【摘要】：數(shù)字化城市管理是以現(xiàn)代數(shù)字信息技術(shù)手段對城市的市政工程、公用設(shè)施、市容環(huán)境、環(huán)境秩序進行監(jiān)督與管理,處理、分析整個城市的悉數(shù)部件和事件信息,從而促進城市物流、人流、信息流、交通流、資金流的暢通與平滑。眼下,數(shù)字化城市管理是我國城市管理手段的一種創(chuàng)新,被全國城市管理者寄予厚望,被作為政府職能信息化、網(wǎng)絡(luò)化和數(shù)字化的一個全新的電子政務(wù)工程。本文站在項目管理者的角度,以南寧市數(shù)字化城市管理系統(tǒng)升級改造項目風險管理為研究對象,綜合運用項目管理理論和風險管理理論,探討和分析了該項目的風險識別、分析評估、風險應(yīng)對、風險監(jiān)控等四個層面所涉及的問題,綜合運用魚刺模型、風險矩陣等工具和經(jīng)驗數(shù)據(jù)法、調(diào)查訪談法、比較分析法、頭腦風暴法、Borda序值法等方法,根據(jù)數(shù)字化城市管理項目特征,較詳細地探究了風險識別、定性分析、定量分析等方面的理論,有機地對風險應(yīng)對工具與應(yīng)對方法作了些適用性選擇,針對風險引發(fā)因素提出了數(shù)字化城市管理類項目的應(yīng)對策略和措施,為此類項目的管理人員進行項目風險管理時提供有益的借鑒。
[Abstract]:Digital city management is to supervise and manage the city's municipal engineering, public facilities, city environment and environmental order by modern digital information technology means, processing and analyzing all the components and event information of the whole city, thus promoting the city logistics, people flow, information flow, traffic flow, capital flow smooth and smooth. At present, the digital city is at the moment. City management is a kind of innovation of urban management means in our country. It is a new electronic government project for the government function information, network and digitalization. This article is based on the project manager's point of view, taking the project risk management of the Nanning digital urban management system upgrading and reforming project as the research object. By using the theory of project management and risk management, the problems involved in the four levels of risk identification, analysis, assessment, risk response and risk monitoring are discussed and analyzed. The fish spike model, risk matrix and experience data method, investigation and interview, comparative analysis, brainstorming, Borda sequence value are used in this project. Method, according to the characteristics of the digital city management project, the theory of risk identification, qualitative analysis and quantitative analysis are explored in detail, and some applicable choices are made to the risk coping tools and coping methods, and the countermeasures and measures for the digital urban management projects are put forward in view of the risk triggering factors. Managers can provide useful reference for project risk management.
