【摘要】：金融是現(xiàn)代經(jīng)濟(jì)的核心,金融資源是可以通過自身配置進(jìn)而配置其他一切資源的核心戰(zhàn)略資源。金融資源一般包括貨幣資源、資本資源、制度資源和商品資源。引導(dǎo)價(jià)值運(yùn)動(dòng)實(shí)現(xiàn)資源的有效配置是金融的核心功能,金融資源的高效配置是推動(dòng)經(jīng)濟(jì)發(fā)展和社會(huì)發(fā)展的重要力量,對(duì)于促進(jìn)金融和經(jīng)濟(jì)之間的良性互動(dòng)具有基礎(chǔ)性的作用。因而,對(duì)金融資源配置效率問題的研究具有十分重要的意義。 本文按照理論界定、現(xiàn)狀分析、實(shí)證檢驗(yàn)、對(duì)策建議的思路展開。首先對(duì)金融資源、金融資源的配置效率及其功能等基本概念進(jìn)行了界定；然后從陜西省金融資源總量、金融資源的結(jié)構(gòu)、金融資源的特征三方面對(duì)比分析了陜西省金融資源配置的現(xiàn)狀；其次將金融資源指標(biāo)分解為金融資源總量、省內(nèi)金融相關(guān)比率、金融市場(chǎng)化水平三個(gè)指標(biāo),運(yùn)用協(xié)整檢驗(yàn)和格蘭杰因果檢驗(yàn)等計(jì)量經(jīng)濟(jì)模型對(duì)陜西省1991年至2012年金融資源配置的效率進(jìn)行了實(shí)證檢驗(yàn),研究發(fā)現(xiàn)：在陜西省金融資源配置過程中,金融深化與經(jīng)濟(jì)增長(zhǎng)、人均收入、消費(fèi)收入和二元經(jīng)濟(jì)結(jié)構(gòu)都具有長(zhǎng)期均衡關(guān)系；最后針對(duì)陜西省金融資源配置的現(xiàn)狀和實(shí)證檢驗(yàn)結(jié)果提出了優(yōu)化陜西省金融資源配置的政策建議：擴(kuò)大金融資源總量,防止金融資源流失；發(fā)展金融市場(chǎng),優(yōu)化金融資源配置途徑；統(tǒng)籌兼顧,建設(shè)良好信用環(huán)境；培育完善的區(qū)域金融組織體系。
[Abstract]:Finance is the core of modern economy, and financial resources are the core strategic resources which can be allocated by themselves and all other resources.Financial resources generally include monetary resources, capital resources, institutional resources and commodity resources.Guiding the value movement to realize the effective allocation of resources is the core function of finance. The efficient allocation of financial resources is an important force to promote economic development and social development, and plays a fundamental role in promoting the benign interaction between finance and economy.Therefore, it is of great significance to study the efficiency of financial resources allocation.This article according to the theory definition, the present situation analysis, the demonstration test, the countermeasure suggestion train of thought unfolds.First of all, it defines the basic concepts of financial resources, the allocation efficiency and functions of financial resources, and then from the total amount of financial resources in Shaanxi Province, the structure of financial resources,The characteristics of financial resources are compared and analyzed in three aspects: the present situation of financial resources allocation in Shaanxi Province; secondly, the index of financial resources is divided into three indicators: the total amount of financial resources, the ratio of financial correlation within the province, and the level of financial marketization.Using econometric models such as co-integration test and Granger causality test, this paper empirically tests the efficiency of financial resource allocation in Shaanxi Province from 1991 to 2012. The results show that in the process of financial resource allocation in Shaanxi Province, financial deepening and economic growth.Per capita income, consumption income and dual economic structure all have a long-term equilibrium relationship;Finally, according to the present situation and empirical results of financial resources allocation in Shaanxi Province, the paper puts forward some policy suggestions for optimizing the allocation of financial resources in Shaanxi Province: expanding the total amount of financial resources, preventing the loss of financial resources, developing the financial market,To optimize the allocation of financial resources; to build a good credit environment; to foster a sound regional financial organization system.
