【摘要】：房地產(chǎn)行業(yè)關(guān)乎國(guó)計(jì)民生,在國(guó)民經(jīng)濟(jì)中占有重要地位,經(jīng)過(guò)十余年的迅速發(fā)展,中國(guó)房地產(chǎn)業(yè)已成為促進(jìn)社會(huì)進(jìn)步、經(jīng)濟(jì)發(fā)展的重要支柱.鑒于房地產(chǎn)行業(yè)的蓬勃興盛和可觀的回報(bào)率,盡管?chē)?guó)家多次出臺(tái)房地產(chǎn)調(diào)控政策,在政策逆勢(shì)中仍然有許多企業(yè)開(kāi)始調(diào)整業(yè)務(wù)范圍,將大量資金、資源投入到房地產(chǎn)領(lǐng)域,影響了房地產(chǎn)行業(yè)的資源配置和產(chǎn)業(yè)布局,加劇了行業(yè)內(nèi)部競(jìng)爭(zhēng)激烈的程度,加大了行業(yè)內(nèi)部的泡沫。同時(shí),作為資金密集型產(chǎn)業(yè)房地產(chǎn)開(kāi)發(fā)具有周期長(zhǎng)、地域性強(qiáng)、環(huán)節(jié)繁多復(fù)雜等特點(diǎn),這些因素共同決定了房地產(chǎn)開(kāi)發(fā)風(fēng)險(xiǎn)性較大,因此,以房地產(chǎn)開(kāi)發(fā)項(xiàng)目風(fēng)險(xiǎn)管理、控制及應(yīng)對(duì)為研究對(duì)象具有非常大的現(xiàn)實(shí)意義。本文以房地產(chǎn)項(xiàng)目風(fēng)險(xiǎn)的概念、特征、風(fēng)險(xiǎn)管理的定義及管理過(guò)程等理論為基礎(chǔ),對(duì)萊山區(qū)房地產(chǎn)項(xiàng)目現(xiàn)狀全面探索與分析,以煙臺(tái)市元盛房地產(chǎn)項(xiàng)目作為案例,進(jìn)行具體分析研究,運(yùn)用風(fēng)險(xiǎn)管理理論體系,在系統(tǒng)分析房地產(chǎn)項(xiàng)目中所有可能不利于項(xiàng)目進(jìn)展的各種威脅及風(fēng)險(xiǎn)的基礎(chǔ)上,運(yùn)用德?tīng)柗品ê蛯哟畏治龇ǖ裙ぞ?從不同視角對(duì)問(wèn)題進(jìn)行解析,系統(tǒng)、全面、合理歸類(lèi)和識(shí)別客觀存在及可能發(fā)生的各種風(fēng)險(xiǎn),進(jìn)一步,通過(guò)對(duì)從各方面收集的資料加以整理分析,運(yùn)用統(tǒng)計(jì)學(xué)相關(guān)知識(shí),科學(xué)評(píng)估各種風(fēng)險(xiǎn)發(fā)生的可能性大小,對(duì)項(xiàng)目的總體綜合風(fēng)險(xiǎn)作出定量分析,并在基礎(chǔ)配置、戰(zhàn)略層和執(zhí)行層等宏觀角度制定相應(yīng)的全面分項(xiàng)管理舉措,在微觀層面根據(jù)項(xiàng)目的風(fēng)險(xiǎn)評(píng)價(jià)具體結(jié)果對(duì)其中的重點(diǎn)風(fēng)險(xiǎn)和一般風(fēng)險(xiǎn)提出具體的應(yīng)對(duì)措施。本文為房地產(chǎn)開(kāi)發(fā)商在項(xiàng)目開(kāi)發(fā)活動(dòng)中提供了較好的經(jīng)驗(yàn)基礎(chǔ),并能夠?yàn)樵摲康禺a(chǎn)開(kāi)發(fā)商在未來(lái)的房地產(chǎn)開(kāi)發(fā)項(xiàng)目風(fēng)險(xiǎn)管理中朝著規(guī)范化的方向發(fā)展提供了有利幫助,在一定程度上幫助該企業(yè)降低項(xiàng)目各階段客觀存在或可能發(fā)生的各類(lèi)風(fēng)險(xiǎn)可能性或者減輕風(fēng)險(xiǎn)發(fā)生造成的各種價(jià)值減損。
[Abstract]:The real estate industry is related to the national economy and people's livelihood and plays an important role in the national economy. After more than ten years of rapid development, China's real estate industry has become an important pillar to promote social progress and economic development. In view of the booming real estate industry and considerable returns, although the state has repeatedly introduced real estate regulation and control policies, many enterprises are still beginning to adjust their business scope and put a lot of capital and resources into the real estate sector in the adverse trend of the policy. It affects the allocation of resources and industrial layout of the real estate industry, intensifies the intense competition within the industry, and increases the bubble inside the industry. At the same time, as a capital-intensive industry, real estate development has the characteristics of long period, strong region, complex links, and so on. These factors together determine the risk of real estate development. It is of great practical significance to control and deal with it as the object of study. Based on the concept, characteristics, definition and management process of real estate project risk, this paper explores and analyzes the present situation of real estate project in Laishan area, and takes Yantai Yuansheng real estate project as a case study. Carry on the concrete analysis research, use the risk management theory system, on the basis of systematic analysis of all kinds of threats and risks in the real estate project that may be unfavorable to the progress of the project, use Delphi method and Analytic hierarchy process and other tools, Analyze the problem from different perspectives, systemically, comprehensively, reasonably classify and identify all kinds of risks that exist objectively and may occur. Further, through the analysis of the data collected from various aspects, we can use the relevant knowledge of statistics. Scientific assessment of the probability of the occurrence of various risks, quantitative analysis of the overall comprehensive risks of the project, and the formulation of corresponding comprehensive and itemized management measures from the macro perspectives of basic configuration, strategic and executive levels, etc. According to the specific results of project risk evaluation, the key risks and general risks of the project are given specific countermeasures at the micro level. This paper provides a good experience basis for the real estate developers in the project development activities, and can provide a favorable help for the real estate developers in the future real estate development project risk management towards the direction of standardization. To a certain extent, it helps the enterprise to reduce the possibility of various kinds of risks that exist or may occur in each stage of the project or to reduce the value loss caused by the occurrence of risks.
