【摘要】：隨著構(gòu)建社會主義和諧社會工作的全面展開，關于公民素質(zhì)問題的研究越來越多，但大多數(shù)還停留在公民文化知識的普及和科技能力的提高方面，而對于公民道德素質(zhì)方面的研究卻相對較少。 黨的十七次代表大會提出了建設社會主義新農(nóng)村的重要任務是培育新型農(nóng)民，新型農(nóng)民的培育關鍵是實現(xiàn)道德素質(zhì)的提升。2012年，河北省又大張旗鼓的開展教化民風的“善行河北”主題活動。這種科學的、全新的治理理念，內(nèi)蘊了鮮明的時代特征和豐富的價值內(nèi)涵。在建設社會主義和諧社會的背景下，要實現(xiàn)整個社會的現(xiàn)代化最根本的是實現(xiàn)居民素質(zhì)和觀念的現(xiàn)代化。雖然社會主義建設在經(jīng)濟領域取得了顯著地成績，，但并不意味著公民道德觀念已經(jīng)實現(xiàn)了現(xiàn)代化。要實現(xiàn)公民精神面貌的現(xiàn)代化就要依靠道德建設來完成。因此，我們必須根據(jù)時代要求深入研究公民的道德教育問題，重視公民的道德素質(zhì)提高，并不斷創(chuàng)新公民道德素質(zhì)教育的方法，凸顯出思想道德研究方面的豐富性和創(chuàng)新性。本文著眼于青縣現(xiàn)象,分析青縣十多年前由一個名不見經(jīng)傳的小縣城發(fā)展為享譽全國的道德模范之城的成功案例經(jīng)驗，通過分析青縣現(xiàn)象引起社會對道德問題的認識，并為提高公民的道德素質(zhì)工作提供方法建議。 本文通過走訪河北青縣縣委、縣政府以及深入青縣的曹寺鎮(zhèn)、流河鎮(zhèn)、新興鎮(zhèn)、陳嘴鄉(xiāng)等十余個鄉(xiāng)鎮(zhèn)進行調(diào)查研究。分析了當代農(nóng)村和城鎮(zhèn)建設過程中思想道德教育工作取得的一些成就和存在的突出問題，以期對整個社會的精神文明建設，特別是農(nóng)村思想道德教育提供可資借鑒的經(jīng)驗。 全文共分五個部分： 第一部分，緒論。主要闡述了論文研究的背景和研究意義，并簡要介紹了本文的研究思路和研究方法，以及本研究的創(chuàng)新點。 第二部分，對社會主義新農(nóng)村道德教育相關的概念界定。此部分界定了道德教育的內(nèi)涵，明確了青縣開展道德教育的必要性和可行性以及開展道德教育對青縣建設的價值。 第三部分，分析了在打造“道德青縣愛心之城”前，青縣民眾在道德層面和當?shù)氐牡赖陆逃ぷ鞔嬖诘膯栴}。 第四部分，具體介紹了青縣在改變道德面貌方面堅持的原則，進行公民道德教育的內(nèi)容和目標，這部分也是全文的重點部分。 第五部分，總結(jié)了青縣道德教育的一些特色之處，以及取得的一些成就，帶來的啟示。
[Abstract]:With the comprehensive development of building a harmonious socialist society, there are more and more researches on the quality of citizens, but most of them are still in the aspects of popularizing the cultural knowledge of citizens and improving their scientific and technological abilities. However, the research on citizen's moral quality is relatively few. The Seventeenth Congress of the Party put forward that the important task of building a new socialist countryside is to cultivate new farmers, and the key to cultivating new-type peasants is to improve their moral quality. In 2012, Hebei Province is also carrying out the theme of "good deeds Hebei" to educate the people. This scientific and new concept of governance contains distinct characteristics of the times and rich value connotations. Under the background of building a harmonious socialist society, In order to realize the modernization of the whole society, the most fundamental thing is to realize the modernization of the quality and concept of the residents. Although the socialist construction has made remarkable achievements in the economic field, However, it does not mean that the citizen's moral concept has been modernized. To realize the modernization of the citizen's spiritual outlook, we must rely on the moral construction to complete it. Therefore, we must deeply study the citizen's moral education according to the requirements of the times. Pay attention to the improvement of citizen's moral quality, and innovate the method of citizen's moral quality education constantly, highlight the richness and innovation in the aspect of ideological and moral research. By analyzing the successful case experience of Qingxian's development from a little-known small county town to a famous moral model city in China more than a decade ago, through the analysis of the social awareness of moral problems caused by the phenomenon in Qingxian County, And to improve the moral quality of citizens to provide methods and suggestions. This article visits the county party committee, the county government of Qingxian County, and the towns of Cao Si, Liu he and Xin Xing, which go deep into Qingxian. Chen Zuixiang and more than a dozen townships have carried out investigation and research. They have analyzed some achievements and outstanding problems in the ideological and moral education work in contemporary rural and urban construction, with a view to building the spiritual civilization of the whole society. Especially the rural ideological and moral education can be used for reference. The full text is divided into five parts:. The first part, introduction, mainly expounds the background and significance of the research, and briefly introduces the research ideas and methods of this paper, as well as the innovation of this study. The second part defines the related concepts of moral education in the new socialist countryside. This part defines the connotation of moral education and clarifies the necessity and feasibility of carrying out moral education in Qingxian County and the value of moral education to the construction of Qingxian County. The third part analyzes the problems existing in the moral education of Qingxian people in the moral level and local moral education work before "moral Qingxian City of Love". The fourth part introduces the principles of changing the moral outlook of Qingxian, the content and goal of civic moral education, which is also the key part of the full text. The fifth part summarizes some characteristics of moral education in Qingxian County, and some achievements and enlightenments.
