【摘要】：內(nèi)蒙古納龍高速公路是深入推進(jìn)國家西部大開發(fā)戰(zhàn)略的需要,是促進(jìn)內(nèi)蒙古經(jīng)濟(jì)社會(huì)又好又快發(fā)展的需要,其實(shí)施具有必要性。納龍高速公路采取BOT融資方式,它能夠解決內(nèi)蒙古自治區(qū)鄂爾多斯市準(zhǔn)格爾旗交通局資金來源問題,但是采取BOT建設(shè)模式對于投資者來說將會(huì)產(chǎn)生一定的風(fēng)險(xiǎn),為了弄清影響那龍高速公路建設(shè)的風(fēng)險(xiǎn)因素,確定指標(biāo)對項(xiàng)目影響大的因素,要重點(diǎn)研究重點(diǎn)把握,對于那些影響作用較小的因素可以忽略不記。本文首先從項(xiàng)目建設(shè)角度出發(fā),對BOT項(xiàng)目的研究背景進(jìn)行概述,并總結(jié)了國內(nèi)外一些學(xué)者對BOT項(xiàng)目建設(shè)模式及風(fēng)險(xiǎn),通過對比和分析,提出本文研究的目的和意義,及研究內(nèi)容,最后總結(jié)出全文的研究路線。接下來較深入的了解高速公路BOT建設(shè)融資模式,并建立納龍高速公路BOT項(xiàng)目投資風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,概括投資的風(fēng)險(xiǎn)及特征,最終確定投資風(fēng)險(xiǎn)因素集,通過向相關(guān)行業(yè)專業(yè)人士發(fā)放問卷,并對問卷的結(jié)果進(jìn)行分析,最終確定對BOT項(xiàng)目投資影響較大的因素。建立納龍高速公路BOT項(xiàng)目投資風(fēng)險(xiǎn)評(píng)價(jià)模型,通過確定指標(biāo)權(quán)重,應(yīng)用熵值法,對影響較大因素進(jìn)一步分析,最終確定影響納龍高速公路BOT項(xiàng)目投資風(fēng)險(xiǎn)因素的先后順序。然后對納龍高速公路BOT項(xiàng)目4種方案進(jìn)行對比分析,主要進(jìn)行經(jīng)濟(jì)費(fèi)用效益分析、經(jīng)濟(jì)敏感性分析、財(cái)務(wù)分析等,通過對各項(xiàng)指標(biāo)的對比分析來判斷BOT項(xiàng)目的國民經(jīng)濟(jì)效益及抗風(fēng)險(xiǎn)能力,即經(jīng)濟(jì)上是否可行,是否能達(dá)到貸款償還能力。最后對納龍高速公路BOT項(xiàng)目投資風(fēng)險(xiǎn)進(jìn)行綜合評(píng)價(jià),并提出了應(yīng)對各種風(fēng)險(xiǎn)的防范措施。
[Abstract]:Nei Mongol Nalong Expressway is the need of promoting the strategy of western development and the need of promoting the sound and rapid development of Inner Mongolia's economy and society, and its implementation is necessary.The Nalong Expressway adopts BOT financing, which can solve the problem of the source of funds of Zhungeer Banner Transportation Bureau in Erdos, Inner Mongolia Autonomous region, but adopting the BOT construction mode will have certain risks for investors.In order to find out the risk factors that affect the construction of Naolong Expressway and determine the factors that have a great impact on the project, we should focus on the study and grasp the key points, which can be ignored for those factors which have little effect on the construction of Naolong Expressway.This paper firstly summarizes the research background of BOT project from the point of view of project construction, and summarizes some scholars at home and abroad about the construction mode and risk of BOT project. Through comparison and analysis, the purpose and significance of this study are put forward.And the research content, finally summarizes the full text research route.Next, we deeply understand the financing mode of highway BOT construction, and establish the investment risk evaluation index system of Nalong Expressway BOT project, summarize the risk and characteristics of investment, and finally determine the set of investment risk factors.By issuing questionnaires to professionals in related industries and analyzing the results of the questionnaires, the factors that have a great impact on the investment of BOT projects are finally determined.The investment risk evaluation model of BOT project in Nalong Expressway is established. By determining the index weight and applying entropy value method, the influential factors are further analyzed, and the order of risk factors affecting the investment of BOT project in Nalong Expressway is finally determined.Then the four schemes of the BOT project of Nalong Expressway are compared and analyzed, including economic cost benefit analysis, economic sensitivity analysis, financial analysis and so on.Through the comparative analysis of each index to judge the national economic benefit and the ability of resisting risk of BOT project, that is, whether it is economically feasible or not, whether it can reach the repayment ability of loan.Finally, the investment risk of the BOT project of Nalong Expressway is comprehensively evaluated, and the preventive measures to deal with all kinds of risks are put forward.
