【摘要】：隨著改革開放的持續(xù)推進,經(jīng)濟建設(shè)也成為了地方政府的核心工作,其他所有工作都要以經(jīng)濟建設(shè)為中心,因此各地方政府開始重視招商引資工作,招商引資成為了地方經(jīng)濟發(fā)展中必不可少的因素,也是地方政府謀求經(jīng)濟發(fā)展的"第一要事"。市場經(jīng)濟發(fā)展中,招商引資工作也是微觀經(jīng)濟活動的重要載體,地方各級政府擔(dān)負起招商引資活動的諸多工作,從制定產(chǎn)業(yè)規(guī)劃、審批投資項目、兌現(xiàn)優(yōu)惠政策到參與各種形式的商貿(mào)洽談會等全部環(huán)節(jié),因此,招商引資工作被形象表述為政府的"一號工程"。但是對于政府職能履行的界定卻存在著不同認知,主流認知對于政府的職能履行,需要從宏觀上把握,重點是在進行產(chǎn)業(yè)規(guī)劃、制定政策、監(jiān)管市場及提供服務(wù)等方面。自從2004年黨中央國務(wù)院提出"中部崛起"戰(zhàn)略以來,毫州市作為安徽省西北部一個地級市,地處全國中部地區(qū)中心區(qū)域,迎來了最好的發(fā)展機遇。近年來,毫州市政府高度重視招商引資工作,通過吸引外資、擴大招商,打造具有地方特色的招商引資活動平臺,更好促進當(dāng)?shù)亟?jīng)濟發(fā)展,其在招商引資中取得的成效以及不足之處值得我們深入研究和學(xué)習(xí)。全文共分為五個部分:第1章:圍繞論文所研究的主題并明確研究背景及意義,通過相關(guān)文獻梳理,界定了主要概念,概括了論文研究的結(jié)構(gòu)框架,闡述了現(xiàn)有的研究理論,并介紹了的研究思路及方法。第2章:通過相關(guān)理論分析地方政府招商引資職能及招商引資行為對區(qū)域經(jīng)濟發(fā)展的促進作用,得出了地方政府應(yīng)履行其招商引資職能,并且分析了地方政府在招商引資中職能履行的主要途徑。第3章:首先是介紹毫州市經(jīng)濟發(fā)展及招商引資情況,然后總結(jié)出毫州市政府在招商引資中履行職能的具體做法,并對這些具體實踐進行分析,得出毫州市招商引資工作在經(jīng)濟發(fā)展、財政收入、擴大就業(yè)、基礎(chǔ)設(shè)施建設(shè)等方面取得的積極推動作用。第4章:利用理論結(jié)合實踐的分析方法,全面剖析毫州市政府在招商引資中職能履行時存在的問題,同時對存在的現(xiàn)實問題進行針對性地分析,為地方政府完善招商引資職能提供理論支持和實踐經(jīng)驗。第5章:在前文相關(guān)理論研究與現(xiàn)狀分析的基礎(chǔ)上進行總結(jié),從科學(xué)制定規(guī)劃、提高公共服務(wù)、建立信息共享機制、加強監(jiān)督管理、引導(dǎo)中介組織參與招商活動等方面提出完善毫州市招商引資中政府職能履行的對策。
[Abstract]:With the continuous advance of reform and opening up, economic construction has become the core work of the local government and all other work must take economic construction as the center, so the local government began to pay attention to investment, investment has become an essential factor in the development of local economy, but also the local government for the economic development of the "first thing". In the development of market economy, investment is also an important carrier of economic activity, local governments at all levels to undertake many work investment activities, from the development of industrial planning, approval of investment projects, to honor the preferential policies to participate in various forms of trade fairs and all other aspects, therefore, investment work is described as "the government image a number of projects. But to define the government functions have different cognitive functions, mainstream cognition for the government performance, from the macro to Sure, the focus is on the industry planning, policy formulation, supervision of market and service. Since 2004, the CPC Central Committee and State Council put forward the "rise of central China" strategy, Bozhou City as a city in northwestern Anhui Province, located in the central region of the central region, ushered in the best opportunities for development. In recent years, Bozhou municipal government attaches great importance to investment, expand investment by attracting foreign investment, build with local characteristics of the investment platform, to better promote local economic development, the investment in the achievements and shortcomings in our in-depth study and learning. The thesis is divided into five parts: the first chapter: Based on the the theme of research and clarify the research background and significance, the related literature review, defines the main concepts, summarizes the research framework, expounds the existing research theory, and introduces the Research ideas and methods. The second chapter: the theoretical analysis to promote the role of local government function in investment promotion and investment behavior on regional economic development, the local government should perform its functions of investment promotion, and analyzes the main ways for the local government to fulfill the investment in the secondary vocational school. The third chapter: the first is the introduction of economic the development and investment situation of Bozhou City, and then summed up the practice of Bozhou municipal government functions in investment promotion, and the practice is analyzed, the Bozhou City Investment in economic development, fiscal revenue, expanding employment, actively promote made in infrastructure construction and other areas. The fourth chapter: the theory combining with the analysis method of practice, a comprehensive analysis of Bozhou municipal government to fulfill the functions of existing problems in investment, and the reality of the existence of the problem for To analyze, to provide theoretical support and practical experience for the local government to improve the investment function. The fifth chapter: summary based on the analysis of above theory research and the present situation, from the scientific planning, improve public services, establish an information sharing mechanism, strengthen supervision and management, put forward countermeasures to improve the Bozhou municipal government investment function to guide intermediary organizations to participate in investment activities.
