【摘要】：我國人口快速老齡化的趨勢和農村傳統(tǒng)家庭養(yǎng)老和土地養(yǎng)老功能的弱化給農村老年人基本生活帶來了巨大困難。為了應對這一挑戰(zhàn),我國于2009年開始試點和推廣新型農村社會養(yǎng)老保險(新農保),目的是保障農村老年人的基本生活。本研究從來自中國農村5省25個縣50個鄉(xiāng)鎮(zhèn)101個村2020農戶的微觀層面數(shù)據(jù)入手,運用調研數(shù)據(jù)對“捆綁繳費制度”對新農保參保意愿的影響進行實證分析,發(fā)現(xiàn)捆綁繳費制度對參保率的影響為負,捆綁繳費制度的實施不利于參保率的提升。在此基礎上,提出幾點建議：增強制度對農民參保的吸引力。具體應從以下三方面入手：第一,各級政府強化工作能力,必須做到制度的落實。第二,加強宣傳教育,培養(yǎng)農民持續(xù)參保意識。第三,建立以政府為主導,多層次的養(yǎng)老保障體系。同時細化“捆綁繳費制度”的相關規(guī)定,縮小捆綁范圍,實施有差別的捆綁制度,擴大社會救濟的覆蓋范圍。保證新農保制度真正的起到保障農村老年人基本的生活的作用。
[Abstract]:The trend of rapid aging of the population in China and the weakening of the traditional family pension and land endowment function in rural areas have brought great difficulties to the basic life of the rural elderly. In order to meet this challenge, our country began to pilot and popularize the new rural social old-age insurance in 2009. The purpose of the new rural old-age insurance is to ensure the basic life of the rural elderly. Based on the data of 2020 rural households in 101 villages and 50 villages in 25 counties and 5 provinces in China, this paper makes an empirical analysis on the effect of the "binding payment system" on the willingness of the new rural insurance system to participate in the insurance. It is found that the binding payment system has a negative effect on the insurance participation rate, and the implementation of the binding payment system is not conducive to the promotion of the insurance participation rate. On this basis, several suggestions are put forward: to strengthen the attraction of the system to farmers' participation in insurance. We should start from the following three aspects: first, governments at all levels should strengthen their working capacity and implement the system. Second, strengthen propaganda and education to cultivate farmers' awareness of continuous participation in insurance. Third, establish a government-led, multi-level pension security system. At the same time, the relevant provisions of the "binding payment system" are refined, the binding scope is reduced, the different binding system is implemented, and the coverage of social relief is expanded. To ensure that the new rural insurance system really plays a role in protecting the basic life of the elderly in rural areas.
