【摘要】：上世紀(jì)80年代末,約翰斯通教授提出成本分擔(dān)理論,由學(xué)生負(fù)擔(dān)一部分教育成本成為世界范圍內(nèi)的普遍做法。隨之帶來的學(xué)費(fèi)快速上漲現(xiàn)象,使得確保低收入家庭的學(xué)生擁有均等的入學(xué)機(jī)會(huì)成為一個(gè)重要問題。世界各國(guó)在高等教育學(xué)生資助方面進(jìn)行了大量研究和探索,積累了很多成功的經(jīng)驗(yàn)。而對(duì)我國(guó)來說,隨著上世紀(jì)90年代以來高等教育規(guī)模的迅速擴(kuò)大,急需借鑒先進(jìn)經(jīng)驗(yàn)完善我國(guó)高等教育學(xué)生資助制度。 加拿大高等教育學(xué)生資助制度經(jīng)過幾十年的發(fā)展,得到了聯(lián)邦政府的大力支持,其資助類型多樣,覆蓋范圍廣泛,實(shí)施過程規(guī)范,法律保障健全,形成了種完善的制度。先進(jìn)的理念和科學(xué)的管理方法,充分保證了所有的學(xué)生都享有平等的受教育權(quán),為其高等教育普及化做出了很大貢獻(xiàn)。 論文以加拿大高等教育學(xué)生資助制度為研究對(duì)象,運(yùn)用文獻(xiàn)、歷史和比較的研究方法。在對(duì)其發(fā)展歷程進(jìn)行回顧的基礎(chǔ)上,著重對(duì)其現(xiàn)行資助的方式和結(jié)構(gòu)進(jìn)行梳理,分析其運(yùn)行機(jī)制和實(shí)施效果,總結(jié)其高等教育學(xué)生資助制度的主要特點(diǎn),并為完善我國(guó)高等教育學(xué)生資助制度提供借鑒。 論文包括四個(gè)部分。第一部分為緒論,說明了選題的背景、研究目的和意義,相關(guān)文獻(xiàn)綜述,關(guān)鍵概念的界定以及研究的思路和方法。第二部分回顧了加拿大高等教育學(xué)生資助制度的發(fā)展歷程,分別介紹了創(chuàng)立、成熟、改革三個(gè)時(shí)期的狀況。第三部分分析了加拿大高等教育學(xué)生資助制度的現(xiàn)狀,主要包括資助的方式,資助的運(yùn)作和管理,資助的實(shí)施效果和資助的特點(diǎn),這是本研究的重點(diǎn)。第四部分在歸納我國(guó)高等教育學(xué)生資助制度現(xiàn)狀和問題的基礎(chǔ)上,提出了相關(guān)的啟示和建議。
[Abstract]:In the late 1980s, Professor Johnstone put forward the theory of cost sharing, and it is a universal practice for students to bear part of the cost of education.The resulting rapid rise in tuition fees makes it important to ensure that low-income students have equal access to school.Countries all over the world have carried out a lot of research and exploration in the field of higher education student aid, and accumulated a lot of successful experience.For our country, with the rapid expansion of the scale of higher education since the 1990s, it is urgent to use advanced experience for reference to perfect the student financial aid system of higher education in our country.After decades of development, Canada's higher education student support system has been strongly supported by the federal government. It has various types of funding, wide coverage, standardized implementation process, sound legal protection, and formed a perfect system.Advanced ideas and scientific management methods ensure that all students enjoy equal right to education and make great contributions to the popularization of higher education.On the basis of reviewing its development course, this paper puts emphasis on combing its current ways and structures of financial aid, analyzes its operating mechanism and effect, and summarizes the main characteristics of its higher education student financial aid system.And to improve our higher education student funding system to provide reference.The thesis consists of four parts.The first part is the introduction, which explains the background of the topic, the purpose and significance of the research, the relevant literature review, the definition of the key concepts, as well as the research ideas and methods.The second part reviews the history of Canadian higher education student support system, and introduces the three periods of establishment, maturity and reform.The fourth part, on the basis of summarizing the present situation and problems of higher education student financial aid system in our country, puts forward the relevant enlightenment and suggestion.
