【摘要】：作為民辦高等教育綜合改革突破口的營利性與非營利性民辦高校分類管理已經(jīng)獲得制度認可,分類管理的具體實施辦法已提上議程。這是一項復(fù)雜的、全局性的制度創(chuàng)新,將是一個長期、復(fù)雜而艱難的過程。如果過分強調(diào)其積極作用,忽視其中蘊含的困難和問題,就會嚴(yán)重阻礙分類管理的開展。在充分考量我國民辦高等教育發(fā)展歷史與現(xiàn)實的基礎(chǔ)上,對民辦高校分類管理過程中可能存在的難點問題進行了總結(jié)和分析,以期對民辦高校分類管理的順利展開有所助力。
[Abstract]:As a breakthrough in the comprehensive reform of private higher education, the classified management of for-profit and non-profit private colleges and universities has been recognized by the system, and the specific implementation methods of classified management have been put on the agenda. This is a complex, overall institutional innovation, will be a long-term, complex and difficult process. If we put too much emphasis on its positive role and ignore the difficulties and problems contained therein, it will seriously hinder the development of classified management. On the basis of fully considering the history and reality of the development of private higher education in our country, this paper summarizes and analyzes the difficult problems that may exist in the process of classified management of private colleges and universities, in order to contribute to the smooth development of classified management of private colleges and universities.
