【摘要】：以美、英、法、日四國第三方教育評估機構(gòu)為研究對象,從評估機構(gòu)的建立和實施兩個方面重點探究其權(quán)威性和專業(yè)性的來源及其形成,以期為我國第三方教育評估的發(fā)展提供有益經(jīng)驗。在評估機構(gòu)的建立方面,其權(quán)威性與專業(yè)性主要來源于完善的法律法規(guī)體系、建立主體的權(quán)威性、機構(gòu)的獨立地位和多元化與高素質(zhì)的評估隊伍。從評估的實施方面而言,其權(quán)威性與專業(yè)性的形成主要緣于全面完整的評估程序、先進科學的評估技術、專業(yè)的研究支撐和有效的外部監(jiān)督與社會參與。
[Abstract]:Taking the third party educational evaluation institutions of the United States, Britain, France and Japan as the research objects, this paper focuses on the origin and formation of its authority and professionalism from the two aspects of the establishment and implementation of the evaluation institutions. In order to provide useful experience for the development of third-party education evaluation in China. In the aspect of the establishment of evaluation institution, its authoritativeness and professionalism mainly come from the perfect laws and regulations system, the establishment of the authority of the subject, the independent position of the organization and the pluralistic and high quality evaluation team. In terms of the implementation of evaluation, its authoritativeness and professionalism are mainly due to comprehensive and complete evaluation procedures, advanced scientific evaluation techniques, professional research support, effective external supervision and social participation.
