【摘要】：隨著國家推動外貿(mào)“穩(wěn)增長、促平衡、調(diào)結(jié)構(gòu)”的相關(guān)舉措將會不斷出臺,涉及到各個領(lǐng)域。天津港國際物流產(chǎn)業(yè)發(fā)展對天津港集裝箱檢驗?zāi)Ｐ偷母倪M(jìn)和完善提出了更高的要求。因此關(guān)檢合作共同完善口岸通關(guān)環(huán)境是大勢所趨,隨著雙方合作的逐步加強(qiáng),相關(guān)政策的逐步出臺,圍繞口岸通關(guān)業(yè)務(wù)的相關(guān)流程也必然會有所調(diào)整,進(jìn)而會對業(yè)內(nèi)相關(guān)企業(yè)重新進(jìn)行洗牌。天津港國際物流產(chǎn)業(yè)發(fā)展對天津港集裝箱檢驗?zāi)Ｐ偷母倪M(jìn)和完善提出了更高的要求。同時集裝箱查驗?zāi)Ｊ降膭?chuàng)新以及查驗工作水平的不斷提升會促進(jìn)天津港國際物流業(yè)的發(fā)展。 本論文主要理論為生產(chǎn)運(yùn)營管理和管理學(xué),通過文獻(xiàn)索引、實例研究、案例對比等研究方法,基于海關(guān)有關(guān)法律法規(guī)、海關(guān)總署相關(guān)法令和天津港集裝箱驗放中心實際經(jīng)營現(xiàn)狀,對如何實現(xiàn)天津港口一站式查驗服務(wù)體系的運(yùn)營,進(jìn)而逐步提高海關(guān)查驗集裝箱查驗通關(guān)效率進(jìn)行分析和研究。在理論綜述基礎(chǔ)上,分析天津港國際物流業(yè)和現(xiàn)行集裝箱查驗?zāi)Ｊ桨l(fā)展中存在的問題以及二者之間的關(guān)系,對現(xiàn)行集裝箱查驗?zāi)Ｊ阶龀鲈u價分析。本文的主要結(jié)論如下： 一、天津港國際物流業(yè)的快速發(fā)展,集裝箱吞吐量的穩(wěn)步增長,對天津港集裝箱查驗工作提出了更高的要求。能促進(jìn)創(chuàng)新的發(fā)展和提高集裝箱檢驗水平,天津港國際物流產(chǎn)業(yè)格局。 二、海關(guān)和檢驗檢疫資源的整合,實現(xiàn)集中檢查；通過天津港集裝箱查驗中心建立,延伸再生資源查驗分撥中心和礦產(chǎn)品查驗分撥中心,形成天津港一站式查驗服務(wù)體系的新模式。 三、根據(jù)天津港國際物流業(yè)和集裝箱查驗的現(xiàn)狀和實踐,把模式創(chuàng)新、資源整合作為一個關(guān)鍵因素,以此作為研究集裝箱查驗?zāi)Ｊ降耐黄瓶?進(jìn)而提出了“關(guān)、檢、港”聯(lián)絡(luò)協(xié)調(diào)機(jī)制。 本文首次把集裝箱查驗?zāi)Ｊ脚c專業(yè)貨類聯(lián)系起來,并且提出了二者相互促進(jìn),相互影響的關(guān)系；并提出了如何利用整合的理論,海關(guān)和商檢兩個政府部門的資源整合,實現(xiàn)利潤最大化。
[Abstract]:With the development of the international logistics industry in Tianjin Port and the improvement and perfection of Tianjin Port Container Inspection Model , the development of the international logistics industry in Tianjin Port has raised a higher requirement on the improvement and perfection of Tianjin Port Container Inspection Model . At the same time , the innovation of container inspection mode and the improvement of inspection work level will promote the development of Tianjin Port international logistics industry . Based on the theory review , the paper analyzes the problems existing in the development of Tianjin Port International Logistics Industry and the current container inspection mode and the relationship between them , and makes an evaluation and analysis of the current container inspection mode . The main conclusions are as follows : 1 . The rapid development of the international logistics industry in Tianjin Port and the steady growth of container throughput have put forward higher requirements for the inspection work of Tianjin Port . It can promote the development of innovation and improve the container inspection level , and the international logistics industry pattern of Tianjin Port . 2 . The integration of customs and inspection and quarantine resources shall be carried out and centralized inspection shall be realized ; through the establishment of Tianjin Port Container Inspection Center , the distribution center of renewable resources inspection and the identification and distribution center of mine products shall be extended to form a new model of the one - stop inspection service system of Tianjin Port . Thirdly , according to the present situation and practice of the international logistics industry and container inspection in Tianjin Port , the mode innovation and the resource integration are taken as a key factor , as a breakthrough in the research of the container inspection mode , and the " customs clearance , inspection and port " contact coordination mechanism is put forward . In this paper , the relationship between the container inspection mode and the professional class is first put forward , and the relations of mutual promotion and mutual influence are put forward , and how to use the integrated theory , the customs and the commodity inspection government departments are put forward to maximize the profit .
