nèi)容。其次,明確界定了社會(huì)養(yǎng)老保險(xiǎn),農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)和新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的概念及其內(nèi)涵,闡述了本文主要運(yùn)用的理論。在此基礎(chǔ)上,結(jié)合有關(guān)數(shù)據(jù)以及實(shí)地調(diào)查問(wèn)卷結(jié)果對(duì)依安縣新農(nóng)保試點(diǎn)工作現(xiàn)狀做了全面的介紹：依安縣的人口、土地、經(jīng)濟(jì)水平等依安縣新農(nóng)保試點(diǎn)工作的外部環(huán)境,依安縣參保現(xiàn)狀,養(yǎng)老金待遇支付現(xiàn)狀,以及運(yùn)行情況。結(jié)合以上,對(duì)依安縣新農(nóng)保試點(diǎn)工作中的問(wèn)題進(jìn)行客觀深入的分析,主要包括五個(gè)方面問(wèn)題制度覆蓋面和參保問(wèn)題、籌資政策實(shí)施問(wèn)題、基金管理與運(yùn)營(yíng)問(wèn)題、新農(nóng)保經(jīng)辦服務(wù)問(wèn)題、轉(zhuǎn)移續(xù)接問(wèn)題。其中在參保覆蓋面問(wèn)題的分析中,本文運(yùn)用了Logistic回歸分析法對(duì)農(nóng)民參保意愿進(jìn)行分析,進(jìn)而得出影響依安縣農(nóng)民參保意愿的主要因素。同時(shí),本文提出完善依安縣新農(nóng)保的總體思路,明確了其任務(wù)目標(biāo)、基本原則、籌資模式以及養(yǎng)老模式。最后,在完善新農(nóng)保制度的總體思路指導(dǎo)下,根據(jù)依安縣現(xiàn)狀分析,針對(duì)具體問(wèn)題提出了完善依安縣新農(nóng)保制度的可行性建議。
[Abstract]:With the aging of rural areas and the increasingly serious dual structure of urban and rural areas, the problem of rural old-age pension has been paid more and more attention. The new rural social endowment insurance system is to cancel the agricultural tax, agricultural direct supplement, After the new rural cooperative medical system, another major policy of favouring agriculture has been put into effect by bringing hundreds of millions of farmers into the social security system. In December 2009, Heilongjiang Province began to implement the new rural security system. Yi'an County as the first batch of New Rural Insurance pilot Units in Heilongjiang Province according to the State Council's guiding opinions on the pilot of New Rural Social Old-age Insurance and the Heilongjiang Provincial people's Government on developing New Rural Social Endowment Insurance Opinions on the implementation of the pilot work, According to the actual situation of Yi'an County, the pilot scheme of new rural social old-age insurance in Yi'an county has been established, and the pilot work of new rural social pension insurance has been carried out in the whole county. This paper first introduces the background of the implementation of the new rural insurance system and the domestic and foreign research on this review and main results, elaborated the significance of this study, purpose, methods, and the main content of this study. Secondly, the concept and connotation of social old-age insurance, rural social old-age insurance and new rural social old-age insurance are clearly defined, and the main theories used in this paper are expounded. On this basis, combined with relevant data and field survey results, this paper makes a comprehensive introduction to the current situation of the pilot work of New Rural Insurance in Yi'an County: the external environment of the pilot work of New Rural Insurance in Yi'an County, such as population, land, economic level, etc. Yi'an County to participate in the status quo, pension payment status, as well as the operation. In combination with the above, this paper makes an objective and in-depth analysis of the problems in the pilot work of New Rural Insurance in Yi'an County, which mainly include five aspects: system coverage and insurance participation, implementation of fund-raising policy, fund management and operation. The new rural insurance agency service problem, transfer continues the problem. In the analysis of the coverage of insurance, this paper uses Logistic regression analysis method to analyze farmers' willingness to participate in insurance, and then obtains the main factors that affect farmers' willingness to participate in insurance in Yi'an County. At the same time, this paper puts forward the general idea of perfecting the new rural insurance system in Yi'an County, and clarifies its mission objectives, basic principles, financing model and pension model. Finally, under the guidance of the general idea of perfecting the new rural insurance system, according to the analysis of the present situation of Yi'an County, the paper puts forward some feasible suggestions to perfect the new rural insurance system in Yi'an County.
