重慶市公租房物業(yè)管理滿(mǎn)意度研究

【摘要】:1998年開(kāi)始我國(guó)便提出了解決低收入人群的保障性住房建設(shè)措施,經(jīng)過(guò)十幾年的發(fā)展,保障性住房已成為目前住房體系中不可或缺的組成部分。隨著國(guó)內(nèi)房地產(chǎn)市場(chǎng)和社會(huì)經(jīng)濟(jì)的高速發(fā)展,保障性住房體系也不斷調(diào)整,形成了目前由經(jīng)濟(jì)適用房、限價(jià)房和公共租賃房等構(gòu)成的保障性住房體系。回顧香港房地產(chǎn)市場(chǎng)的發(fā)展歷程,同時(shí)結(jié)合我國(guó)內(nèi)地城鎮(zhèn)住房的發(fā)展和現(xiàn)狀,不難發(fā)現(xiàn)國(guó)內(nèi)城鎮(zhèn)住房結(jié)構(gòu)最終會(huì)形成商品性住房和保障性住房并行的雙軌制局面,,而保障性住房在未來(lái)將會(huì)彰顯出越來(lái)越重要的作用。 近年來(lái),公租房已成為保障性住房的重要組成部分。重慶市自2010年來(lái),已有大批公租房建成并投入使用,隨著租戶(hù)的入住其物業(yè)管理和使用后評(píng)價(jià)的重要性逐漸凸顯。但目前國(guó)內(nèi)現(xiàn)有的住房物業(yè)管理?xiàng)l例都是針對(duì)商品住房,并無(wú)涉及公租房,而公租房和商品房在居住人群、住房性質(zhì)、小區(qū)規(guī)模等特性的差異導(dǎo)致現(xiàn)有的物業(yè)管理?xiàng)l例并不一定適用。因此,通過(guò)對(duì)公租房物業(yè)管理滿(mǎn)意度的研究為其管理?xiàng)l例的制定提高參考,以促進(jìn)公租房運(yùn)行機(jī)制的良性發(fā)展。 基于此,本文梳理了國(guó)內(nèi)外相關(guān)文獻(xiàn)的研究現(xiàn)狀,結(jié)合重慶市公租房的具體情況,構(gòu)建了公租房物業(yè)管理滿(mǎn)意度測(cè)評(píng)體系。根據(jù)該測(cè)評(píng)體系設(shè)計(jì)公租房物業(yè)管理滿(mǎn)意度調(diào)查問(wèn)卷,從清潔綠化、管理、維修服務(wù)、車(chē)輛管理、價(jià)格感知、物業(yè)管理滿(mǎn)意、租戶(hù)抱怨和租戶(hù)忠誠(chéng)度八個(gè)方面了解公租房的物業(yè)管理情況。同時(shí)對(duì)重慶市公租房小區(qū)進(jìn)行實(shí)地調(diào)研,收集、整理調(diào)研問(wèn)卷,運(yùn)用SPSS數(shù)據(jù)分析軟件對(duì)樣本數(shù)據(jù)進(jìn)行有效性檢驗(yàn)。 根據(jù)整理的調(diào)研數(shù)據(jù),測(cè)算重慶市公租房物業(yè)管理滿(mǎn)意度指數(shù)。數(shù)據(jù)結(jié)果顯示重慶市公租物業(yè)管理的總體滿(mǎn)意度為基本滿(mǎn)意,各分項(xiàng)指標(biāo)測(cè)評(píng)中,最高評(píng)分為68.64,最低評(píng)分為57.21,說(shuō)明公租房租戶(hù)對(duì)其物業(yè)管理的滿(mǎn)意度并不高,公租房管理中心、物管公司都要較多的工作需要改進(jìn)。本文通過(guò)對(duì)公租房物業(yè)管理相關(guān)因素進(jìn)行梳理和分析,并對(duì)其進(jìn)行實(shí)證研究,根據(jù)調(diào)研結(jié)果為重慶市公租房物業(yè)管理質(zhì)量的提高提供建議。
[Abstract]:In 1998 China began to put forward the guarantee to solve the low-income housing construction measures, after ten years of development, affordable housing has become the indispensable part of the housing system. With the rapid development of the domestic real estate market and the social economy, affordable housing system has been adjusted by the formation of the current economic applicable real, capped-price housing and public rental housing and affordable housing system. A review of the development of the real estate market in Hongkong, combined with the status quo and development of China's mainland urban housing, it is not difficult to find domestic urban housing structure will eventually form a two-tier situation of commercial housing and affordable housing and affordable housing in parallel. In the future will show more and more important role.
In recent years, public housing has become an important part of affordable housing. The city of Chongqing since 2010, has a large number of public rental housing is built and put into use, with the importance of tenant occupancy and the use of their property management post evaluation gradually. But the existing domestic housing property management regulations are based on the commodity housing, do not involve public rental housing, public rental housing and living in the crowd, the housing property, small size and other characteristics of the differences lead to the existing property management regulations does not necessarily apply. Therefore, the research on public rental property management satisfaction for the development of regulations to improve reference, to promote the sound development of the operating mechanism of public rental housing.
Based on this, this paper reviews the research status of related literature at home and abroad, combined with the specific situation of Chongqing city public rental construction, public rental property management satisfaction evaluation system. According to the evaluation system design of public rental property management satisfaction questionnaire, from the clean and green, management, maintenance services, vehicle management, price perception, property management with the eight aspects of the tenants and tenants complained about loyalty property management of public rental housing. At the same time, Chongqing city public housing area to conduct field research, collect, collate the survey questionnaire, analysis software testing the effectiveness of sample data using the SPSS data.
According to the survey data, estimates of public rental housing in Chongqing property management satisfaction index. The results show that the overall satisfaction of Chongqing city public rental property management as the basic satisfaction indices of evaluation, the highest score was 68.64, the lowest score was 57.21, that of public rental rent households on the property management of public rental housing satisfaction is not high. Management center, Wuguan companies have more work needs to be improved. In this paper, through the review and analysis of related factors on public rental property management, and carries on the empirical research, according to the results of the investigation for Chongqing city public rental housing property management to improve the quality of the suggestions.
