【摘要】：隨著我國城市化進程的加快,城市褐色土地再利用已成為當前城市發(fā)展趨勢之一。一方面,城市褐色土地再利用不僅能夠恢復城市中心活力,改善城市環(huán)境,而且還能有效緩解城市用地緊張,擴大城市發(fā)展空間；另一方面,城市褐色土地中又存在著潛在的污染風險,在其開發(fā)利用中引發(fā)了不同程度的沖突事件。在此背景下,本文以城市褐色土地再利用利益相關者的沖突及管治為主要研究內容,探究符合我國國情的褐色土地再利用管治體系。首先,從國內外褐色土地再利用成功經(jīng)驗和案例著手,采用對比分析法,找出我國城市褐色土地再利用中存在的問題。其次,從利益相關者理論出發(fā),依據(jù)利益相關者的組織參與形式和權利＼利益矩陣分析法,對褐色土地再利用利益相關者進行識別和分類,總結出主要利益相關者類型,并構建其互動關系網(wǎng)絡。第三,依據(jù)訪談中獲取的第一手資料,分析褐色土地再利用利益相關者沖突的類型和原因,并引入博弈論,對各利益相關者展開博弈探究。研究表明,構建以法律體系運作為基礎,政府機構協(xié)調管理為主導,以及公眾共同參與和資金籌措并重的互動管治體系是解決褐色土地再利用沖突的有效途徑。第四,依據(jù)利益相關者理論,結合我國國情以及褐色土地再利用現(xiàn)狀,構建我國城市褐色土地再利用管治體系,為褐色土地再利用管理提供新的思路。
[Abstract]:With the acceleration of urbanization in China, urban brown land reuse has become one of the current urban development trends.On the one hand, the reuse of urban brown land can not only restore the vitality of the city center and improve the urban environment, but also effectively alleviate the shortage of urban land use and expand the urban development space; on the other hand,There are potential pollution risks in urban brown land, which lead to different degree of conflict in the development and utilization of urban brown land.In this context, this paper focuses on the conflict and governance of urban brown land reuse stakeholders, and explores the governance system of brown land reuse in accordance with the situation of our country.First of all, from the successful experience and cases of brown land reuse at home and abroad, using comparative analysis to find out the problems existing in the reuse of brown land in our country.Secondly, based on the stakeholder theory, the main stakeholder types are summarized by identifying and classifying the brown land reuse stakeholders according to the stakeholders' organization participation form and right\ interest matrix analysis.And build its interactive relationship network.Thirdly, according to the first-hand information obtained in the interview, this paper analyzes the types and causes of conflicts between stakeholders in the reuse of brown land, and introduces the game theory to explore the stakeholders.The research shows that the effective way to solve the conflict of reuse of brown land is to build an interactive governance system based on the operation of legal system, leading by the coordination and management of government agencies, and paying equal attention to public participation and financing.Fourth, according to the theory of stakeholders, combined with the situation of our country and the current situation of brown land reuse, the governance system of urban brown land reuse in China is constructed, which provides a new way of thinking for the management of brown land reuse.
