【摘要】：風(fēng)險(xiǎn)是銀行的普遍特征，承擔(dān)和管理風(fēng)險(xiǎn)是銀行的基本職責(zé)，同時(shí)也是銀行業(yè)務(wù)創(chuàng)新發(fā)展的原動(dòng)力。在所有的風(fēng)險(xiǎn)種類中，信貸風(fēng)險(xiǎn)是銀行業(yè)務(wù)中的基本風(fēng)險(xiǎn)品種。中國農(nóng)業(yè)發(fā)展銀行(以下統(tǒng)一簡稱為農(nóng)發(fā)行)作為我國唯一專門服務(wù)于“三農(nóng)”發(fā)展的政策性銀行，，隨著其支持三農(nóng)發(fā)展的職能作用不斷增強(qiáng)和業(yè)務(wù)范圍不斷擴(kuò)大，信貸風(fēng)險(xiǎn)問題也越來越引起業(yè)內(nèi)外人士的關(guān)注和議論。如果不對其進(jìn)行有效的管理輕則導(dǎo)致銀行業(yè)務(wù)拓展艱難，銀行資產(chǎn)質(zhì)量下降，盈利水平降低；重則資金鏈條斷裂，整個(gè)銀行系統(tǒng)周轉(zhuǎn)不靈，阻礙國家政策的實(shí)施，農(nóng)發(fā)行也就不可能很好地履行其政策性職能。無法完成農(nóng)發(fā)行支持“三農(nóng)”發(fā)展的歷史使命，難以實(shí)現(xiàn)我國經(jīng)濟(jì)全面平衡發(fā)展的政策目標(biāo)。因此加強(qiáng)信貸風(fēng)險(xiǎn)管理對農(nóng)發(fā)行的改革發(fā)展有著重大的影響，有必要結(jié)合時(shí)代特點(diǎn)和業(yè)務(wù)發(fā)展現(xiàn)狀，對風(fēng)險(xiǎn)管理進(jìn)行認(rèn)真梳理，分析；從而推動(dòng)農(nóng)發(fā)行的改革發(fā)展。 本文以哈密地區(qū)農(nóng)業(yè)發(fā)展銀行信貸風(fēng)險(xiǎn)管理為研究對象，在闡釋農(nóng)發(fā)行的誕生背景、主要職能，及農(nóng)發(fā)行信貸風(fēng)險(xiǎn)的概念、類型、特征的基礎(chǔ)上,客觀分析哈密農(nóng)發(fā)行信貸風(fēng)險(xiǎn)管理現(xiàn)狀，存在的問題，同時(shí)借鑒國內(nèi)其他金融機(jī)構(gòu)先進(jìn)的風(fēng)險(xiǎn)管理經(jīng)驗(yàn)，提出完善信貸風(fēng)險(xiǎn)管理的相應(yīng)對策,為提高風(fēng)險(xiǎn)管理水平,促進(jìn)健康發(fā)展提供依據(jù)。
[Abstract]:The risk is a common feature of the bank, and bear the risk management is the basic duty of the bank, but also the motive force of the development of banking innovation. In all the types of risks, the credit risk is the basic risk varieties of banking business. The Agricultural Development Bank Chinese (hereinafter referred to as the unified agricultural policy bank issue) as the only special the service of our country in the development of "three agriculture", with its functions to support the three rural development constantly enhancing and expanding the scope of business, the credit risk problem has attracted more and more people outside the industry attention and discussion. If you do not carry on the effective management of light to cause the development of banking business difficult, decline in the quality of bank assets, profitability reduce weight; capital chain rupture, the entire banking system liquidity, hinder the implementation of national policy, agricultural development also could not very good performance of the functions of the policy. Complete the agricultural development bank to support the development of "three agriculture" historical mission, to realize our country economy comprehensive balanced development policy. So strengthen the credit risk management has great influence on the reform and development of agricultural development, it is necessary to combine the characteristics and business development era, carefully combing the analysis of risk management so as to promote the reform; the development of agricultural development.
In this paper, the credit risk management of Hami Agricultural Development Bank as the research object, the main function in the background, explain the cbad's concept, and the credit risk of ADBC types, characteristics on the basis of objective analysis of Hami agricultural development bank credit risk management status quo, existing problems, and learn from the advanced experience of other domestic financial institutions risk management, put forward corresponding countermeasures to improve the credit risk management, to improve the level of risk management, provide the basis for the promotion of healthy development.
