【摘要】：新建地方高校向應(yīng)用技術(shù)型本科轉(zhuǎn)型的基本問題包括轉(zhuǎn)型的原因、含義、時(shí)機(jī)、定位和難點(diǎn)等。地方高校轉(zhuǎn)型是為了適應(yīng)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的需求、為了中國(guó)順利跨過"中等收入陷阱"、過去高等教育發(fā)展改革反思的結(jié)果、教育體制綜合改革發(fā)展的需要。轉(zhuǎn)型的具體含義應(yīng)包含:要為地方經(jīng)濟(jì)社會(huì)發(fā)展服務(wù)、能夠真正發(fā)揮學(xué)生的潛能、服務(wù)國(guó)家需要、瞄準(zhǔn)世界科學(xué)技術(shù)人才發(fā)展態(tài)勢(shì)和需求;應(yīng)在新型產(chǎn)業(yè)對(duì)高等教育提出人才需求、"國(guó)情"、校情的需要時(shí)進(jìn)行轉(zhuǎn)型。轉(zhuǎn)型的戰(zhàn)略定位要注意:緊密地為當(dāng)?shù)亟?jīng)濟(jì)社會(huì)發(fā)展服務(wù)、突出行業(yè)特色、舉辦特色專業(yè)、差異化發(fā)展。轉(zhuǎn)型的難點(diǎn)在于:轉(zhuǎn)型急缺戰(zhàn)略定位、管理體制機(jī)制的轉(zhuǎn)型、教師隊(duì)伍的轉(zhuǎn)型、學(xué)生思想的轉(zhuǎn)型、教學(xué)組織方式的變化、資源配置等方面。
[Abstract]:The basic problems in the transition from new local universities to applied technology undergraduate courses include the reasons, meanings, timing, orientation and difficulties of the transformation. The transformation of local colleges and universities is to meet the needs of the transformation of economic development mode and the adjustment of industrial structure. In order to smoothly cross the "middle income trap" in China, the result of reflection on the reform of the development of higher education in the past, the needs of the comprehensive reform and development of the educational system. The specific meaning of the transformation should include: to serve the local economic and social development, to truly give full play to the potential of students, to serve the needs of the country, and to aim at the development situation and demand of scientific and technological talents in the world; The transformation should be carried out when the new industry puts forward the demand for talents, "national conditions" and "school conditions" for higher education. Attention should be paid to the strategic orientation of the transformation: to serve the local economic and social development closely, to highlight the characteristics of the industry, to organize special specialties, and to develop differently. The difficulty of the transformation lies in the following aspects: the strategic orientation of the transformation, the transformation of the management system and mechanism, the transformation of the teachers, the transformation of the students' thoughts, the change of the teaching organization, the allocation of resources, etc.
