【摘要】：小城鎮(zhèn)的興起,是繼家庭聯(lián)產(chǎn)承包責(zé)任制的實(shí)行和鄉(xiāng)鎮(zhèn)企業(yè)的崛起之后,中國(guó)農(nóng)民的第三個(gè)偉大創(chuàng)造。黨的十七大報(bào)告中論述了中國(guó)特色城鎮(zhèn)化道路:即按照統(tǒng)籌城鄉(xiāng)、布局合理、節(jié)約土地、功能完善、以大帶小的原則,促進(jìn)大中小城市和小城鎮(zhèn)協(xié)調(diào)發(fā)展。十八大提出要實(shí)現(xiàn)全面建成小康社會(huì)的目標(biāo),從歷史發(fā)展和現(xiàn)實(shí)國(guó)情及國(guó)際經(jīng)驗(yàn)比較來(lái)看,未來(lái)十年新型城鎮(zhèn)化將成為我國(guó)現(xiàn)代化建設(shè)進(jìn)程中的大戰(zhàn)略,是推動(dòng)我國(guó)經(jīng)濟(jì)持續(xù)健康發(fā)展的“王牌”動(dòng)力。近年來(lái),高里街道政府結(jié)合實(shí)際提出了“生態(tài)高里、宜居新城”的發(fā)展目標(biāo),在小城鎮(zhèn)建設(shè)上不斷加大投資力度,基礎(chǔ)設(shè)施條件進(jìn)一步得到改善,中心鎮(zhèn)區(qū)的帶動(dòng)作用越來(lái)越明顯。但是,由于受政策、資金、產(chǎn)業(yè)等因素的影響,高里現(xiàn)有的城鎮(zhèn)化水平總體還不高,特別是小城鎮(zhèn)建設(shè)還面臨著諸多問(wèn)題,因而有必要通過(guò)理論和實(shí)踐的探索予以解決。本文通過(guò)對(duì)高里小城鎮(zhèn)建設(shè)現(xiàn)狀進(jìn)行全面深入的了解,查找到高里的小城鎮(zhèn)建設(shè)仍面臨著規(guī)劃滯后、小城鎮(zhèn)輻射帶動(dòng)效應(yīng)不高、小城鎮(zhèn)基礎(chǔ)服務(wù)設(shè)施建設(shè)滯后、小城鎮(zhèn)管理機(jī)制不健全等突出問(wèn)題,在認(rèn)真分析問(wèn)題原因的基礎(chǔ)上,對(duì)照國(guó)內(nèi)外小城鎮(zhèn)發(fā)展的經(jīng)驗(yàn),提出了要科學(xué)編制小城鎮(zhèn)發(fā)展規(guī)劃、強(qiáng)化產(chǎn)業(yè)聚集、拓寬小城鎮(zhèn)建設(shè)的融資渠道、改革和完善土地使用政策、完善小城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)及管理、實(shí)施小城鎮(zhèn)人才戰(zhàn)略等六個(gè)方面的小城鎮(zhèn)建設(shè)對(duì)策和建議,不斷加快高里小城鎮(zhèn)建設(shè)步伐,進(jìn)一步提高寒亭區(qū)的城鎮(zhèn)化水平。
[Abstract]:The rise of small towns is the third great creation of Chinese farmers following the implementation of the household contract responsibility system and the rise of township enterprises. In the report of the 17th National Congress of the CPC, the road of urbanization with Chinese characteristics was discussed: that is, according to the overall planning of urban and rural areas, Rational layout, saving land, perfect function, promoting the coordinated development of large, medium and small cities and towns with the principle of large, small and small. The 18th National Congress put forward the goal of building a well-off society in an all-round way. Judging from the historical development, the actual national conditions and the international experience, the new urbanization will become a big strategy in the process of our modernization construction in the next ten years and a "trump card" driving force to promote the sustained and healthy economic development of our country in recent years. The government of Gaoli street has put forward the development goal of "ecological high-li, livable new city" combined with the actual situation, and has continuously increased investment in the construction of small cities and towns, and the infrastructure conditions have been further improved. The driving effect of central towns is becoming more and more obvious. However, due to the influence of policies, funds, industries and other factors, the current level of urbanization in Gao Li is still not high, especially in the construction of small towns, which still faces many problems. Therefore, it is necessary to solve this problem through the exploration of theory and practice. Through a comprehensive and in-depth understanding of the present situation of the construction of small towns in Gaoli, the author finds that the construction of small towns in Gaoli is still facing the planning lag, and the radiation driving effect of small towns is not high. The construction of basic service facilities in small towns lags behind, the management mechanism of small towns is not perfect and so on. On the basis of serious analysis of the causes of the problems, and in the light of the experience of the development of small towns at home and abroad, this paper puts forward the need to scientifically compile the development plans of small towns. Strengthen the industrial agglomeration, widen the financing channel of the small town construction, reform and perfect the land use policy, perfect the small town infrastructure construction and management, carry out the small town talented person strategy and other six aspects of the small town construction countermeasure and suggestion. Continue to speed up the pace of construction of small towns in Gaoli, further improve the level of urbanization in Hanting.
