基于項目管理的浙江省成人高等教育管理改善研究

【摘要】:成人高等教育是我國教育體系的重要組成部分,對于提高廣大人民群眾的文化素養(yǎng),提升全社會的科學(xué)技術(shù)水平具有重要的作用。改革開放以來,總計有數(shù)千萬人參加了成人高等教育,通過學(xué)習(xí)獲得了高等學(xué)歷、學(xué)位,提高了自身綜合素質(zhì),為社會進(jìn)步、經(jīng)濟(jì)建設(shè)、文化發(fā)展作出了巨大貢獻(xiàn)。浙江省作為我國的經(jīng)濟(jì)、教育大省、強(qiáng)省,成人高等教育在20世紀(jì)90年代末和本世紀(jì)初迎來了黃金時代,創(chuàng)造了輝煌的成績。近年來,隨著教育大發(fā)展,高等教育由“精英教育”轉(zhuǎn)變?yōu)椤按蟊娀逃?普通高等院校招生人數(shù)的持續(xù)增長,我省部分成人高等教育辦學(xué)單位出現(xiàn)了招生難、教學(xué)質(zhì)量下降、學(xué)生數(shù)量萎縮、辦學(xué)水平下降的現(xiàn)象。成人高等教育走到了發(fā)展的十字路口,如何在新的社會環(huán)境和歷史階段發(fā)揮更大的作用,如何積極應(yīng)對客觀環(huán)境,轉(zhuǎn)變辦學(xué)思路,提高教學(xué)管理水平,是擺在我省成人高等教育事業(yè)面前的嚴(yán)峻挑戰(zhàn)。項目管理是一門綜合性學(xué)科,旨在運用科學(xué)的理論與實踐提高管理效率,提升管理質(zhì)量和水平。成人高等教育完全符合“項目”的標(biāo)準(zhǔn);有明確的目標(biāo),即提高教學(xué)質(zhì)量和學(xué)生管理水平,促進(jìn)社會文化科技發(fā)展;具有明確的辦學(xué)周期,受客觀教學(xué)資源的限制;需要多種資源,包含財力資源、人力資源、場地資源、技術(shù)資源,運用于日常管理工作。各院校、教學(xué)單位可根據(jù)辦學(xué)層次、專業(yè)、性質(zhì)的不同將舉辦的成人高等教育分作若干項目,并根據(jù)項目的特點,運用項目管理的理論與方法進(jìn)行管理。本文首先回顧了浙江成人高等教育的發(fā)展歷程,介紹了國內(nèi)外目前對于成人高等教育的研究現(xiàn)狀,確定了研究目標(biāo)。闡述了項目管理的理論與實踐方法,介紹和分析幾種本文研究的理論和方法。然后,本文詳細(xì)分析了我省成人高等教育現(xiàn)階段所面臨的諸多挑戰(zhàn)和自身的問題,探討了產(chǎn)生這些問題的客觀原因和內(nèi)部制約因素,并對未來發(fā)展方向提出了自己的見解。接著,本文從定性和定量兩個方面提出如何解決浙江成人高等教育管理存在的問題,重點分析了將現(xiàn)代項目管理理論與方法運用于我省成人高等教育管理水平提升的途徑,闡明了本文的研究價值和實踐指導(dǎo)意義。最后,提出了本文的研究結(jié)論,并展望研究指導(dǎo)價值,以期對浙江成人高等教育管理的實踐有所裨益。
[Abstract]:Adult higher education is an important part of our educational system, which plays an important role in improving the cultural literacy of the broad masses of the people and improving the scientific and technological level of the whole society. A total of tens of millions of people participated in adult higher education, through study to obtain higher education, degree, improve their comprehensive quality, for social progress, economic construction. Cultural development has made a great contribution. Zhejiang Province as our country's economy, education province, strong province, adult higher education in 1990s and the beginning of this century ushered in a golden age. In recent years, with the development of education, higher education has changed from "elite education" to "popular education". Some adult higher education institutions in our province have encountered difficulties in recruiting students, the quality of teaching has declined, the number of students has shrunk, and the level of running schools has fallen. Adult higher education has come to a crossroads of development. How to play a greater role in the new social environment and historical stage, how to actively respond to the objective environment, change the thinking of running a school, and improve the level of teaching management. Project management is a comprehensive subject which aims to improve the efficiency of management by using scientific theory and practice. Improve the quality and level of management. Adult higher education fully meets the "project" standards; There are clear goals, that is, to improve the quality of teaching and student management, to promote the development of social culture and science and technology; It has a clear cycle of running a school and is restricted by objective teaching resources. Need a variety of resources, including financial resources, human resources, site resources, technical resources, used in daily management work. Colleges and universities, teaching units can be based on the school level, professional. The nature of the adult higher education will be divided into a number of projects, and according to the characteristics of the project, the use of project management theory and method to manage. Firstly, this paper reviews the development of Zhejiang adult higher education. This paper introduces the current research situation of adult higher education at home and abroad, determines the research goal, expounds the theory and practice methods of project management, introduces and analyzes several theories and methods of this paper. This paper analyzes in detail many challenges and their own problems faced by adult higher education in our province at the present stage, and probes into the objective causes and internal restrictive factors of these problems. Then, this paper puts forward how to solve the problems in the management of Zhejiang adult higher education from the qualitative and quantitative aspects. This paper mainly analyzes the ways of applying modern project management theory and method to improve the management level of adult higher education in our province, clarifies the research value and practical guiding significance of this paper. Finally, it puts forward the research conclusions of this paper. The paper also looks forward to the guiding value of the research in order to benefit the practice of adult higher education management in Zhejiang Province.
