【摘要】：水價改革是水務(wù)服務(wù)市場化改革的核心內(nèi)容之一,是實現(xiàn)資源性產(chǎn)品定價還權(quán)于市場的關(guān)鍵環(huán)節(jié)。本文通過對城市水價改革的理論依據(jù)進行梳理,分析水價改革關(guān)于提升服務(wù)質(zhì)量、提高節(jié)水意識、成本約束與監(jiān)管和行業(yè)發(fā)展扶持的多重目標,探討水務(wù)服務(wù)改革相關(guān)配套制度政策與水價改革的聯(lián)動改進,從明確主體責任關(guān)系、構(gòu)建行業(yè)績效評價體系、選取高效特許經(jīng)營主體以及發(fā)揮階梯水價激勵作用等方面構(gòu)建改革深化路徑,提出保障水價改革穩(wěn)健發(fā)展的政策建議。
[Abstract]:Water price reform is one of the core contents of water service marketization reform and the key link of realizing resource product pricing and returning right to the market.Through combing the theoretical basis of urban water price reform, this paper analyzes the multi-objectives of water price reform on improving service quality, improving water saving consciousness, cost constraint and supervision and industry development support.This paper probes into the linkage improvement of water service reform related system policy and water price reform, and constructs the industry performance evaluation system from clarifying the relationship between the main body responsibility and the industry performance evaluation system.Selecting the main body of efficient franchise and giving play to the role of ladder water price incentive to build the path of deepening the reform and put forward policy recommendations to ensure the steady development of water price reform.
