【摘要】：近年來,隨著國民經(jīng)濟的發(fā)展,基礎(chǔ)設(shè)施項目建設(shè)持續(xù)進行,這些項目的開展為在促進區(qū)域經(jīng)濟發(fā)展、保障人民生活水平、增強國家實力等方面發(fā)揮了重要的作用。由于上述項目推進的過程中也存在一些不容忽視的問題,需要對項目進行績效評價。文章通過講述為何要重視基礎(chǔ)設(shè)施項目的績效評價;如何對績效評價進行定義;開發(fā)投資企業(yè)的項目績效評價體系主要的指標(biāo)涉及到哪些;如何構(gòu)建出專用于橋梁項目的績效評價體系;通過建立的一個有針對性、比較全面、可操作性強的橋梁項目績效評價,以MSD開發(fā)投資公司CX大橋項目為例,為今后同類基建項目提供績效評價參考、比較做具有積極意義。本文構(gòu)架思路如下:首先,講述了政府平臺公司及責(zé)任,根據(jù)其實施業(yè)務(wù)的性質(zhì)需要進行基建項目績效評價;其次,介紹了關(guān)于績效評價理論在國內(nèi)外的相關(guān)研究;隨后,講述了關(guān)于基建項目績效評價相關(guān)理論基礎(chǔ)和構(gòu)建項目績效評價體系采取的方法;然后,構(gòu)建好橋梁項目應(yīng)有的績效評價體系,包括績效評價體系指標(biāo)具體是什么;最后,通過MSD開發(fā)投資公司CX大橋項目進行績效評價應(yīng)用,得出結(jié)論。文章構(gòu)建的橋梁項目績效評價思路是結(jié)合定性與定量的方法,構(gòu)建出績效評價層次及全過程績效評價體系。其中績效評價的相關(guān)指標(biāo)會在文章中談到的層次分析法得到;績效評價數(shù)據(jù)的具體運算是通過比較分析法及案例法得到并得出結(jié)論。采用文章構(gòu)建的MSD開發(fā)投資公司CX大橋項目績效評價體系評能有效地表明該基建項目在多個維度履行上優(yōu)劣情況,還可以對同類項目及同類企業(yè)之間進行比較。
[Abstract]:In recent years, with the development of the national economy, the construction of infrastructure projects has continued. These projects are aimed at promoting regional economic development and ensuring the living standards of the people. Strengthening national strength and other aspects have played an important role. Due to some problems that can not be ignored in the process of advancing the above-mentioned projects, It is necessary to evaluate the performance of the project. This paper describes why we should pay attention to the performance evaluation of infrastructure projects, how to define the performance evaluation, what the main indicators of the project performance evaluation system of the investment enterprises are involved in; How to construct a performance evaluation system for bridge projects, and take the CX bridge project of MSD development and investment company as an example, through the establishment of a targeted, more comprehensive and operable bridge project performance evaluation. For the future similar infrastructure projects to provide a reference for performance evaluation, the comparison is of positive significance. The framework of this paper is as follows: first, the government platform company and responsibility, according to the nature of the implementation of the business needs to carry out the performance evaluation of infrastructure projects; Secondly, it introduces the relevant research on performance evaluation theory at home and abroad. Then, it describes the theoretical basis of performance evaluation of infrastructure projects and the methods adopted to construct project performance evaluation system. Build a good bridge project performance evaluation system, including performance evaluation system specific indicators; finally, through the MSD development and investment company CX Bridge project performance evaluation application, The conclusion is that the bridge project performance evaluation is based on qualitative and quantitative methods. Construct the performance evaluation hierarchy and the whole process performance evaluation system, and the performance evaluation of the relevant indicators will be discussed in the article to get the analytic hierarchy process; The concrete calculation of performance evaluation data is obtained by comparative analysis and case law. The evaluation of CX bridge project performance evaluation system constructed by MSD development and investment company in this paper can effectively show that the capital construction project is in more than one place. In terms of the performance of the three dimensions, Also can carry on the comparison between the similar project and the similar enterprise.
