【摘要】：當(dāng)今中國(guó)社會(huì)經(jīng)濟(jì)不斷取得進(jìn)步,城市人口呈爆炸式增長(zhǎng),城市交通不堪擁堵。作為標(biāo)志城市交通發(fā)展程度的立交橋建設(shè)工程,為改善大中城市的交通環(huán)境以及提升其實(shí)力和品位發(fā)揮重要作用。城市立交屬于大型市政工程,具有公益性、社會(huì)性特點(diǎn),而且工程投資大,建設(shè)難度高,其建設(shè)效益如何是最具現(xiàn)實(shí)意義的項(xiàng)目評(píng)價(jià)指標(biāo)。同時(shí),對(duì)于順利實(shí)施并完成項(xiàng)目建設(shè)任務(wù)而言,怎樣精確識(shí)別、準(zhǔn)確評(píng)估項(xiàng)目潛在風(fēng)險(xiǎn)影響,從而有針對(duì)性地提出防范對(duì)策、提前做出預(yù)防措施,具有十分重要的意義。以南寧市五象大道—友誼路立交工程項(xiàng)目為例,一方面,運(yùn)用國(guó)民經(jīng)濟(jì)評(píng)價(jià)模式和節(jié)能措施分析對(duì)該項(xiàng)目工程的效益進(jìn)行了研究,研究結(jié)果表明,該項(xiàng)目的建成可以有效提高道路通行效率,從而獲得車(chē)輛運(yùn)輸成本節(jié)約效益和時(shí)間節(jié)約效益；此外,通過(guò)在設(shè)計(jì)階段、施工階段和運(yùn)營(yíng)管理階段引入節(jié)能理念,可以取得良好的節(jié)能效益,表明該項(xiàng)目工程從國(guó)民經(jīng)濟(jì)角度可行,對(duì)國(guó)家和地區(qū)的經(jīng)濟(jì)發(fā)展有利。另一方面,運(yùn)用風(fēng)險(xiǎn)管理工具對(duì)該項(xiàng)目實(shí)施中可能存在的風(fēng)險(xiǎn)進(jìn)行識(shí)別和分析,為有效規(guī)避風(fēng)險(xiǎn)提出有針對(duì)性的對(duì)策和建議,并得出項(xiàng)目風(fēng)險(xiǎn)總體可控的判斷�！け疚南Ｍㄟ^(guò)以上的分析研究,對(duì)該項(xiàng)目而言,達(dá)到提高其管理水平的目的,同時(shí),為類(lèi)似市政交通基礎(chǔ)建設(shè)工程項(xiàng)目管理提供具有借鑒意義的經(jīng)驗(yàn)參考。
[Abstract]:Nowadays, China's social and economic progress, urban population explosive growth, urban traffic congestion. As a sign of the development of urban traffic, the construction of overpass plays an important role in improving the traffic environment and enhancing the strength and grade of large and medium-sized cities. Urban interchange is a large-scale municipal engineering with the characteristics of public welfare and sociality. Moreover, the project investment is large, the construction is difficult, and the construction benefit is the most realistic evaluation index of the project. At the same time, how to accurately identify and evaluate the potential risk impact of the project is of great significance for the smooth implementation and completion of the project construction task, so as to put forward the preventive countermeasures and make preventive measures in advance. Taking the project of Wuxiang Dadao-Youyi Road interchange in Nanning as an example, on the one hand, the benefit of the project is studied by using the national economic evaluation model and energy-saving measures. The results show that, The completion of the project can effectively improve the road traffic efficiency, thereby obtaining the benefits of vehicle transportation cost saving and time saving. In addition, the concept of energy saving is introduced in the design phase, construction stage and operation management stage. Good energy saving benefits can be obtained, which indicates that the project is feasible from the point of view of national economy and is beneficial to the economic development of countries and regions. On the other hand, risk management tools are used to identify and analyze the risks that may exist in the implementation of the project. This paper hopes to improve the management level of the project through the above analysis and research, at the same time, For similar municipal traffic infrastructure project management to provide a reference for experience.
