【摘要】：依據(jù)國家利益的層次性,國家海洋利益可以分為四個(gè)層次:核心利益、十分重要利益、重要利益和一般利益。面對(duì)中國海洋利益受到的威脅,中國需要依據(jù)海洋利益的不同層次采取不同的戰(zhàn)略。一是要實(shí)行屯海制,軍民共建;二是對(duì)海域、海洋實(shí)際占領(lǐng)和管控,先占是根本;三是加強(qiáng)海軍建設(shè),強(qiáng)化海權(quán);四是兩岸協(xié)作,在海域、海洋權(quán)益方面達(dá)成一致。
[Abstract]:According to the hierarchy of national interests, national maritime interests can be divided into four levels: core interests, very important interests, important interests and general interests. Facing the threat to China's maritime interests, China needs to adopt different strategies according to different levels of maritime interests. First, it is necessary to carry out the open sea system and the joint construction of the army and the people; second, the actual occupation and control of the sea area is fundamental; the third is to strengthen the construction of the navy and strengthen the sea power; and fourth, the two sides of the strait should cooperate and reach agreement on the sea area and maritime rights and interests.
