吉林市“五七家屬工”養(yǎng)老保險政策實施中存在的問題及對策研究

【摘要】:隨著社會的延續(xù)發(fā)展,社會主義市場經(jīng)濟的改制,社會保障制度的趨向完善,“五七家屬工”這一特殊時期產(chǎn)生的特殊勞動群體成了社會保障制度的中“夾心層”。這一群體人口眾多、年齡趨于老年化,解決他們的基本生活保障問題迫在眉睫。政府相關(guān)部門已經(jīng)對“五七家屬工”生活保障問題加以關(guān)注,并將解決“五七家屬工”基本養(yǎng)老保險問題提到日程上來。家屬工集中在大型國有企業(yè)和集體企業(yè),妥善解決好“五七家屬工”參保工作成為關(guān)注民生重要一筆。近年來,各省市已經(jīng)陸續(xù)實施“五七家屬工”參保政策,吉林市作為東北老工業(yè)基地的重要城市之一,在國有企業(yè)改革之前擁有數(shù)百家大型國有企業(yè)和集體企業(yè)。因此吉林市被列為《吉林省“五七家屬工”參加基本養(yǎng)老保險試行辦法》的試點城市!掇k法》的初步實施給“五七家屬工”帶來了利益的同時,在實施過程中,出現(xiàn)覆蓋面小、公平性低等問題。為了讓更多的“五七家屬工”老有所養(yǎng),老有所依,在“五七家屬工”制度實施設(shè)計上應作進一步研究,使得政策更優(yōu)民惠民。最終實現(xiàn)擴大社會保障覆蓋面,保障社會和諧穩(wěn)定、減少社會不滿。本文研究通過吉林市“五七家屬工”參保實施中發(fā)現(xiàn)的問題,對調(diào)查結(jié)果進行分析與思考,從而總結(jié)歸納,作為完善“五七家屬工”養(yǎng)老保險政策改進的意見。將“五七家屬工”養(yǎng)老保險政策設(shè)計、制定、實施的意見建議借鑒于日后會出現(xiàn)為個體單獨提出的養(yǎng)老保險政策。
[Abstract]:With the continuous development of the society, the reform of the socialist market economy and the trend of the improvement of the social security system, the special labor group produced in the special period of the "May 7th Family worker" has become the "sandwich layer" in the social security system. This group has a large population, and age tends to age. It is urgent to solve their basic living security problem. Relevant government departments have paid attention to the problem of "May 7th family workers" life security, and will solve the "May 7th family workers" basic old-age insurance issues on the agenda. Family workers concentrated in large state-owned enterprises and collective enterprises, properly solve the "May 7 family workers" insurance work has become an important concern for the livelihood of the people. In recent years, various provinces and cities have implemented the policy of "May 7th Family Workers" in succession. Jilin City, as one of the important cities in the northeast old industrial base, had hundreds of large state-owned enterprises and collective enterprises before the reform of state-owned enterprises. Therefore, Jilin City has been listed as the pilot city of "five Seven Family Workers of Jilin Province" to participate in the trial measures for basic Old-age Insurance. The preliminary implementation of the "five Seven Family Workers" has brought benefits to the "five Seven Family Workers", and in the process of implementation, there has been a small coverage. Low fairness issues. In order to make more "May 7 family workers" have a sense of security and support, we should make further research on the implementation design of the "May 7 family workers" system, so as to make the policy better for the people and benefit the people. Finally, social security coverage will be expanded, social harmony and stability will be ensured, and social discontent will be reduced. This paper studies the problems found in the implementation of the "five Seven Family Workers" in Jilin City, analyzes and ponders the results of the investigation, and sums up the suggestions for the improvement of the pension insurance policy of the "five Seven Family Workers". This paper designs, formulates and implements the pension insurance policy of "May 7th family worker". The suggestions can be used for reference in the future when the pension insurance policy will be put forward separately for the individual.
