青海省民和縣農(nóng)村中小學(xué)布局調(diào)整問(wèn)題研究

【摘要】:本世紀(jì)初,為適應(yīng)經(jīng)濟(jì)社會(huì)發(fā)展和基礎(chǔ)教育改革,我國(guó)大范圍實(shí)施了農(nóng)村中小學(xué)布局調(diào)整,此次調(diào)整是我國(guó)建國(guó)以來(lái)規(guī)模最大、范圍最廣的一次農(nóng)村中小學(xué)布局調(diào)整。農(nóng)村中小學(xué)布局調(diào)整促進(jìn)了基礎(chǔ)教育資源的有效配置,推動(dòng)了城鄉(xiāng)義務(wù)教育均衡發(fā)展,提高了農(nóng)村中小學(xué)教育質(zhì)量,為我國(guó)義務(wù)教育發(fā)展和提高國(guó)民素質(zhì)具有重要而深遠(yuǎn)的意義,同時(shí),我國(guó)在實(shí)施農(nóng)村中小學(xué)布局調(diào)整時(shí)帶來(lái)了一些負(fù)面影響。研究和分析農(nóng)村中小學(xué)布局調(diào)整存在問(wèn)題及原因,制定相應(yīng)對(duì)策,為今后進(jìn)一步完善農(nóng)村中小學(xué)布局調(diào)整是必要的。本研究以民和縣為個(gè)案研究,通過(guò)對(duì)民和縣農(nóng)村中小學(xué)布局調(diào)整狀況的整體研究和個(gè)案分析,特別是針對(duì)民和縣特殊經(jīng)濟(jì)、社會(huì)環(huán)境和農(nóng)村教育實(shí)際的基礎(chǔ)上,對(duì)民和縣近5年來(lái)實(shí)施的農(nóng)村中小學(xué)布局調(diào)整進(jìn)行了實(shí)證分析。研究表明民和縣實(shí)施農(nóng)村中小學(xué)布局調(diào)整后取得了顯著成效,公共教育資源得到一定程度的有效配置,促進(jìn)了區(qū)域內(nèi)教育均衡發(fā)展,提高了農(nóng)村中小學(xué)教育質(zhì)量,同時(shí),民和縣農(nóng)村中小學(xué)布局調(diào)整后也存在著布局調(diào)整過(guò)快過(guò)緊、配套資金籌措困難、群眾思想觀念轉(zhuǎn)變較慢、寄宿制學(xué)校辦學(xué)條件不達(dá)標(biāo)、城鄉(xiāng)教育發(fā)展不協(xié)調(diào)等問(wèn)題,并在此基礎(chǔ)上提出了完善民和縣農(nóng)村中小學(xué)布局調(diào)整存在問(wèn)題的對(duì)策,旨在為妥善解決民和縣農(nóng)村中小學(xué)布局調(diào)整存在的問(wèn)題提供針對(duì)性和可行性的解決方案。
[Abstract]:At the beginning of this century, in order to adapt to the economic and social development and the reform of basic education, China has implemented the adjustment of the layout of rural primary and secondary schools on a large scale. This adjustment is the largest and most extensive adjustment of the layout of rural primary and secondary schools since the founding of the people's Republic of China. The adjustment of the layout of rural primary and secondary schools has promoted the effective allocation of basic education resources, promoted the balanced development of urban and rural compulsory education, and improved the quality of rural primary and secondary education. It is of great and far-reaching significance for the development of compulsory education and the improvement of national quality in China. At the same time, China has brought some negative effects on the adjustment of the layout of rural primary and secondary schools. It is necessary to study and analyze the existing problems and causes of the layout adjustment of rural primary and secondary schools, and to formulate the corresponding countermeasures in order to further improve the layout adjustment of rural primary and secondary schools in the future. This study takes Minhe County as a case study, through the overall study and case analysis of the layout adjustment of rural primary and secondary schools in Minhe County, especially on the basis of the special economy, social environment and rural education reality of Minhe County. This paper makes an empirical analysis on the layout adjustment of rural primary and secondary schools in Minhe County in the past 5 years. The research shows that Minhe County has achieved remarkable results after adjusting the layout of rural primary and secondary schools, and the public educational resources have been allocated to a certain extent, which has promoted the balanced development of education in the region and improved the quality of primary and secondary education in rural areas. After the adjustment of the layout of rural primary and secondary schools in Minhe County, there are also some problems, such as the adjustment of layout is too fast and tight, the financing of supporting funds is difficult, the ideological and ideological changes of the masses are slow, the conditions for running boarding schools are not up to standard, and the development of education in urban and rural areas is not coordinated. On this basis, this paper puts forward some countermeasures to improve the problems existing in the layout adjustment of rural primary and secondary schools in Minhe County, in order to provide targeted and feasible solutions for properly solving the problems existing in the layout adjustment of rural primary and secondary schools in Minhe County.
